Reply to Proposal No. 0312 of the First Session of the 13th CPPCC Autonomous Region

The "Proposal on Promoting the High-quality Development of Wuhai New Material Industry" was received. After careful study, the reply is as follows:

1. Strengthen top-level design

Since the "14th Five-Year Plan", the autonomous region has formulated the "Implementation Plan for the Transformation and Upgrading of the Chemical Industry in Inner Mongolia Autonomous Region (2021-2025)" (Nei Gong Xin Hua Zi [2021] No. 361) and the "14th Five-Year Plan for Industrial Development of Wuhai and Surrounding Areas" (Nei Fa Gai Ye Zi [2021] No. 663) for the industrial development of Wuhai and surrounding areas, which clarifies that Wuhai and its surrounding areas will be built into an important coal and coke chemical industry base, chlor-alkali chemical industry base, and fine chemical industry base in China. The development goals and paths of the new material industrial base. Our department has researched and formed the "Plan for the Construction of New Chemical Industry Base in Wuhai and Its Surrounding Areas", and is soliciting the opinions of the Autonomous Region Development and Reform Commission and other departments.

2. Promote the development of the new materials industry

Actively promote the construction of degradable material bases, through the doxxing of the projects to be approved in the autonomous region, help Wuhai City solve the production capacity of 1.07 million tons of calcium carbide, provide raw material guarantee for the construction of coal-based biodegradable material industrial base in Wuhai City, and effectively promote the integrated development, transformation and high-end development of coal coke chemical industry and chlor-alkali chemical industry in Wuhai City. At present, the production capacity of degradable materials under construction in Wuhai and surrounding areas has reached 2.26 million tons.

3. Promote the construction of the industrial chain

It is recommended that the Development and Reform Commission of the Autonomous Region should be included in the management of key industrial chains, promote the integration of the whole industrial chain of coking enterprises, promote the intensive processing of by-products such as coke oven gas, coal tar and crude benzene, extend to the downstream of the industrial chain such as coal-based new materials and fine chemicals, and climb the high-end of the value chain, so as to realize the transformation of the coking industry from "high energy consumption, high emissions and low added value" to "low energy consumption intensity, low carbon emission intensity and high added value". At the same time, according to the resource endowment and development foundation, optimize and adjust the layout of the coking industry, guide the coking capacity to moderate agglomeration in areas with high energy efficiency, sufficient environmental capacity and good industrial foundation, and focus on building a green coking industry base in Wuhai and surrounding areas, so as to enhance the scale efficiency and overall competitiveness of the coking industry.
