Guangxi: Enhance the "gold content" of development with ecological "green content"
On the afternoon of November 8, the Guangxi Zhuang Autonomous Region Committee of the Communist Party of China held a press conference. In 2022, Guangxi's ecological quality index ranked second in the country, the proportion of excellent surface water quality reached 100%, ranking first in the country, and the proportion of areas with excellent water quality in coastal waters ranked second in the country.
Guangxi has always regarded the construction of ecological civilization as the "great man of the country", and included it in the "1+1+4+3+N" target task system of the magnificent Guangxi in the new era for deployment, and has successively studied and formulated a series of top-level design and strategic layouts related to the construction of ecological civilization in Guangxi, such as the "Decision on Cultivating Ecological Environment Advantages and Promoting New Steps in Green Development", and formulated and implemented the reform of the ecological protection compensation system and the "three lines and one order" Policy documents such as opinions on the zoning of the ecological environment, the first in the country to issue and implement a positive list of ecological protection and a list of prohibited items, the introduction and implementation of six local regulations such as the regulations on the protection of mangrove resources and the regulations on the prevention and control of air pollution, and more than 20 local environmental standards and norms, the full implementation of the river (lake) chief, bay chief, forest chief, and field chief system, and constantly improve the ecological environmental protection system to ensure steady and far-reaching progress on the road of green development.
Guangxi adheres to the bottom-line thinking, and retains the "poetry and distance" with integrated protection and systematic governance. We will continue to fight the battle to defend the blue sky, clear water and pure land, and make overall plans to promote the management of the system of mountains, rivers, forests, fields, lakes, grasslands and seas, so as to build a solid ecological security barrier in southern China. At present, the proportion of days with good air quality in Guangxi cities has increased from 91.6% in 2018 to 95.1% in 20222.5The average concentration decreased to 26.2 micrograms per cubic meter, a decrease of 25.1%. The proportion of excellent surface water quality has reached more than 96% for six consecutive years, and the proportion of excellent water quality in coastal waters has increased from 90.9% in 2018 to 94.5% in 2022, making it one of the cleanest sea areas in the country. The Lijiang River in Guilin was selected as one of the first beautiful river and lake treatment cases in China, and the comprehensive treatment project of the Nakao River in Nanning City won the Chinese Habitat Environment Model Award. A total of 223 nature reserves and 78 nature reserves have been established in the region, ranking third in the country in terms of biodiversity richness, and many nature reserves have been included in the "World Network of Biosphere Reserves" and "List of Wetlands of International Importance".
Guangxi completely, accurately and comprehensively implements the new development concept, and writes "poetry and distance" in order to practice green and low-carbon development. We will continue to work "carbon reduction, pollution reduction, green expansion and growth", and accelerate the green transformation and upgrading of the industry. Actively cultivating new drivers of green growth, promoting green industrialization and industrial greening, in-depth implementation of green manufacturing projects and green and low-carbon technology innovation actions, a total of 8 national green parks and 67 green factories have been established, and the energy consumption of industrial added value above designated size will decrease by 5.5% in 2022. We will build a "1+1+N" policy system for carbon peaking and carbon neutrality, vigorously implement the "Ten Actions" for carbon peaking, and rank first in the country in the number of enterprises and certificates certified for low-carbon product certification. Resolutely curb the launch of "two highs and one low" projects, and promote the "double decline" of pollutant emissions and carbon emission intensity in key industries. Vigorously develop clean energy, and the proportion of non-fossil energy, renewable energy, and non-hydro renewable energy installed capacity is higher than the national average. We will continue to promote green production methods and lifestyles, successfully establish 19 national ecological civilization construction demonstration zones and 6 "two mountains" bases, and cultivate a green background for high-quality development, so that ecological advantages can be continuously transformed into development advantages.
