　　The scope of issuance of renewable energy green power certificates (green certificates) will be extended from onshore wind power and centralized photovoltaic power generation projects to all renewable energy power generation projects that have been registered and registered, so as to achieve full coverage of the issuance of green certificates. 　　For existing conventional hydropower projects, no tradable green certificates will be issued for the time being, and the corresponding green certificates will be directly transferred free of charge with the amount of electricity。

　　In principle, the issuance of green certificates shall be based on the data provided by power grid enterprises and power trading institutions, and shall be verified through the data provided by power generation enterprises or project owners. In the event that power grid enterprises and power trading institutions are unable to provide electricity information, such as self-generation and self-consumption, the corresponding power generation enterprises or project owners shall provide the information required for the issuance of green certificates。

　　Relying on the China Green Power Certificate Trading Platform, as well as the Beijing Electric Power Trading Center and the Guangzhou Electric Power Trading Center, the green certificate shall be expanded to other trading platforms recognized by the state in a timely manner, and the green certificate transaction information shall be synchronized to the issuing institution in real time.

　　At this stage, tradable green certificates can only be traded once.

　　The seller of the green certificate is a renewable energy power generation enterprise that voluntarily registers an account on the trading platform and publishes information about the sale of the green certificate.

　　There are four main types of buyers of green certificates: government agencies at all levels, enterprises and institutions, social institutions and individuals.

　　At present, the state does not restrict individuals from purchasing green certificates, but once they are sold, they can no longer be traded, and individuals generally purchase green certificates as proof of offsetting their personal electricity and energy emissions, which currently only have public welfare attributes.

　　Green certificate trading includes three methods: bilateral negotiation, listing and centralized bidding.

　　♦ For bilateral negotiated transactions,The buyer and seller independently negotiate the quantity and price of the green certificate transaction, and sign a one-time transfer agreement to complete the delivery of the green certificate through the green certificate trading platform. 　　♦ Pair of listed transactions,The seller lists the quantity and price of the green certificate on the green certificate trading platform, and the buyer completes the green certificate transaction by delisting.

　　♦ For centralized auction transactions,Buyers and sellers declare their intention to trade before the deadline through the green certificate trading platform, and determine the transaction quantity and price of green certificates by way of market clearing.

　　On the one hand, for projects that no longer enjoy central government subsidies (including parity (low-price) projects, projects that voluntarily give up central government subsidies, projects where central government subsidies have expired, and fully market-oriented conventional hydropower projects that are newly commissioned on or after January 1, 2023), the proceeds of green certificates shall be owned by power generation enterprises or project owners, and there is no restriction on the transaction method.

　　On the other hand, for projects that enjoy central financial subsidies, in accordance with relevant national regulations, if they are purchased by the state guarantee, the income of the green certificate will be offset by the central financial subsidy or owned by the state, and if it is a market-oriented transaction, the income of the green certificate will be deducted in equal amounts when the central government subsidy is issued. At the same time, we will create conditions for projects that enjoy central financial subsidies to be traded through centralized bidding as soon as possible.

　　In addition, in order to prevent speculation on green certificates, the Notice clarifies that green certificates can only be traded once at this stage, and each trading platform needs to synchronize the relevant information to the issuing agency in real time after the transaction is completed. 　　In the green certificate subscription platform, the types of green certificate projects are mainly divided into two types: subsidized green certificates and non-subsidized green certificates. The scope of issuance of subsidized green certificates is mainly onshore wind power and centralized photovoltaic power generation, and the subscription price is not higher than the subsidy price. However, subsidized green certificates are in a relatively tight state in many places, and the market supply is mainly dominated by non-subsidized green certificates.
