The "Notice of the General Office of the People's Government of Inner Mongolia Autonomous Region on Printing and Distributing the Pilot Work Plan for the Transformation of the Autonomous Region's Dual Control of Energy Consumption to Dual Control of Carbon Emissions and the Key Points of Work in 2024" (hereinafter referred to as the "Notice") was released last week. This means that the domestic transition to dual control of carbon emissions will be officially launched in Inner Mongolia.
The reporter learned that on July 11, 2023, the Central Committee for Comprehensively Deepening Reform deliberated and adopted the "Opinions on Promoting the Dual Control of Energy Consumption and Gradually Shifting to the Dual Control of Carbon Emissions", which actively creates conditions for the establishment and implementation of the dual control system of carbon emissions.
The relevant person in charge of the Inner Mongolia Autonomous Region said in the interpretation of the work plan that the main goal of the "Notice" is to optimize and improve the total energy consumption and intensity regulation and control policies during the "14th Five-Year Plan" period, consolidate the foundation of carbon emission statistical accounting, establish a unified and standardized carbon emission statistical accounting method system in line with the actual situation of the autonomous region, and promote the construction of a core system and supporting policy system for dual control of carbon emissions. The management mechanism of dual control of energy consumption and carbon emission is coordinated to ensure the completion of the "14th Five-Year Plan" energy conservation and carbon reduction targets issued by the state.
In order to achieve the above goals, efforts need to be made in the following aspects. First of all, improve the regulation and control of total energy consumption and intensity. For example, it is necessary to optimize the regulation and control of total energy consumption and intensity, improve the project energy-saving review system, strengthen energy-saving management and energy efficiency improvement in key areas, and strengthen the dynamic monitoring and precise regulation of energy-saving situation. Xin Chunlin said that the petroleum and chemical industry has always been a major energy consumer and an important source of carbon emissions, and it pays attention to dual control of energy consumption in management to achieve energy conservation and emission reduction. However, the adoption of the Interim Regulations on the Administration of Carbon Emission Trading will promote the gradual shift of the industry to dual control of carbon emissions, that is, in addition to energy consumption, it is also necessary to pay attention to the total amount and intensity of carbon emissions.
"With the promotion of dual control of carbon emissions, from the government level, we will increase the supervision of the petroleum and chemical industry, strengthen the monitoring and reporting of carbon emission data, and strengthen the assessment and incentive mechanism for enterprises to ensure the realization of carbon emission targets. At the enterprise level, in order to meet the requirements of dual control of carbon emissions, on the one hand, it is necessary to increase the research and development and application of energy-saving and emission reduction technologies and accelerate the digital transformation and upgrading of green and low-carbon, and on the other hand, it is necessary to participate more actively in the carbon emission trading market, manage carbon assets and carbon risks, and seek the support of carbon financial instruments to achieve the rational allocation and utilization of carbon assets.
