Xinjiang Changji Hui Autonomous Prefecture's first comprehensive energy cost trusteeship large-scale project was recently signed, by Shandong Chuangpin Environmental Engineering Co., Ltd. to manage the energy management of the third phase of the teaching and construction project of the new campus of Changji University, with a service period of 10 years and a trusteeship cost of more than 10 million yuan, and the project scale ranks among the top similar projects in Xinjiang.
Under the matchmaking of the Changji Prefecture Administration Bureau, Changji University signed this cooperation project with Shandong Chuangpin Environmental Engineering Co., Ltd. The energy cost hosting service covers the transformation of the heating system, the operation of the water supply system and the promotion and application of new energy technologies: first, the clean energy heating system. Through the third-party investment in the construction of a centralized heating center, the clean energy heating system combining modular gas boiler and ultra-low temperature air source heat pump is used to provide heat sources for four dormitory buildings and a student canteen with a total of 104,100 square meters of buildings, with a heat load of 55 watts per square meter for the dormitory building and 65 watts per square meter for the student canteen. The second is the bathing and direct drinking water system. The BOT model is used to operate and manage hot water bathing and direct drinking water in the student apartments of the third phase of the new campus. Sanitary hot water adopts a heating system combining clean energy air source heat pump and gas boiler to operate independently, and sets up constant pressure and constant temperature zonal water supply, same-way backwater, green renewable energy, safety, energy saving, environmental protection and economy, which is conducive to the construction of green campus. The third is to make full use of waste heat recovery to support the supply of boiling water. Free boiling water supply is designed next to the boiler room, and the direct drinking water system provides services in the form of Internet of Things hardware + online APP.
Relying on the professional management team and technical support, the implementation of energy efficiency improvement and transformation of the campus, through intelligent and digital technology to achieve comprehensive monitoring and optimization of energy consumption, reduce operating costs, improve resource utilization efficiency, it is initially expected that the energy saving rate will reach 11% after the implementation of energy cost trusteeship, and will reduce carbon dioxide emissions by 15,000 tons in 10 years, saving more than 5 million yuan in energy costs, which will play an important role in demonstrating and leading the green and low-carbon transformation and development of public institutions in the state.
