Implementation plan for carbon peaking in the non-ferrous metal industry in Guizhou Province
The non-ferrous metal industry is an important part of the industrial economy, an important support for the province's economic construction and social development, and a key industry for carbon emissions. In order to thoroughly implement the major strategic decisions and deployments of the Party Central Committee and the State Council on carbon peaking and carbon neutrality, and to do a good job in carbon peaking in a steady and orderly manner, this implementation plan is formulated in accordance with the requirements of the "Opinions on Completely, Accurately and Comprehensively Implementing the New Development Concept and Doing a Good Job in Carbon Peaking and Carbon Neutrality", "Action Plan for Carbon Peaking Before 2030", "Implementation Plan for Carbon Peaking in the Industrial Sector", "Implementation Plan for Carbon Peaking in the Non-ferrous Metals Industry", "Implementation Plan for Carbon Peaking in Guizhou Province", "Implementation Plan for Carbon Peaking in the Industrial Sector of Guizhou Province" and related industrial plans.
The non-ferrous industries referred to in this implementation plan mainly include aluminum and aluminum processing, titanium and titanium processing, gold and other non-ferrous metal industries such as lead, zinc, magnesium, antimony, potassium, and copper.
1. General requirements
(1) Guiding ideology.Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China, thoroughly implement Xi Jinping Thought on Ecological Civilization and the spirit of General Secretary Xi Jinping's important speech to Guizhou, coordinate the relationship between development and emission reduction, overall and partial, short-term and medium- and long-term goals, focus on promoting the implementation of the major strategy of "carbon peak and carbon neutrality", take deepening supply-side structural reform as the main line, and take green, low-carbon and high-quality development as the guide, strive to build a green manufacturing system, and strengthen technological innovation support. Promote resource recycling, promote digital, intelligent and green integration, and accelerate the low-carbon recycling and high-end development of the non-ferrous metal industry.
(2) Working principles.
Be goal-oriented.The goal of carbon peak will be achieved as scheduled as the main task of the industry's comprehensive green and low-carbon transformation, low-carbon development will run through the whole life cycle of products, accelerate the low-carbon energy consumption, promote the clean production process, promote the recycling of resource utilization, and actively and steadily promote the tasks of carbon peaking.
Insist on efficiency first.Put improving the efficiency of energy and resource utilization in the first place, optimize the structure of energy and raw materials, promote the circular production of enterprises, strengthen the connection between upstream and downstream, improve the output efficiency of unit energy resources, and reduce carbon dioxide emissions from the source.
Insist on key breakthroughs.Strengthen the concept of carbon emission reduction in the whole industry chain, pay close attention to the key links in the production of aluminum, lead, zinc and other products, continue to promote the technological transformation and upgrading of enterprises, reduce energy consumption and carbon dioxide emissions per unit of product, promote industrial coupling and complementarity, and reduce the overall energy consumption level of the industry.
Adhere to innovation-driven.Take innovation as the first driving force, focus on the key links of energy conservation and carbon reduction, accelerate the research of key energy-saving and low-carbon technologies and equipment, accelerate the industrial application of advanced and applicable energy-saving and low-carbon technologies, and empower low-carbon with digitalization and intelligence.
(3) Main objectives.By 2025, the proportion of production capacity above the benchmark level of energy efficiency of electrolytic aluminum enterprises will reach 50%, the industrial structure and energy consumption structure will be significantly optimized, important progress will be made in the research and development and application of low-carbon processes, and the unit energy consumption and carbon emission intensity of key products will be further reduced. By 2030, the proportion of production capacity above the energy efficiency benchmark level of electrolytic aluminum enterprises will be further improved, and the industrial system of green, low-carbon and circular development will be basically established.
Second, key tasks
(1) Strictly control the new production capacity.
Strictly implement the capacity replacement policy, strictly control the new production capacity, support enterprises to introduce electrolytic aluminum production capacity indicators outside the province in accordance with laws and regulations through mergers and acquisitions, index transactions, etc., implement technological transformation of process equipment, and strengthen the aluminum and aluminum processing industry ecosystem. Prevent the blind expansion of smelting capacity such as copper, lead, zinc, and alumina, and continue to strengthen policy guidance for magnesium and other industries. Raise the industry access threshold, and strictly implement policies and regulations such as project filing, environmental impact assessment, and energy-saving review for new construction, reconstruction and expansion smelting projects, and meet the requirements of industry norms, advanced energy consumption quota standards, clean transportation, and regional pollutant reduction measures. Strengthen the orientation of low-carbon emission reduction, and eliminate backward production capacity with poor environmental performance, low energy efficiency and backward technology per unit product in accordance with laws and regulations. 1. Promote the coordinated development of industrial coupling and agglomeration.Support the coupling development of non-ferrous metals with chemical, steel, building materials and other industries, encourage and support the development of renewable non-ferrous metal industries, and promote the realization of energy cascade utilization and industrial cycle convergence. Encourage the cluster development of primary and renewable, smelting and processing industries, and establish a coordinated development model conducive to carbon emission reduction by reducing short-process processes such as logistics and transportation of intermediate products and direct alloying of molten aluminum, so as to jointly promote the reduction of overall carbon emissions in the industry. Promote the implementation of cross-regional and cross-ownership mergers and acquisitions of enterprises, and promote the accelerated exit of backward production capacity in accordance with laws and regulations. Conscientiously implement green electricity price policies such as tiered electricity prices, guide energy conservation and emission reduction in electrolytic aluminum and other industries, and accelerate the exit of inefficient production capacity. Encourage and support the concentrated development of the non-ferrous metal industry, form economies of scale, and reduce energy consumption and carbon emissions per unit of product. By 2025, the proportion of direct alloying of molten aluminum will increase to more than 90%. 2. Support to strengthen, optimize and expand the titanium sponge industry, and actively develop the titanium processing industry. Relying on the advantages of lead and zinc resources, we will support the orderly development of lead and zinc smelting and downstream processing industries in Bijie City and other regions. Focusing on the needs of downstream industries, the development of aluminum, titanium, lead, zinc and other deep-processing products with low energy consumption and carbon emissions, high technical content and added value. Accelerate the promotion of green and low-carbon technology and equipment.Focus on the key green and low-carbon technologies of the non-ferrous metal industry, actively explore technologies such as smelting waste heat recovery and subversive preparation of titanium sponge, accelerate the promotion and application of advanced and applicable green and low-carbon technologies such as efficient and stable aluminum electrolysis and efficient utilization of low-quality aluminum resources, and promote the transformation of energy-saving and carbon-reduction technologies such as large-scale electrolytic cells, structural optimization, steady flow insulation, waste heat recovery, and intelligent control in the electrolytic aluminum industry. Carry out safety assessment of technical energy conservation and carbon reduction projects. Implement the dual control system of energy consumption intensity and total amount, and encourage enterprises to implement energy-saving and carbon-reduction transformation projects. (4) Optimize the structure of energy consumption.
Actively promote the non-ferrous metal industry to improve the level of energy electrification, strengthen the control of fossil energy consumption in the industry, orderly promote the reduction and substitution of coal in the industry, and orderly promote the replacement of coal with gas. Encourage and guide non-ferrous metal enterprises to actively consume clean energy through direct electricity trading, purchase of green power certificates, etc., encourage enterprises to participate in the development of renewable energy such as photovoltaic and wind power, hydrogen energy and energy storage systems, and build enterprise microgrids. Support enterprises to make full use of roof and wall resources such as factories to build distributed photovoltaic power generation projects and increase the proportion of green electricity used by enterprises. Strengthen energy-saving supervision, strengthen the management of enterprise energy consumption, strictly implement the national mandatory energy-saving standards, and standardize the energy consumption behavior of enterprises. Improve the recycling system of renewable resources.Improve the recycling, sorting, processing and clean transportation system of recycled non-ferrous metal resources, lay out regional recycling and pretreatment distribution centers, and encourage enterprises to actively carry out the import of high-quality recycled aluminum and other resources abroad under the premise of ensuring safety and environmental protection, so as to improve the level of maintenance and utilization. Support recycled aluminum enterprises to participate in the recycling and distribution of aluminum scrap. Relying on the advantages of the big data industry, we will use the Internet + to build a comprehensive recycled aluminum and copper management platform, and build a dual-track, online and offline parallel renewable resource supply chain for the non-ferrous metal industry in and outside the province. Support enterprises to replace low-carbon and carbon-reduced raw materials, and increase the proportion of non-ferrous metals such as recycled aluminum and recycled lead. Give full play to the guiding role of financial funds, actively strive for funds in the central budget, make good use of various special financial funds at the provincial level, and increase financial support for research and development and transformation and upgrading of energy-saving and low-carbon breakthrough technologies. We will use the integrated differentiated electricity price policy to implement a tiered electricity price system that is conducive to green and low-carbon development.
