Ministry of Ecology and Environment: Gradually expand the coverage of the national carbon market

Recently, the 14th "Green Development and Low-Carbon Life" keynote forum guided by the Ministry of Ecology and Environment and the Beijing Municipal People's Government was held in Beijing. Lu Xinming, Deputy Director-General of the Department of Climate Change of the Ministry of Ecology and Environment, said at the forum that climate change is a common challenge facing mankind and has a significant and far-reaching impact on China's sustainable development. This year is the first year of the in-depth implementation of the spirit of the 20th National Congress of the Communist Party of China, and the Ministry of Ecology and Environment will completely, accurately and comprehensively implement the new development concept, implement the deployment and requirements of the recent meeting of the National Leading Group for Climate Change, Energy Conservation and Emission Reduction, unswervingly implement the national strategy of actively responding to climate change, and accelerate the green and low-carbon transformation of the development mode.

The first is to promote the implementation of climate change goals. It is necessary to carry out a mid-term assessment of carbon intensity in the 14th Five-Year Plan, accelerate the construction of a national greenhouse gas emission factor database, and promote the establishment of a unified and standardized carbon emission statistical accounting system.

Second, we will promote the construction of the national carbon emission trading market in a steady and orderly manner, improve the laws, regulations and policy system of the national carbon market, establish and improve the long-term mechanism of data quality management, gradually expand the coverage of the national carbon market, and better play the market function.

Third, efforts will be made to enhance the ability to actively adapt to climate change, promote the implementation of the National Strategy for Adaptation to Climate Change 2035, improve the climate change observation network, strengthen climate change impact and risk assessment, and improve climate change monitoring, early warning and risk management capabilities.

Fourth, we should actively participate in and lead the global governance of climate change, give better play to our influence and leadership in the multilateral process of climate change, promote the full and effective implementation of the United Nations Framework Convention on Climate Change and its Paris Agreement, safeguard the overall interests of developing countries and China's development interests, and carry out in-depth South-South cooperation on climate change.

Fifth, we should continue to promote key work related to climate change, accelerate the legislative process of the Climate Change Law, strengthen the construction of climate change and carbon emission standard systems, further promote climate investment and financing, deepen low-carbon pilot demonstrations, increase the promotion and application of low-carbon technologies, and strengthen the training of professionals.
