On September 19, the group standard of "Implementation Path Planning and Evaluation of Zero-carbon Industrial Parks" (hereinafter referred to as the "Standard") was officially released at the 2023 China International Industry Fair. The standard was jointly initiated by the Shanghai Environmental Exchange and Shanghai Electric Group, and 15 enterprises, including State Grid Shanghai Electric Power Company, Shanxi Meijin Energy, China Gas and Pony Testing Group, participated in the compilation.
In recent years, the national dual carbon strategy has formed a series of policy support, and industrial parks are an important carrier for regional carbon neutrality. The standard takes "the maximum emission reduction path at the lowest cost" as the overall goal, lays the foundation for dual control of carbon emissions, condenses the "1+9+1" overall solution of zero-carbon parks, realizes the refined management of the construction and operation of zero-carbon industrial parks with "one digital platform", and uses green building design and construction, distributed new energy supply, green intelligent manufacturing production lines, industrial drive energy efficiency improvement, efficient cooling and heating equipment optimization, low-carbon operation and maintenance of smart buildings, green transportation and low-carbon travel, efficient utilization of industrial waste heat, and comprehensive treatment of "solid gas water" The 9 implementation paths provide technical guidance for energy conservation and carbon reduction in key areas of the park, and take "one source-grid-load-storage integration project" as the implementation carrier for the overall promotion to provide specific guidance for different types of industrial parks to achieve the goal of carbon neutral development.
As the construction and operation and maintenance institution of the national carbon emission trading system designated by the Ministry of Ecology and Environment, Shanghai Environmental Exchange not only ensures the smooth operation of the national carbon market, but also gives full play to the important supporting role and platform functions of the carbon market operators, actively participates in the formulation of various standards in the field of dual carbon, and participates in the specific work of principle determination, framework design, content preparation and other specific work of this standard. In the next step, Shanghai Environmental Exchange will rely on this standard to actively promote the zero-carbon transformation and development of industrial parks, provide park enterprises with carbon asset management, carbon informatization, low-carbon certification, capacity building and other services, while continuing to participate in the formulation of standards in the field of carbon neutrality, help the establishment of carbon peaking and carbon neutrality standard systems, and help the steady realization of the dual carbon goals.
