The reporter learned from the Beijing Municipal Development and Reform Commission that the "Implementation Plan" focuses on industrial leadership, green development, digital transformation, and policy orientation. A series of innovations have been made in project management and other aspects of public service weaving at the block level, requiring all districts to strengthen the overall coordination of inefficient industrial space transformation, clarify the identification standards of inefficient buildings in the region, establish resource ledgers and project reserves and dynamically update management, and at the same time include the projects applying for financial support into the reserve, and do a good job in the whole process management of the project for the projects that have received financial support.
Investment subsidies and loan interest discounts will be adopted to support these three types of projects
In the newly issued "Implementation Plan", the Beijing Municipal Development and Reform Commission will provide support for three types of projects: inefficient buildings, old factories and overall renovation of districts. Among them, the renovation area of inefficient building renovation projects shall exceed 20,000 square meters, and the completion time shall be more than 10 years; the renovation area of old factory renovation projects shall exceed 3,000 square meters; and the overall transformation projects of the area shall be carried out by a single implementation entity and shall be bundled and declared, and the total scale of inefficient building renovation shall exceed 20,000 square meters or the total scale of old factory renovation shall exceed 3,000 square meters.
The support method is divided into two types: investment subsidy and loan discount, of which the investment subsidy method is to arrange subsidy funds for inefficient building renovation projects according to the proportion of 10% of the total fixed asset investment, and the old factory building renovation and supporting infrastructure renovation projects according to the proportion of 30% of the total fixed asset investment;
Highlight the weaving of public services and solve the problem of "urgency, difficulty and longing" of the people
The "Implementation Plan" focuses on helping to build a modern industrial system with the characteristics of the capital, focusing on expanding the development space of high-quality industries, guiding the agglomeration of high-end industrial elements, promoting green, low-carbon and circular transformation, weaving urban functions and improving regional quality.
In terms of highlighting industrial leadership, we will support the introduction of strategic emerging industries, high-tech industries, and modern service industries after the transformation of inefficient industrial space, or new business formats that integrate advanced manufacturing and modern service industries, and integrate the digital economy and the real economy, and put forward specific transformation goals for the landing and occupancy rate of major industrial projects and key enterprises.
In terms of highlighting green development, guide the project to implement high-level energy-saving and green transformation at the same time when the building ontology is renovated, reach certain standards in terms of renewable energy utilization and energy saving rate, and cooperate with the Beijing Green Exchange to include the supported projects in the Beijing Green Exchange's corporate carbon account and green project library, explore carbon emission accounting, carbon neutrality certification, and increase green financial support.
In terms of highlighting digital transformation, we encourage the use of new generation technologies such as cloud computing, Internet of Things, and big data to build smart buildings and smart parks.
In terms of highlighting the weaving of public services at the block level, we will promote the connection and linkage between industrial space and public space, and supplement the surrounding public service functions by creating a shared ecology and creating open space, so as to solve the problem of "urgency, difficulty and longing" of the people.
Attract more social capital to participate and create a number of demonstration projects
In 2021, the Beijing Municipal Development and Reform Commission issued the "Work Plan on Strengthening the Renovation and Utilization of Vacated Space and Inefficient Buildings to Promote the Development of High-tech Industries (Trial)" to support the transformation and upgrading of vacated space into industrial carrying space, which has been widely affirmed by various districts and market entities. According to the relevant person in charge of the Beijing Municipal Development and Reform Commission, the original "work plan" expired at the end of May this year, considering that the original policy trial effect is good and the market policy demand is larger, the Beijing Municipal Development and Reform Commission has optimized and revised the original "work plan" on the basis of summarizing and evaluating the policy and fully absorbing the opinions and suggestions of various districts and social subjects, and issued the "implementation plan".
Since the promulgation of the original work plan, the Beijing Municipal Development and Reform Commission has supported the construction of a number of demonstration projects around the transformation and upgrading of inefficient industrial space, and has achieved positive results. Among them, the renovation and renovation project of the zoo bus hub station will transform and upgrade the vacated zoo wholesale market into an important industrial carrying space in the core area of the national Jinke New Area, and 161 financial technology institutions such as China Mobile Jinke and the National Financial Technology Certification Center have settled down, and have been selected as a typical case of revitalizing stock assets and expanding effective investment in the country, and won the first "Beijing Urban Renewal Best Practice" Excellent Case Award.
In the next step, the Beijing Municipal Development and Reform Commission will implement the relevant requirements of urban renewal, and strengthen the planning and support of the renewal and transformation projects of inefficient industrial space with all districts, especially for new industrial growth points such as the integration of advanced manufacturing and modern service industries, the integration of digital economy and the real economy, continue to optimize services, and explore new models of industry-led promotion of comprehensive renewal of the area.
