Traditional manufacturing is the main body of China's manufacturing industry and the foundation of the modern industrial system. In order to accelerate the transformation and upgrading of the traditional manufacturing industry, the Ministry of Industry and Information Technology and other eight departments recently issued the "Guiding Opinions on Accelerating the Transformation and Upgrading of the Traditional Manufacturing Industry" (hereinafter referred to as the "Guiding Opinions").
The "Guiding Opinions" pointed out that it is necessary to strengthen green and low-carbon development and deeply implement energy-saving and carbon-reduction transformation.
Implement actions to peak carbon emissions in key areas. Implement the implementation plan for carbon peaking in the industrial field and key industries such as nonferrous metals and building materials, improve the industrial energy-saving management system, and promote the technological transformation of energy conservation and carbon reduction. Carry out an assessment of the implementation of the capacity replacement policy, improve the cross-regional capacity replacement mechanism, and appropriately provide policy support for the capacity replacement ratio for technological transformation projects with high energy efficiency and low carbon emissions. Actively develop and apply green and low-carbon materials such as non-food bio-based materials. Establish and improve the carbon emission accounting system, accelerate the establishment of a product carbon footprint management system, and carry out collaborative innovation in pollution reduction and carbon reduction and pilot demonstration of carbon capture, storage and comprehensive utilization projects. Promote the reduction and substitution of coal in key industries in an orderly manner, reasonably guide the growth of industrial gas consumption, and improve the level of electrification of industrial terminal energy consumption.
Improve the green manufacturing and service system. Guide enterprises to implement green transformation, vigorously promote green design, develop and promote green products, and build green factories, green industrial parks and green supply chains. Formulate and revise a number of standards in key areas such as low carbon, energy saving, water saving, comprehensive utilization of resources, and green manufacturing, and promote resource conservation and rational application of materials. Actively cultivate green service organizations, providing green diagnosis, R&D and design, integrated application, operation management, evaluation and certification, training and other services. The development of energy and water saving, advanced environmental protection, comprehensive utilization of resources, remanufacturing and other green environmental protection equipment. Strengthen the benchmarking of green manufacturing and drive the green transformation of more enterprises.
Promote the efficient recycling of resources. Formulate and implement strategic resource industry development plans by category, cultivate and create demonstration bases and demonstration enterprises for the efficient development and utilization of mineral resources, strengthen the comprehensive utilization of co-associated mineral resources, and improve the utilization level of primary resources. Actively promote the resource recycling production model, vigorously develop the recycling and comprehensive utilization industry of scrap steel, waste non-ferrous metals, waste power batteries, waste household appliances and waste textiles, and promote the high-value recycling of renewable resources. Promote the large-scale comprehensive utilization of industrial solid wastes such as fly ash and coal gangue, and explore new models of comprehensive utilization of industrial solid waste in concentrated industrial solid waste production areas, major coal producing areas, and basic raw material industry clusters. Promote the recycling of industrial wastewater and improve the level of intensive conservation of industrial water resources.
Strengthen the intrinsic safety of key industries. Guide enterprises to transform toxic, harmful, abnormal temperature and other production and operation environments, improve work comfort, and improve safety production conditions through technological transformation. Deepen the "Industrial Internet + Safe Production" and enhance the ability to perceive, monitor, warn, dispose of and evaluate safe production. Increase the promotion and application of safety emergency equipment in key areas, and implement "mechanized substitution, automation and reduction" in high-risk industries such as civil explosions. Support the comprehensive technological transformation of old petrochemical plants, cultivate smart chemical parks, and orderly promote the relocation and transformation of hazardous chemical production enterprises in densely populated urban areas and the "relocation and reform" of chemical enterprises along the Yangtze River Economic Belt.
