In order to implement the major decisions and arrangements of the CPC Central Committee and the State Council on achieving carbon peak and carbon neutrality, and accelerate the transformation and upgrading of existing projects, our province has always adhered to the replacement of production capacity as an important measure to eliminate backwardness, reduce excess, control increments, and optimize stocks, and promote the transformation and upgrading of traditional industries and green and low-carbon development. The cement industry is one of the industries with large carbon emissions and high energy consumption, the Provincial Department of Industry and Information Technology continues to promote the elimination of backward and inefficient production capacity of cement enterprises, and the replacement of advanced production capacity projects, a total of 39 capacity replacement programs have been announced, and the backward production capacity of cement clinker in the province has all been withdrawn, after the replacement is completed, the "restricted" production line will be reduced from 38 in 2016 to 4, and the average single-line scale has increased from 2171 tons/day to 3323 tons/day. The production capacity was reduced from 101.62 million tons in 2016 (including the eliminated category) to 90.71 million tons, and the first five production capacity accounted for 68.2%, the contradiction of cement overcapacity in the province will be effectively alleviated, the concentration of production capacity will be further improved, and the situation of small and weak and unbalanced layout has been improved.

In the process of promoting the transformation and upgrading of the cement industry, our province has emerged an advanced model of building a "national first-class, intelligent and environmentally friendly" green garden factory by using digital mines, intelligent production lines, ultra-low emission and new technologies for energy saving and consumption reduction. For example, under the active guidance and promotion of the Provincial Department of Industry and Information Technology, Yunnan Yimen Dachunshu Cement Co., Ltd. eliminated and withdrew from the original 2,500 tons per day and 1,500 tons of inefficient cement clinker production lines, and built a new dry cement clinker production line with a daily output of 4,000 tons through capacity replacement. The project is equipped with a 6MW waste heat power generation project to realize low-temperature waste heat recovery and utilization, which can replace 20% of the electricity required by the production line; Through the use of a new generation of information and communication integration technology and advanced equipment, the construction of digital mines, efficient and low-resistance pre-decomposition, intelligent production and quality control systems and automated laboratories, the formation of raw material supply, production, management, service and other links of intelligent integration, the construction of a new production mode with self-perception, self-adaptation, self-control, self-decision-making, self-execution. Compared with before the transformation, the production efficiency has increased by 24%, the operating cost has been reduced by 11.8%, the energy utilization rate has increased by 12.6%, and the annual standard coal can be saved by 1,680 tons.

On the basis of the completion of intelligent transformation and upgrading, the Provincial Department of Industry and Information Technology guides the enterprise to accelerate the research and development and application of new energy, plans to adopt distributed photovoltaic power generation technology, and plans to use the roof, mine and other available areas to build a 10MWp distributed photovoltaic project, which is expected to be completed after the completion of the project, with an average annual power generation of 13.26 million kWh, which can replace 15% of the electricity required by the production line, save 4916 tons of standard coal every year, reduce about 3392 tons of soot emissions, and about 184 tons of nitrogen oxides. There are about 12,255 tons of carbon dioxide and 369 tons of sulfur dioxide, and the economic and social benefits are significant. At the same time, the company is also actively planning to build Yimen Green Building Materials Circular Economy Industrial Park, and implement projects such as cement kiln co-disposal of hazardous waste and municipal solid waste step by step, so as to realize the green, circular and low-carbon transformation and development of cement factories at a higher level.

In the next step, the Provincial Department of Industry and Information Technology will promote the application of enterprises through digitalization, networking, intelligent transformation and advanced production, energy conservation and environmental protection technology in the province, take the successful experience of supporting green with high-end and intelligent industry, and lead the road of high-end and intelligent transformation and development with green industry, and accelerate the adjustment and optimization of production structure and energy structure of traditional industries such as "two highs", and transform into green development.
