The inspector believes that the Yulin Municipal Party Committee and the Municipal Government have solidly rectified the feedback problems of the ecological and environmental protection inspectors, promoted carbon peak and carbon neutrality in an orderly manner, and fought the battle of pollution prevention and control in depth, and made significant progress and results in the construction of ecological civilization and ecological environmental protection.

The concept of green development has been continuously enhanced. Yulin City has introduced policies and measures such as the implementation plan for cultivating the advantages of the ecological environment to promote green development, and the implementation plan for promoting the green development of urban and rural construction, and vigorously building a beautiful Yulin; The governance of key river basins was selected as the first batch of typical cases of ecological product value realization in Guangxi, and the "Top Ten Rectification Cases" of the autonomous region's social evaluation; It has been awarded the title of National Forest City, approved as a national pilot city for forest health care, and rated as a national base for comprehensive utilization of industrial resources; Rong County was awarded the National Ecological Civilization Construction Demonstration Zone. The environmental governance system has been gradually established and improved, and seven local laws and regulations have been promoted, including the protection of Jiuzhou River, Nanliu River and Suyan Reservoir, and the "river chief system" and "forest chief system" have achieved remarkable results, ranking among the top in the region in the evaluation. The quality of the ecological environment has been effectively improved, and the six major pollutants in the atmosphere in Yulin City have achieved stable compliance in the past three years, and the water quality of the national assessment section of surface water in 2022 has all reached the standard, ranking fifth in the country in terms of water environmental quality improvement, and the typical cases of cracking down on environmental violations and crimes of hazardous waste have been jointly praised by the Ministry of Ecology and Environment, the Supreme People's Procuratorate and the Ministry of Public Security for two consecutive years. The second round of central ecological and environmental protection inspections involved 15 problems in Yulin City, 7 of which were rectified, and the rest were progressed in an orderly manner.

Yulin City attaches great importance to the inspection work, supervises and reforms, and solves the ecological and environmental problems around a group of people. As of July 25, 745 cases reported by the masses assigned by the inspection team have been completed or completed in stages, 78 have been ordered to rectify, and 22 have been punished.

The inspector pointed out that although the ecological and environmental protection work of Yulin City has made significant progress and results, there are still certain gaps and shortcomings compared with the requirements of the central government and the autonomous region, compared with the goal and task of comprehensively building a magnificent Guangxi in the new era.

First, there is still a gap in the implementation of Xi Jinping Thought on Ecological Civilization.

The efforts to save energy and reduce carbon emissions are insufficient, and the cumulative carbon emission increment of approved projects in the first two years of the "14th Five-Year Plan" exceeds the estimated carbon emission increment space during the "14th Five-Year Plan" period. The overall promotion of high-level protection and high-quality development needs to be strengthened, the contradiction of sewage treatment in Fumian Energy Conservation and Environmental Protection Industrial Park has not been effectively solved for a long time, and the large-scale and green development of the pig breeding industry is progressing slowly. There are still weak links in the battle of pollution prevention and control, the problem of agricultural non-point source pollution is more prominent, the pressure on air pollution prevention and control is still great, the heavy metal reduction target issued by the autonomous region has not been completed, and the follow-up disposal of hazardous waste cases is slow. The rectification of the central ecological and environmental protection inspectors is not thorough enough, and the water bodies of the "washing pond" in the cattle urine and Luyang communities in Yuzhou District reported by the masses are black and smelly, and until the inspectors are stationed, they are still black and smelly by the masses.

Second, there are obvious shortcomings in the construction of environmental infrastructure.

The construction of urban domestic sewage collection and treatment facilities is lagging behind, and the domestic sewage collection rate in urban built-up areas is 33.88%, which is still far from the average level of the whole region. There are still 41 sewage outlets with poor water quality in Yuzhou District, and some of them still have sewage overflow when it does not rain for a long time. The construction of supporting pipe networks for town-level domestic sewage treatment plants is generally insufficient, and domestic sewage cannot be effectively collected. There are obvious shortcomings in the collection and disposal of domestic waste in some counties and districts, and the mode of "village collection, one town and one county treatment" mode of domestic waste in some counties and districts is not smooth, and the garbage transfer is not timely; The construction of the domestic waste incineration power generation project in Luchuan County has been slow and has not been put into operation on time. The management of some landfills is not standardized, the leachate treatment of domestic waste sanitary landfill in Longtan Town, Bobai County is not in place, and the internal environmental supervision of Yulin City Waste Harmless Treatment Plant is weak. The investment in environmental protection funds is insufficient, and some projects are difficult to implement operation and maintenance funds, and cannot operate normally.

Third, the contradiction between mine development and utilization and ecological environmental protection and restoration is still very prominent.

There were violations of laws and regulations in mining, and 124 mines failed to mine in accordance with the development and utilization plan (overall plan) to varying degrees. The ecological restoration and management of historical mines is slow, and the restoration rate is 12.9%, which does not meet the assessment requirements of 20% in the autonomous region. The high and steep slopes of abandoned mines in Maolin Town, Yuzhou District, have not been treated for risk removal; The abandoned mines in the area of Shuiyueyan-Longzhu Lake Autonomous Region-level Scenic Area have not been treated for a long time. The problem of mining damage to the ecological environment still occurs from time to time, the supervision and publicity of the relevant departments are not in place, and the awareness of ecological protection of mining in some enterprises is not strong, and the phenomena of heavy mining and light protection, occupation of forest land, soil erosion, and dust pollution are more common.

Fourth, other key ecological and environmental issues that need to be paid attention to.

The environmental problems of the industrial park are more prominent, and Xintao Company in Fumian Energy Conservation and Environmental Protection Industrial Park is suspected of a number of environmental violations, and 5 rainwater outlets in the park have been discharging wastewater for a long time; The environmental management level of Longtan Industrial Park is low, and there have been complaints from the masses in previous and current ecological and environmental protection inspections; The treatment capacity of the sewage treatment plant in Dapingshan Town Industrial Park in Xingye County is insufficient, the construction progress of the industrial sewage treatment plant in the Minle area of Guangxi (Beiliu) Light Industry Industrial Park is lagging behind, and the sewage treatment plant (phase I) of Yulin Traditional Chinese Medicine Health Industrial Park is not in operation due to low water intake. The people's sense of gain and happiness in the ecological environment is not sufficient, and a small number of petition problems have rebounded after rectification.

The inspector requested that Yulin City should thoroughly study and implement Xi Jinping Thought on Ecological Civilization and the spirit of the National Conference on Ecological and Environmental Protection, comprehensively promote the construction of a beautiful China, and accelerate the modernization of harmonious coexistence between man and nature. It is necessary to comprehensively promote green, low-carbon and circular development, strictly abide by the red line of ecological protection, correctly handle the relationship between economic and social development and ecological environmental protection, accelerate the completion of environmental infrastructure shortcomings, and strengthen pollution control and risk prevention.

The inspector stressed that the Yulin Municipal Party Committee and the Municipal Government should study and formulate a rectification plan according to the inspector's report, and submit it to the Party Committee and Government of the Autonomous Region within 45 working days. The rectification plan and the implementation of the rectification are to be disclosed to the public in accordance with relevant provisions.
