(22) Deepen the reform of rural and pastoral areas. Improve the service system for the circulation of land and pasture management rights, and explore and carry out pilot projects for efficient use on the basis of promoting the registration and issuance of certificates for the confirmation of new cultivated land rights. In accordance with the national deployment, standardize the cross-provincial adjustment of the surplus index linked to the increase and decrease of land, orderly carry out the pilot project of entering the market for collective management construction land in rural and pastoral areas, and steadily revitalize the use of the stock of construction land in rural and pastoral areas. We will further promote the governance of "hollow villages". Carry out insurance for agricultural and livestock products with advantages and characteristics in accordance with local conditions, and give appropriate subsidies to eligible agricultural and animal husbandry insurance.
7. Actively integrate into the domestic and international dual circulation, and promote the quality and upgrading of the construction of an important bridgehead for opening up to the north
(23) Strengthen the construction of open channels. Speed up the construction of the Manzhouli port as a node, connecting Dalian Port, Qinhuangdao Port and the Northeast region, connecting Russia and Mongolia to Europe to the north of the open east channel, with Erenhot port as the node, with the support of the China-Mongolia-Russia Central Line Railway, connecting Tianjin Port and Beijing-Tianjin-Hebei inside, and connecting Russia and Mongolia to Europe to open the middle channel to the north, improve the functions of cargo customs clearance, logistics and trade, production and processing. Improve the service capacity of the ports of Manzhouli and Erenhot China-Europe trains, promote the expansion and quality of China-Europe trains in Inner Mongolia, and study the inclusion of trains destined for Mongolia in the mapped routes. Improve the distribution capacity of Ulanqab China-Europe trains. Accelerate the feasibility study on the upgrading and reconstruction of the China-Mongolia-Russia Central Line Railway, and work together to promote the upgrading and reconstruction of the Ulanqab-Ulaanbaatar-Ulan-Ude cross-border railway corridor. Promote the preliminary research and construction of cross-border railways at ports such as Ganqimaodu and Ceke. Coordinate and promote the pilot construction of "smart ports" and "digital gates", and improve the ability of ports to provide customs clearance support.
(24) Accelerate the development of an open economy. Support the application for the establishment of the China (Inner Mongolia) Pilot Free Trade Zone in accordance with the procedures. Accelerate the integrated development of processing, investment and trade in the Manzhouli and Erenhot mutual trade zones. Study and optimize the administrative division of border ports to enhance the endogenous development momentum. Promote innovative management models in Manzhouli and Zhalainur, Ulanqab and Erenhot, and promote the linkage development of ports and hinterlands. Further consolidate the industrial foundation and promote the high-quality development of comprehensive bonded zones. Promote cooperation with Mongolia and Russia in the fields of agriculture, forestry, animal husbandry and fishery, energy and minerals, and infrastructure. Strengthen technical and project exchanges and cooperation with Mongolia and other neighboring sand source countries in the fields of sand and dust source monitoring and comprehensive management, ecological environment and ecological restoration. Support Inner Mongolia to expand economic and trade cooperation with Singapore and other countries.
(25) Strengthen regional coordination and interaction. Actively integrate into the coordinated development of Beijing-Tianjin-Hebei, deepen Beijing-Mongolia cooperation, and explore and promote counterpart cooperation between Inner Mongolia and Beijing. Support port resource sharing and inland port cooperation with Tianjin, Hebei, Liaoning and other provinces and cities. Strengthen cooperation and sharing with Zhangjiakou, Chengde, Datong, Xinzhou, Yulin, Shizuishan and other adjacent areas for joint prevention and management of the ecological environment, infrastructure interconnection, and public services. Accelerate the construction of Mengdong (Chifeng-Tongliao) to undertake industrial transfer demonstration zone. Strengthen mutually beneficial cooperation with the Yangtze River Delta, Guangdong-Hong Kong-Macao Greater Bay Area, Northeast China and other regions, and undertake industrial transfer through joint construction of parks, enclave economy, and remote incubation. Study the integration and construction of a number of border industrial parks in Manzhouli, Erenhot, Ganqimaodu, Ceke and other border areas, and invest in the central budget to give corresponding support to the infrastructure construction of the parks, so as to create a new highland for opening up along the border.
8. Strengthen the building of a community of the Chinese nation and build a solid barrier for security and stability in northern Xinjiang
(26) Comprehensively advance the cause of national unity and progress. Carry out the demonstration and creation of a strong sense of community for the Chinese nation, and promote the construction of research bases and educational practice bases. To build a common spiritual home for the Chinese nation, we will unswervingly and comprehensively promote the use of national unified teaching materials, and ensure that young people of all ethnic groups master and use the national standard language. Consolidate and deepen the creation of national unity and progress, and continue to carry out the "three plans" for exchanges, exchanges and integration of various ethnic groups. Improve systems and mechanisms for preventing and defusing major risks in the ethnic field. Coordinate the layout planning of urban and rural construction and the allocation of public service resources, create more perfect social conditions for people of all ethnic groups to live and study together, build and share together, and work and enjoy together, and continue to maintain the lofty honor of "model autonomous region" in the new era.
(27) Strengthen basic livelihood safeguards. Implement the policy of giving priority to detailed employment, focusing on the employment of college graduates, retired soldiers, migrant workers, unemployed persons and other groups. Support the development of public employment service capacity improvement projects, support eligible localities to build public training bases, and promote the construction of entrepreneurship and innovation parks. Promote cash-for-work in key government investment projects and infrastructure construction projects in agriculture, animal husbandry, and agricultural and pastoral areas, and appropriately increase the proportion of labor remuneration. Consolidate and expand the achievements of poverty alleviation, support the implementation of a number of key projects to make up for shortcomings and promote revitalization in key counties of national rural revitalization, and strengthen follow-up support for relocation and centralized resettlement sites. Strengthen employment assistance for people in difficulty, such as poverty alleviation families, low-income families, zero-employment families, and persons with disabilities, increase the income of low-income people, expand the middle-income group, reasonably adjust the scope and type of subsidies for hardship and remote areas within the framework of national policies, optimize the pattern of income distribution, and explore effective ways to solidly promote common prosperity.
(28) Improve the level of public services. Support the formation of an alliance of universities in Beijing, Tianjin, Hebei and Mongolia, and promote the pairing of universities directly under the Ministry of Education to help local universities in Inner Mongolia. Reasonably determine the scale of undergraduate and postgraduate training in local colleges and universities in Inner Mongolia, support the strengthening of food science, ecology, grass science, metallurgical rare earth, clinical medicine, preventive medicine and other disciplines, and support Inner Mongolia University to strengthen the construction of "double first-class". Support the construction of a modern vocational education system and vocational schools at the undergraduate level in Inner Mongolia. In accordance with the plan, the construction of national regional medical centers and national emergency medical rescue bases will be carried out, the management of public hospital reform and high-quality development demonstration projects will be strengthened, and the construction of a close-knit county-level medical community will be accelerated. Carry out complete community pilots, implement Gacha village (community) comprehensive service facilities to make up for shortcomings and expand capacity upgrade projects, and improve the remuneration of community workers. Support Inner Mongolia to study and solve the problem of the separate pension insurance system for land-expropriated farmers and herdsmen in some areas, and explore measures to expand the coverage of enterprise annuities. Support the construction of martyrs' memorial facilities, glorious hospitals, preferential care hospitals, military supply stations, etc., and improve the level of preferential care and support.
(29) Strengthen the defense of the border, consolidate the border and rejuvenate the border. Implement the project of upgrading the infrastructure of villages and towns at border nodes, support the integrated construction of water, electricity and telecommunications in border areas, and achieve universal coverage of drinking water, electricity, communications, radio and television in border natural villages, border posts, border police stations and border police offices. Carry out in-depth pilot projects for the construction of cities and towns in the action center for rejuvenating the border areas and enriching the people. We will carry out the action of "private enterprises entering the frontiers", implement the development project of rejuvenating the border areas and enriching the people with special characteristics, and promote the local employment and income increase of the border people. Support national trade and the production of commodities with special national needs. Promote the construction of the "four common" corridors on the border. Support the construction of fire prevention roads in the Daxing'an Mountains forest area and hardened roads in the border natural villages. Speed up the construction and transformation of the 331 national highway to be completed and the low-grade road section along the border, and promote the construction of parallel lines along the border national highway in an orderly manner. We will study and strengthen the work force of border towns and towns, strengthen the joint efforts of the party, government, military, police, and people to strengthen border defense, and promote the construction of "safe northern Xinjiang and smart border defense".
(30) Prevent and resolve risks in key areas. Implement projects such as improving urban security resilience, improving traffic safety, social security prevention and control system, public security video surveillance construction, networking applications, and intelligent security unit construction. Support Hohhot to build a national emergency material reserve, and lay out the construction of regional warehouses such as Hulunbuir, Chifeng, and Wuhai, as well as some banner counties (cities, districts) backbone libraries. We will build bases for Hulunbuir forest fire prevention and extinguishing training and northern aviation emergency rescue to support the comprehensive management of forest and grassland fire risk areas. Steadily promote risk disposal, capital replenishment and deepening reform of small and medium-sized banks. Strictly implement the requirements that the province bears the overall responsibility and the local party committees and governments at all levels bear their respective responsibilities, effectively and orderly prevent and resolve local debt risks, and resolutely adhere to the bottom line of no systemic risks. Strictly implement the responsibility system for safe production and effectively prevent all kinds of major safety accidents.
9. Safeguard measures
(31) Uphold and strengthen the Party's overall leadership. Give full play to the party's core role of leadership in controlling the overall situation and coordinating all parties, deeply understand the decisive significance of the "two establishments", enhance the "four consciousnesses", strengthen the "four self-confidences", and achieve the "two maintenances", and always permeate the party's leadership in all aspects of the whole process of promoting the high-quality development of Inner Mongolia. Strengthen the political and organizational functions of party organizations, give full play to the fighting fortress of grass-roots party organizations and the vanguard and exemplary role of party members, guide the majority of party members and cadres to vigorously carry forward the "Mongolian horse spirit" and "three-north spirit", fully mobilize the enthusiasm, initiative and creativity of cadres at all levels, keep upright and innovative, take responsibility, unite all parties to work together, and implement the decisions and arrangements of the Party Central Committee.
(32) Strengthen policy support. Give full play to the leading role of major projects, and include eligible projects in the scope of support such as investment in the central budget. According to the needs of strategic positioning, we will provide support in the development of key industries and the implementation of major projects in the fields of new energy, new materials, modern equipment manufacturing, modern coal chemical industry, dairy industry, agricultural and livestock products. Support Inner Mongolia to carry out cadre exchanges with the central and state organs and the eastern coastal areas in accordance with relevant regulations and cadre management authority. Intensify personnel training, list Inner Mongolia as a key support area in the western region, and promote high-end talents to support Inner Mongolia.
(33) Complete mechanisms for the implementation of work. The Inner Mongolia Autonomous Region should implement the main responsibility, formulate a work list, clarify the timetable and construction drawings, and ensure that all tasks are implemented. The relevant departments of the State Council shall, in accordance with the division of responsibilities and in accordance with the goals and tasks determined in these Opinions, strengthen guidance and coordination, introduce supporting policies, and give strong support to Inner Mongolia in implementing the "five major tasks". The National Development and Reform Commission should strengthen follow-up and assessment of the implementation of these Opinions, improve work mechanisms, coordinate the resolution of outstanding problems, and promptly report important situations to the Party Central Committee and the State Council.
