Your "Proposal on Giving Full Play to the Advantages of Ports and Using Overseas Resources to Promote the Ecological Priority and Green Development of Bayannur" has been received. After careful study, the reply is as follows:

In the next step, we will promote the integration of the whole industrial chain of coking enterprises, promote the intensive processing of by-products such as coke oven gas, coal tar and crude benzene, extend to the downstream of the industrial chain such as coal-based new materials and fine chemicals, and climb the high-end of the value chain, so as to realize the transformation of the coking industry from "high energy consumption, high emission and low added value" to "low energy consumption intensity, low carbon emission intensity and high added value". At the same time, according to the resource endowment and development foundation, optimize and adjust the layout of the coking industry, guide the coking capacity to the areas with high energy efficiency, sufficient environmental capacity and good industrial foundation, and focus on building a green coking industry base in Ganqimaodu Port Park, so as to enhance the scale efficiency and overall competitiveness of the coking industry.

In order to optimize the layout of the coking industry, improve industrial concentration, extend the industrial chain, promote energy conservation, emission reduction and comprehensive utilization of resources, and promote the high-quality development of the coking industry, we have studied and formed the "Policies and Measures for Promoting the High-quality Development of the Coking Industry in Inner Mongolia Autonomous Region", which can be issued after being approved by the government of the autonomous region. The "Policies and Measures for Promoting the High-quality Development of the Coking Industry in Inner Mongolia Autonomous Region" supports the Ganqimaodu Port Park to make full use of imported coking coal resources and build a high-level integrated base for the entire coking industry chain. Inner Mongolia Black Cat Coal Chemical Co., Ltd. can be integrated and reorganized by means of "big and small", and if the integrated production capacity does not reach the scale of economic processing, it will be appropriately filled and filled, and the filling capacity shall not exceed one-third of the total production capacity in principle.
