On November 1, the 2023 (4th) Beijing Urban Sub-center Green Development Forum opened at the City Green Heart Vitality Hub. First, careful organization and planning. In 2022, due to the impact of the epidemic, the sub-center green development forum could not be held as scheduled. In recent years, the sub-center of the city has closely focused on the six aspects of green building, green transportation, green industry, green energy, green ecology and green culture, highlighted source control and system control, and paid close attention to pollution and carbon reduction in key areas such as construction, energy and transportation, so as to support the high-quality economic and social development of the sub-center with low energy consumption.

The foundation of the green finance market of the sub-center has been continuously consolidated, and the momentum of green development has become stronger and stronger. The "one microgram" action was carried out in depth, and the air quality reached the best result in history. The water quality of the national assessment section has all reached the standard, and the North Canal and the Tide Reduction River have been listed as "Beautiful Rivers and Lakes in Beijing", and the biodiversity has been significantly restored. 251,000 acres of greening construction has been implemented, with a forest coverage rate of nearly 35%, an annual absorption of about 400,000 tons of carbon dioxide, and the increase in carbon sinks in the ecosystem has continued to increase. The coverage rate of the 500-meter service radius of parks and green spaces has reached 91%, and "seeing the greenery when you go out and smelling the fragrance at the beginning" has been integrated into the ordinary life of the masses. In terms of project construction, the "Guiding Opinions on Green Construction of Beijing Urban Sub-center Construction Project" has been formulated, and 72 green construction measures have been put forward throughout the whole process of project bidding, design, construction, completion acceptance and handover, and warranty. In the work of energy conservation and emission reduction, it is proposed to carry out a pilot project to transform from dual control of energy consumption to dual control of carbon emissions in the sub-center, formulate and improve the dual control plan, and realize the unified decomposition and issuance of targets for energy consumption and carbon emissions, unified accounting, and unified assessment, so as to better ensure the rational use of energy for economic and social development. By 2025, we will strive to promote the basic completion of new energy conversion of urban service vehicles such as buses, taxis, and sanitation transport vehicles, realize the pilot demonstration and application of hydrogen fuel cell vehicles, and create an innovation-driven green industry demonstration. Seize the opportunity period for the development of green industries, further promote the national climate investment and financing pilot work, accelerate the establishment of international green investment groups, and optimize the use of international and domestic green capital. Efforts will be made to improve the level of green development of industries such as the digital economy and intelligent manufacturing, and promote the construction of a number of innovation platforms for the integration of digital technology and green economy. Near-zero carbon emission demonstration areas will be built in functional areas such as cultural tourism zones and canal business districts. Strengthen the business service function of green finance, build a national green exchange for the world, actively undertake the construction of a national voluntary emission reduction trading center, and establish a safe and efficient green energy demonstration. Guided by the improvement of urban ecological quality, we will jointly build the Chaobai River National Forest Park with the three northern counties, consolidate and expand the achievements of ecological governance, strengthen sewage treatment and resource utilization, and basically realize the full collection and treatment of urban sewage and the full coverage of rural sewage treatment facilities during the "14th Five-Year Plan" period. We will continue to do a good job in air pollution control, basically eliminate heavily polluted weather, and establish a low-carbon and environmentally friendly green culture demonstration. He said that this forum adheres to the original intention of green development, the topic is closely related to the concept of green development, and on the basis of previous years, the theme setting and content arrangement are more open and diverse, colliding with many forward-looking, innovative and targeted concepts and practices, especially for the green development of the sub-center of the city, which provides ideological impetus and action guidance for the sub-center of the city to build a modern city model of green development and explore new models and new paths. He stressed that it is necessary to take this forum as an opportunity to guide the public to establish a good trend of ecological civilization, call on the public to take joint action, strengthen the awareness of green environmental protection, and make green development a consensus and conscious action of the whole society. He pointed out that from 2024, the "Beijing Urban Sub-center Green Development Forum" is expected to be upgraded to the "Beijing Green Development Forum", which is a preview of the "Beijing Green Development Forum" and the beginning of the preparation of the new forum.
