China Submits the Fourth National Communication of the People's Republic of China on Climate Change and the Third Biennial Update Report on Climate Change of the People's Republic of China

In order to fully and effectively implement the requirements of the United Nations Framework Convention on Climate Change (UNFCCC) and its relevant resolutions, on 29 December, China officially submitted to the UNFCCC Secretariat the Fourth National Communication on Climate Change and the Third Biennial Update Report on Climate Change of the People's Republic of China. The two reports vividly reflect China's policies and actions on climate change during the 13th Five-Year Plan period, as well as the progress and results achieved, and show China's positive contributions to global governance of climate change as a responsible major country.

The Fourth National Communications include information on national circumstances and institutional arrangements, national greenhouse gas inventories in 2017, climate change impacts and adaptation, mitigation policies and actions, financial, technical and capacity-building needs, as well as climate change research and climate system observations. The third biennial update report includes the national greenhouse gas inventory in 2018, as well as China's main mitigation policies and actions as of 2020, and quantitatively analyzes their emission reduction effects. The report also contains basic information on the response to climate change in the Hong Kong and Macao Special Administrative Regions.

The report points out that as the world's largest developing country, China has overcome its own economic and social difficulties, and has made the greatest determination to increase its efforts to respond to climate change, significantly reducing the intensity of carbon dioxide emissions and effectively controlling greenhouse gas emissions. In 2020, China's carbon dioxide emissions per unit of GDP decreased by 48.4% compared with 2005, the proportion of non-fossil energy in total energy consumption reached 15.9%, and the forest stock exceeded 17.5 billion cubic meters, exceeding the "13th Five-Year Plan" target at the same time, it also exceeded the "carbon dioxide emissions per unit of GDP by 2020" announced to the international community in 2009 "By 2020, carbon dioxide emissions per unit of GDP will be reduced by 40%~45% compared with 2005, and the proportion of non-fossil energy will reach about 15%. forest stock to reach 15 billion cubic meters", laying a solid foundation for the realization of the nationally determined contribution target.
