In Luocun Town, Zichuan District, Zibo City, Shandong Province, next to the Zhangtai Line, the main traffic artery that runs through the north and south, there is a green intelligent heavy truck battery swap station that has been successfully operated for more than a year. After the electric heavy-duty freight truck drives into the station, it only takes a few minutes to complete the battery replacement automatically, just like depositing and withdrawing from the "battery bank", saving time, effort and money.

Today, Zichuan District has laid out seven main transportation roads from Binzhou in the north to Weifang and Laizhou in the east to meet the short-distance operation needs of electric heavy freight vehicles in the district.

Zhai Chunqian, deputy head of Zichuan District, introduced that Zichuan District is located in the hinterland of central Shandong, with a heavy industrial structure and a relatively large proportion of traditional industries.

"With the continuous and in-depth development of the 'blue sky defense war', the emission control of pollution sources such as industrial sources has been very precise, and it takes hard work to achieve the improvement of every microgram of the main indicators. Zhai Chunqian said with emotion.

In this context, Zichuan District, in combination with the local reality, takes the green electrification upgrade of short-distance heavy-duty freight vehicles as a breakthrough, takes reducing the cost of enterprise vehicles and meeting the demand for rapid battery replacement along the way as a key point, conducts in-depth research and innovative practice, and takes the lead in launching the "battery bank" model of parallel rental and sale of car bodies and batteries in the province, which solves the problems of high one-time investment, long charging time and short operating mileage for vehicle replacement in one fell swoop, and provides a "Zichuan path" for the green electrification upgrade of heavy-duty freight vehicles under the national "double carbon" strategy.

Looking at the necessity from the "ecological account" -

The green electrification of short-haul heavy-duty trucks will reduce NOx emissions from industrial sources by 25%.

At present, heavy goods vehicles have become the key to carbon emission reduction in China's road transport sector and the entire transportation sector. Li Mingjun, chief engineer of the Environmental Resources Institute of the Ministry of Transport's Planning and Research Institute, said that transportation now accounts for about 10% of the country's carbon emissions, of which road emissions account for 86.8% of transportation, and heavy goods vehicles account for 54% of road emissions. It can be seen that promoting the emission reduction of heavy trucks plays a pivotal role in the green, low-carbon and high-quality development of the economy and society.

According to statistics, there are currently more than 3,000 registered trucks in Zichuan District, including more than 2,900 heavy-duty vehicles, accounting for a relatively large proportion and a high pollution contribution rate.

"Of these heavy vehicles, there are about 1,400 short-distance heavy diesel trucks. These heavy trucks enter and exit the urban area every day, emitting a large number of pollutants and becoming an important factor affecting the regional ambient air quality. Zhai Chunqian said.

It is estimated that only short-distance heavy trucks in Zichuan District emit CO, HC, NOx and PM pollutants up to 115.92 tons, 13.86 tons, 658.98 tons and 5.46 tons respectively every year. In 2022, about 2,554 tonnes of NOx were emitted from industrial sources in the region, and short-haul heavy-duty diesel trucks accounted for more than a quarter of the total industrial emissions.

It can be seen that the ecological benefits brought by the green electrification of short-distance heavy-duty diesel trucks will be very obvious, which is conducive to the improvement of regional air quality. At the same time, through this part of the emission reduction, the realization of 'cage for birds' can create favorable conditions for the landing of other high-quality industrial projects." Compared with fuel vehicles, electric heavy trucks can save more than 100,000 yuan in operating costs per year

As we all know, electric heavy-duty freight vehicles have the advantages of low operating costs, energy saving and emission reduction, but at the same time, there are also disadvantages such as large upfront investment, large vehicle occupation of funds, and low mileage.  

According to the investigation of the Zichuan Branch, the operating cost of electric heavy freight vehicles is about 2.8 yuan per kilometer, while the operating cost of China VI heavy-duty diesel vehicles is about 4.1 yuan per kilometer, and the operating cost of electric heavy freight vehicles is significantly lower than that of fuel vehicles.

According to the average annual driving of 90,000 kilometers of heavy freight vehicles in the jurisdiction, a heavy-duty electric dump vehicle will reduce the fuel operating cost by 117,000 yuan per year.

How to solve the bottleneck problems that restrict the green electrification upgrade of short-distance heavy-duty freight vehicles, such as large investment in the early stage and short mileage? Zichuan District gave its own answer.

In terms of policy driven, Zichuan District has held many special meetings to deploy the relevant work of the green electrification project of short-distance heavy-duty freight vehicles in the district, requiring all relevant departments to submit the number of short-distance freight vehicles and the construction needs of battery swap stations and charging piles, and at the same time formulating a diesel truck renewal plan, the power department to do a good job in power security, and all departments to coordinate and do a good job in project support.

In the implementation of the project, the Zichuan District Government actively encouraged large-scale transportation demand enterprises such as Shandong Jinko Green Chain Industry Development Co., Ltd. and Baoshan Cement to take the lead in piloting and renting and purchasing to implement the electrification upgrade of heavy-duty freight vehicles.

The reporter saw in the factory area of Shandong Jinko Green Chain Industry Development Co., Ltd. that rows of brand-new electric heavy trucks were ready to go, and vehicles came to the battery swap station from time to time to replace the battery.

It is understood that the company operates the largest single green mine transportation project in the province and the longest new energy trunk transportation project in the province (260 kilometers one way), with a daily new energy transportation volume of more than 20,000 tons. At present, it has 203 new energy heavy trucks, operates and manages 58 new energy vehicles, holds nearly 300 power batteries, operates 7 intelligent heavy truck battery swap stations, 6 are under construction, and operates more than 50 sets of high-voltage fast charging piles, with a monthly charging capacity of 2 million kWh.

Chen Yedong, general manager of the company, told reporters: "At present, it takes about 700,000 yuan to purchase an electric heavy truck, and the battery needs about 380,000 yuan, accounting for more than half of the replacement cost of diesel trucks." Relying on our gradually improved intelligent battery swap network, enterprises with new energy vehicle operation needs only need to purchase the car body and lease our batteries, and they can realize the whole process without worry. Within our company, we have also achieved full substitution from diesel trucks to electric trucks, achieving zero emission of road pollutants. ”

With the investment and operation of new energy and green electricity and zero-carbon transportation, the company has cooperated with many large enterprises such as Shandong Port Group, Shandong High-speed, Shandong Aluminum Cement, Weiqiao Group, Jinjing Group, Chongshan Cement, etc. "Compared with traditional fuel vehicles, the energy consumption cost of new energy vehicles has dropped by 35%, the cost of maintenance has fallen by 70%, saving fuel consumption of 8 million liters throughout the year, corresponding to a reduction of carbon dioxide emissions of more than 20,000 tons, equivalent to the emissions of 7,000 household fuel cars, and corresponding to planting 1.1 million trees. Chen Yedong said.

Different from the transportation scope of Jinko Green Chain Industry Development Co., Ltd., the transportation demand of Baoshan Cement is more concentrated in Zichuan. Based on this, the company invested nearly 50 million yuan at one time and purchased more than 60 new energy electric heavy-duty freight vehicles to meet local transportation needs.

"The vehicle-electricity separation mode effectively reduces the front-end cost of electric heavy trucks, and the investment and operation of charging and swapping stations make heavy trucks no longer have to worry about replenishing energy. The investment cost is comparable to that of fuel vehicles, but greater cost reduction and environmental benefits can be obtained. Li Changyong, deputy director of the Zichuan Branch, said.

According to the State Power Investment Corporation, among the 10 million heavy trucks in China, there are 1 million heavy trucks used for short transportation. If all these heavy-duty trucks are electrified, it can reduce diesel consumption by 39.6 billion liters, reduce carbon dioxide emissions by 100 million tons, nitrogen oxides by 1.26 million tons, and particulate matter by 7,200 tons. With the rapid popularization of the household electric vehicle market, the new energy of freight vehicles has also become an inevitable trend in the future.

In Luocun Town, Zichuan District, the S231 provincial highway runs through the north and south, and 16,000 heavy freight vehicles cross the border every day. "It is conceivable that with the increasing improvement of the charging and swapping network, if these heavy-duty freight vehicles are upgraded to green electric substitution, it will make a great contribution to the improvement of air quality around provincial highways. At present, the Zichuan District Government has actively promoted the establishment of "Shandong Jinyuan Jingrui New Energy Co., Ltd." by "Jinyuan Green Chain Logistics Development Co., Ltd.", a holding subsidiary of Guizhou Jinyuan Co., Ltd., and "Shandong Jinko Green Chain Industry Development Co., Ltd." and settled in Zichuan. The newly established company is committed to investing in and operating "battery banks", charging and swapping stations, new energy heavy trucks, smart logistics and other businesses in Shandong Province, completely solving the current problems of high threshold for new energy heavy trucks, difficult charging, and difficult operation.

Recently, Shandong Jinyuan Jingrui New Energy Co., Ltd. and Zichuan District Government Finance Company further reached a strategic cooperation intention to jointly promote the establishment of a joint venture company to build a special planning project for "green energy and zero-carbon transportation" facilities in Zichuan District, the construction of new energy charging infrastructure (battery swap station) in the district, the promotion of new energy vehicles and the three major projects of electric heavy truck swap station, with an estimated total investment of more than 470 million yuan.

With the practice and promotion of the "battery bank" model and the rapid advancement of related projects, the layout of the energy replenishment network of regional charging and swapping stations will be more perfect, and the willingness of enterprises to eliminate fuel vehicles and upgrade new energy vehicles will be significantly enhanced. At the same time, new energy vehicles are not affected by restrictions during special periods such as heavily polluted weather, and the transportation time and traffic routes of vehicles are more guaranteed, which also seizes the opportunity for the green and low-carbon development of enterprises.

In the next step, Zichuan District will continue to accelerate the implementation of the short-distance heavy-duty freight vehicle project, coordinate the construction of the charging and swapping network, and lead the short-distance heavy-duty transport vehicles transported between mines and cement enterprises in the district to replace them with pure electric vehicles in advance, and at the same time restrict the entry and exit of heavy-duty diesel vehicles in the urban area, and make it clear that the heavy-duty freight vehicles entering the urban area must be electric vehicles, so as to lead and force diesel trucks to replace and upgrade to electric trucks.

There are still many problems to be solved in the transformation of green electricity

From the perspective of operating data, electricity expenditure accounts for about 30% of the project operating cost, due to the large investment in the early stage of the project, the long revenue cycle, although it has made a certain contribution to carbon emissions, but the higher operating cost has brought certain pressure to the development of enterprises and subsequent project construction. At the same time, in terms of the construction of charging and swapping stations, although the layout is carried out around the logistics, mining and transportation trunk roads in the whole region, it still relies on the existing national power grid at this stage, and it is difficult to get rid of the constraints of the power grid in the short term, and there are certain limitations in the site selection and construction. Although it can be built simultaneously with photovoltaic power generation and energy storage power stations, the high construction cost and short-term high-intensity investment are not conducive to the initial operation of the project. In addition, the power battery has a certain dead weight (about 2.8 tons/piece), which compresses the net weight of the rated cargo, and there are certain constraints on operating costs and promotion.

In this regard, industry insiders suggest that in the early stage of project operation, within a certain period of time, such as 1 to 3 years, the pollutant emission reduction quota and tax contribution can be comprehensively measured, and certain preferential treatment and support can be given in terms of electricity compensation, so as to reduce project operating costs, accelerate the return of funds, better boost the construction of follow-up projects, and support the development and growth of enterprises. Relying on the highway transportation and logistics network, such as improving the layout and construction of the national power grid at this stage around expressways and national and provincial highways, reducing the constraints on the layout of charging and swapping stations, and making the location of charging and swapping stations completely rely on the layout of the logistics network, so as to realize the seamless connection of the coverage of each charging and swapping station and better serve green logistics and transportation.

We will further strengthen precise support for the construction of green charging and swapping stations, introduce favorable policies or implement financial subsidies, and better support the construction of green charging and swapping stations integrating "light, storage and charging", reduce project construction costs, and lower the threshold for promotion and application. Explore the conversion of carbon reduction quotas for new energy heavy trucks and site charging quotas, introduce a conversion method for the carbon reduction quotas of charging and swapping stations and vehicle charging quotas, calculate carbon reduction quotas based on the charging capacity of power stations, and include the reduced carbon emission indicators in the operating companies of charging and swapping stations, and include them in the trading market, so as to improve the operating efficiency of enterprises, shorten the project revenue cycle, and facilitate the better development of the project. It is suggested that the battery weight factor should be deducted from the rated load of new energy heavy trucks, so as to reduce the loss of revenue caused by the weight of the battery and promote the long-term sustainable operation of new energy heavy trucks.
