Carbon emission trading is a major institutional innovation that uses market mechanisms to control and reduce greenhouse gas emissions and promote green and low-carbon development, and is also one of the core policy tools to implement the goal of peaking carbon dioxide emissions and the vision of carbon neutrality. True and accurate carbon emission data is the basis for ensuring the effective, standardized and stable operation of the carbon market.
In order to improve the quality of carbon emission data in the province and ensure that carbon emission data is accurate, comprehensive, consistent, comparable, open and transparent, recently, the Provincial Department of Ecology and Environment and the Provincial Market Supervision Administration jointly issued the "Shaanxi Provincial Carbon Emission Data Quality Management Measures (Trial)". The "Management Measures" are divided into six chapters and 31 articles, which put forward requirements for the authenticity and accuracy of carbon emission data from the aspects of data monitoring, emission accounting and reporting, emission verification, supervision and management, etc., and consolidate the responsibilities of competent authorities, key emitting units, verification agencies, and testing institutions at all levels. The measures require key emitting enterprises to establish and improve the monthly reporting system for carbon emission activity data, emission factors and main production data, so as to provide institutional guarantee for the smooth operation and healthy and sustainable development of the national carbon emission trading market.
In the next step, the Provincial Department of Ecology and Environment will strictly follow the requirements of the "Management Measures" to standardize the supervision and management of carbon emission data quality, effectively improve the quality of carbon emission data, and guard the lifeline of the carbon market.
