In order to promote the gradual shift from "dual control" of energy consumption to "dual control" of carbon emissions, actively explore new paths for green and low-carbon development in resource-based areas, and help the green, low-carbon and high-quality development of the autonomous region, on September 15, the Inner Mongolia Development and Reform Commission held a policy lecture on the "dual control" of energy consumption to "dual control" of carbon emissions and an exchange symposium on the creation of a "zero-carbon factory". A total of more than 50 representatives of the Development and Reform Commissions of various leagues and cities and key energy-using enterprises participated in the exchange symposium. 

The symposium invited experts from the Energy Institute of the National Development and Reform Commission and the technical exchange team of the Carbon Neutrality Committee of the China Energy Conservation Association, focusing on the transformation of the "dual control" of energy consumption to the "dual control" of carbon emissions, the "dual carbon economy and green development", the zero-carbon evaluation to help achieve the dual carbon goal, the original data of electricity and carbon - the cornerstone of energy conservation and carbon reduction, the digital management of energy and carbon in zero-carbon factories and parks, and the legal risks and responses in the field of carbon neutrality. The practical problems and difficulties faced in standards and specifications are elaborated in detail.

In the interactive exchange session, the representatives of the key energy-using enterprises asked questions and exchanged ideas with the experts of the technical team on the practical difficulties and technical problems encountered in the process of green transformation and development.

After the symposium, the representatives of the key energy users of the participating leagues and cities spoke highly of the form of the discussion and the answers of the expert team, and on the basis of full exchanges, the practical problems were well solved.

At the same time, the Inner Mongolia Development and Reform Commission encouraged all leagues and cities to fully learn from the experience of the symposium, strengthen the service for enterprises, and continue to optimize the business environment.
