Recently, the State Council issued the "Opinions on Promoting the High-quality Development of Inner Mongolia and Striving to Write a New Chapter of Chinese-style Modernization" (hereinafter referred to as the "Opinions"). The "Opinions" closely follow the support for the Inner Mongolia Autonomous Region to complete the "five tasks", put forward the overall requirements, main tasks and safeguard measures to promote high-quality development, and clarify the timetable and roadmap for breaking new roads and entering the midstream, which is a milestone in the development history of Inner Mongolia. Xinhuanet interviewed Wang Jinbao, director of the Department of Industry and Information Technology of the Inner Mongolia Autonomous Region, on how to implement the "Opinions".

Wang Jinbao said that the "Opinions" issued by the State Council this time are of milestone significance in the history of Inner Mongolia's development, and are of great significance for Inner Mongolia to promote the strategic adjustment and optimization of the industrial structure and build a modern industrial system supported by diversified development and multi-polarity. Second, there are opportunities for green transformation. Green and low-carbon is the ecological background color of new industrialization. In the "Opinions", the bottlenecks of industrial development such as the transformation of dual control of energy consumption to dual control of carbon emissions, the construction of zero-carbon and low-carbon parks, and the construction of fly ash extraction and alumina comprehensive utilization bases have been solved. This will fully demonstrate the green value of Inner Mongolia's new industrialization.

Third, there are opportunities for openness and cooperation. Openness and cooperation are the only way to promote new industrialization. In the "Opinions", specific requirements are put forward for accelerating the construction of industrial transfer demonstration zones and strengthening cooperation with the Yangtze River Delta, Guangdong, Hong Kong and Macao, and the three eastern provinces, and the cooperation methods are clarified. This will open up a broad space for the new industrialization of Inner Mongolia.

Wang Jinbao said that the key to the implementation of the "Opinions" on the front line is to continue to work hard to accelerate the new industrialization of Inner Mongolia. The first is to accurately plan the industrial system. A scientific and rational industrial system is the basic support for promoting new industrialization. The third is to build a comprehensive service system. A high-quality and efficient service system is the fundamental guarantee for promoting new industrialization. Focus on the docking of production and supply, undertaking industrial transfer, investment promotion, industrial energy conservation and water saving, digital transformation, transformation and application of technological achievements, and industrial talent cultivation and other work measures to improve the development efficiency of the service industry.
