Changji Prefecture has achieved remarkable results in promoting green finance reform and innovation, and 14 typical cases of green finance have been promoted nationwide.
After nearly seven years of green finance reform experiments, Changji Hui Autonomous Prefecture of Xinjiang Uygur Autonomous Region has created a total of 95 typical green finance cases with Changji characteristics, of which 14 typical green finance cases have been promoted nationwide.
Through experimentation and innovation, Changji Prefecture has established infrastructure such as carbon accounts, improved supporting policies, and achieved mutual complementarity and development of the three financial formats of green finance, transformation finance, and carbon finance development.
"Green finance mainly serves green industries such as wind and solar power generation, transformation finance mainly serves the transformation and upgrading of traditional industries, and carbon finance mainly serves to limit greenhouse gas emissions." Ma Yan, chief of the Survey and Statistics Section of the Changji Branch of the People's Bank of China, said that the significance of establishing a carbon account is to accurately calculate corporate carbon emission data and scientifically formulate carbon emission intensity evaluation standards; based on corporate carbon emission intensity, supporting differences in finance, taxation, finance, industry, etc. Support policies to leverage the transformation and upgrading of industrial enterprises and green and low-carbon development.
It is reported that in February 2022, Changji Prefecture took the lead in piloting the construction of a carbon account platform in Xinjiang, which integrates functions such as data collection, carbon emission accounting, rating and policy supporting. As of the end of April this year, 46 high-carbon enterprises in Changji Prefecture have connected to the carbon account platform; financial institutions have provided a total of 22.67 billion yuan in loans based on carbon accounts.
In July 2023, the first new energy cloud carbon neutrality innovation center in northwest China-New Energy Cloud Changji Carbon Neutralization Innovation Center was established, upgrading the carbon account platform to a new energy cloud Changji Prefecture carbon neutrality support service platform, providing the government, Enterprises and other units provide five major services: "carbon emission services","carbon emission reduction services","carbon asset services","carbon financial services" and "carbon planning services".
"Functional applications such as carbon accounts, carbon efficiency codes, and carbon monitoring based on the New Energy Yunchangji Prefecture Carbon Neutralization Support Service Platform can not only help enterprises plan emission reduction paths, but also help government departments obtain regional carbon emission monitoring data and statistics. The analysis results provide a scientific basis for formulating relevant policies." said Zhou Biao, business manager of New Energy Yunchangji Carbon Neutralization Innovation Center.
In order to promote the transformation and upgrading of traditional industries, in April 2023, Changji Prefecture took the lead and explored the development path of transformation finance, and issued the "Measures for the Identification of Financial Support for Carbon Reduction, Transformation and Upgrading Projects in Changji Prefecture" and "Measures for the Identification of Enterprises in Financial Support for Carbon Reduction, Transformation and Upgrading in Changji Prefecture". "These two identification methods are like two rulers. Based on this, we can identify the path and effect of enterprises to achieve carbon emission reduction, so as to screen out enterprises and projects that meet the requirements and push them to financial institutions." Ma Yan said.
Currently, Changji Prefecture is working on the identification and launch of carbon reduction transformation and upgrading enterprises and projects, and plans to establish a carbon reduction transformation and upgrading project library and enterprise library before the end of the year. For identified projects and enterprises, Changji Prefecture will guide financial institutions to formulate supporting preferential support policies to guide high-carbon economic activities in 13 key areas including modern coal chemical industry, non-ferrous metal smelting, thermal power generation, mineral mining and processing in an orderly, scientific and efficient manner. High-carbon economic activities will be transformed into carbon-reduction, low-carbon and zero-carbon to achieve sustainable development.
