Qiu Baoxing, Chairman of the China Urban Science Research Association: The carbon market strongly calls for integrity

On October 20, the third "Carbon Neutrality Summit Forum and Carbon List Release Conference of Chinese Listed Companies" was held in Beijing.

The reporter of "Daily Economic News" noticed at the scene that Qiu Baoxing, chairman of the China Urban Science Research Association and former vice minister of the Ministry of Housing and Urban-Rural Development, said in his keynote speech that the "dual carbon" design is prone to some misunderstandings and challenges in carbon supervision. First of all, the life of carbon dioxide exceeds 500 years, and any carbon sequestration or carbon trading should pay attention to the time limit; Secondly, carbon testing must focus on the whole life cycle; Third, carbon detection and carbon trading in different scenarios need to be carefully designed, and methodological research needs to be carried out first, and this methodology should be closer to the world; Fourth, carbon trading must be based on science-based carbon testing and carbon regulation.

Qiu Baoxing introduced in his speech that the summary of the "dual carbon" roadmap can be summarized into seven points:

First, the development of roadmaps and carbon regulation is completely a new, interdisciplinary and innovative research, and there are no shortcuts to take;

Second, "dual carbon" should be led by "double innovation", all enterprise entities can participate, and most of the new industries, new products, carbon trading models and technologies for carbon reduction are in the future;

Third, "dual carbon" should update the inherent knowledge;

Fourth, establish a new carbon supervision system;

Fifth, to eliminate pseudo-carbon reduction, false carbon reduction, "drifting" green, carbon data fraud, etc., there are a large number of new industries hidden in the long-term struggle process, so the carbon market strongly calls for integrity;

Sixth, cities have once again become competitors and innovative platforms for "dual carbon", and the development of carbon finance is completely expected;

Seventh, carbon emissions and carbon revenue must be identified with clear property rights, clear subjectivity and scientific methodology.
