  On September 22, China ushered in the third anniversary of the major declaration of carbon peak and carbon neutrality. Over the past three years, the petroleum and chemical industry has been guided by the "dual carbon" goal, accelerated supply-side structural reform, promoted the upgrading of industrial structure, promoted the orderly substitution of new energy and fossil energy, and made progress in comprehensive green and low-carbon transformation.

  The results of the National Energy Conservation and Low Carbon Week show that the petroleum and chemical industry, as an important pillar industry in China, as well as a large energy producer and consumer, has been playing a vital role in the implementation of the "dual carbon" strategy in the past three years.

  It has anchored the goal of low-carbon development. On January 15, 2021, the China Petroleum and Chemical Industry Federation, together with a total of 17 industry participants including petroleum and chemical enterprises and chemical parks, jointly signed and jointly issued the "Declaration on Carbon Peak and Carbon Neutrality in China's Petroleum and Chemical Industry" in Beijing, as a new starting point for China's petroleum and chemical industry to practice the concept of green development and build an ecological civilization and a beautiful earth in the new era.

  We will continue to promote a clean and low-carbon energy structure. PetroChina, Sinopec, CNOOC and other key energy and chemical enterprises have resolutely shouldered the historical responsibility of energy supply and energy revolution, and PetroChina's oil and gas production has hit a record high. Sinopec has accelerated green and low-carbon development, built 98 hydrogen refueling stations, becoming the company with the largest number of hydrogen refueling stations in the world, and built China's first million-ton carbon dioxide capture, utilization and storage technology (CCUS) project and the first 10,000-ton photovoltaic green hydrogen refining demonstration project, vigorously promoting the development of geothermal energy. CNOOC Limited has a multi-point layout around photovoltaic power generation and offshore wind power, with many bright spots.

  The supply level of high-end petrochemical products is increasing day by day. The production capacity of new electronic chemicals, high-performance fiber materials, high-end additives, new energy materials, medical chemicals, construction chemicals and other special chemicals in China has grown rapidly. In 2022, China's new chemical material production capacity will exceed 45 million tons, the output will exceed 31 million tons, and the output value will exceed 1 trillion yuan for the first time, with an average growth rate of more than 20% in the past five years.

  The innovation of low-carbon technology continues to increase. The No. 16 platform of Xinli Block III of PetroChina Jilin Oilfield Company relies on intensive construction and production, energy-saving equipment application and clean energy utilization, and strives to build a zero-carbon oil and gas production demonstration. Sinopec Shengli Oilfield Lai 113 Block has carried out the R&D and application of carbon dioxide capture, utilization and storage (CCUS) technology to achieve unattended, less personnel inspection and intelligent management, and promote the green and low-carbon transformation and development of the petroleum industry.

  Due to the continuous strengthening of the whole process of energy-saving management, a number of energy efficiency "leader" enterprises have emerged in the whole industry, and energy efficiency has reached the world's advanced level. A large number of green factories, low-carbon factories, green parks, and ecological parks have also come to the fore, and energy conservation and carbon reduction have become a bright background for the development of the industry.

  Xin Chunlin, vice president of the China Industrial Carbon Neutrality Research Institute of Beijing University of Chemical Technology, told reporters that in the past three years, China's petrochemical industry has undergone three positive changes in carbon emission reduction: First, accelerate the promotion of technological innovation and research and development. By adopting low-carbon raw materials, optimizing production processes, and improving energy efficiency, carbon emissions have been reduced at the source. In addition, it is also actively exploring CCUS technology to capture carbon dioxide for industrial use, oil flooding, and geological storage, so as to promote the realization of carbon emission reduction goals.

  Second, it is necessary to actively explore the adjustment of the industrial structure. For example, the development of circular economy and the promotion of the comprehensive utilization of waste resources, optimize the product structure, control the development of high energy consumption and high pollution production capacity, and promote cleaner production.

  Third, enterprises actively respond to the call of national policies and take practical actions to promote carbon emission reduction. For example, carbon emission reduction plans and targets should be formulated, internal energy management and energy-saving technological transformation should be strengthened, and clean energy utilization should be carried out.
