The Department of Ecology and Environment organized a mid-term assessment of the implementation of the 14th Five-Year Plan for Ecological and Environmental Protection in the Autonomous Region

In accordance with the requirements of the Notice of the Development Planning Commission of the Autonomous Region on Printing and Distributing the Work Plan for the Mid-term Assessment of the Implementation of the 14th Five-Year Plan of the Inner Mongolia Autonomous Region (Nei Fa Gui Wei Zi [2023] No. 1), the Department of Ecology and Environment organized the mid-term evaluation of the 14th Five-Year Plan for ecological and environmental protection of the Autonomous Region.

1. Completion of the main target indicators

A total of 21 specific indicators are set in the plan, except for the "proportion of non-fossil energy in total energy consumption" indicator that has not been evaluated due to the unpublished data, 20 indicators have met the requirements of the sequence schedule. In 2022, the annual average concentration of fine particulate matter in the whole region was 22 micrograms/cubic meter, the proportion of days with good ambient air quality was 92.9%, the proportion of surface water quality assessment sections in the whole region reached or better than that of Class III water bodies was 76.9%, the proportion of water bodies with poor water quality of Class V water was 2.5%, the safe utilization rate of polluted cultivated land in the whole region was 100%, and the safe use of key construction land was effectively guaranteed.

2. Plan the progress of the main tasks

(1) Strengthen the implementation of party and government responsibilities

The "List of Ecological and Environmental Protection Responsibilities of Party Committees and Governments at All Levels and Relevant Departments of the Autonomous Region" has been revised, and the Autonomous Region, League City, and Qi County have all established ecological and environmental protection working committees headed by the main responsible comrades of the Party and government. We will continue to promote the management of important lakes such as "one lake and two seas" and Chahannaoer, the water quality of Hulun Lake and Daihai Lake will remain stable, the water quality of the core section of Wuliangsuhai Lake will reach Class IV, and the ecological environment of Chahannaoer River Basin will show a positive trend. The comprehensive management of the ecological environment in the Yellow River Basin has been strengthened, and the water quality of the nine national examination sections of the main stream of the Yellow River is all Class II. The joint prevention and control of air pollution in Wuhai and surrounding areas has achieved remarkable results, and the proportion of days with good ambient air quality in the region in 2022 is 79.7%, reaching the best level in history.

(2) Steadily promote green and low-carbon development

Implement the control of the use of land and space, and strictly implement the requirements of "three lines and one order" zoning control. Optimize the adjustment of the industrial structure and eliminate excess capacity such as ferroalloys, ironmaking, and steelmaking. Promote the development of clean energy, and the installed capacity of renewable energy power generation accounts for 37.9% of the total installed power capacity in the region. Build a green transportation system, and rail transport freight accounts for 39%.

(3) Actively promote the response to climate change

To improve the policy system, 12 league cities have launched the preparation of carbon peak implementation plans, and issued 12 sub-sectors such as industry, energy, transportation, and construction implementation plans for carbon peaking, as well as 7 supporting policies and measures such as synergy in pollution reduction and carbon reduction. 14 project units have carried out pilot construction of low-carbon flag counties, low-carbon parks, low-carbon communities, and near-zero carbon emission zones. Promote carbon peaking actions in the transportation and construction sectors, and increase the green travel share rate of the 12 central urban areas of the region to 60%, and the utilization rate of chemical fertilizers to about 41%. Actively participate in carbon emission trading and promote the integration of climate change systems. Baotou City was successfully selected as a national climate investment and financing pilot.

(4) Continue to promote the improvement of atmospheric environmental quality

Strengthen the information-based supervision of ecological protection redlines, interconnect the autonomous region's ecological protection redline supervision platform with the national supervision platform, and rely on the supervision platform to carry out pilot projects for the supervision of human activities on ecological protection redlines in Hangjinqi, Naiman Banner and Chenbalhu Banner. The pilot project for the ecological protection and restoration of mountains, rivers, forests, fields, lakes and grasses in the Wuliangsuhai Basin, and the integrated protection and restoration project of mountains, rivers, forests, fields, lakes, grasslands and sands in the Horqin grassland have been steadily implemented. (8) Continuously improve the capacity of modern environmental governance

The market-oriented environmental governance model has been implemented, with 5 projects included in the pilot of the national eco-environment-oriented (EOD) development model, 2 parks have carried out third-party environmental pollution treatment pilots, and 3 parks have signed contracts with third parties for ecological and environmental hosting services. Strengthen routine inspections, special inspections, central environmental protection inspectors and "look back" rectification tasks, Tumuji National Nature Reserve special inspectors rectification tasks have all been completed, and the second round of central ecological and environmental protection inspectors feedback problems rectification continues to advance. Improve the environmental quality monitoring network, optimize the "14th Five-Year Plan" ecological environment monitoring points in the autonomous region, and complete the construction of the Yellow River water quality super station in Hohhot City and the ecological environment monitoring data management platform in Hohhot. Consolidate the new ecological environment infrastructure, actively promote the construction of the "ecological window" service platform in Inner Mongolia, and comprehensively improve the ecological environment governance capacity and refined management level.

Since the implementation of the plan, various tasks have been carried out in an orderly manner and achieved remarkable results, but there is still a long way to go for green development, the difficulty of coordinated control of fine particulate matter and ozone pollution, the weak links in the prevention and control of water pollution in some areas, the weak foundation for the prevention and control of groundwater environmental pollution, the pressure on ecological protection is still great, and the ability of ecological environment governance needs to be improved urgently.

3. Arrangements for the next step

(a)Accelerate the synergy of carbon reduction and pollution reduction

First, intensify the adjustment of the industrial structure.Actively develop strategic emerging industries, and increase support for enterprises to innovate low-carbon technology.
