The reporter learned from the Chinese government website that the General Office of the State Council recently issued the "2024 Legislative Work Plan of the State Council" (hereinafter referred to as the "Work Plan"). The plan clearly states that this year it will be submitted to the Standing Committee of the National People's Congress for deliberation on the draft law on national parks, formulate regulations on ecological protection compensation, interim regulations on the management of carbon emission trading, and prepare for the formulation of regulations on ecological and environmental monitoring.



The "Work Plan" points out that it closely follows the legislative needs of Chinese-style modernization, accurately grasps the "great power of the country", adheres to highlighting key points, taking urgent use first, taking into account overall planning, and scientifically and rationally arranges legislative projects.

Focusing on promoting green development, the Standing Committee of the National People's Congress will be submitted to the Standing Committee of the National People's Congress in 2024 for deliberation on the draft National Park Law. Formulate regulations on ecological protection compensation, interim regulations on the management of carbon emission trading, regulations on water conservation, regulations on the protection of ancient and famous trees, and revise interim regulations on express delivery. Prepare to formulate regulations on ecological and environmental monitoring, regulations on environmental risk management of chemical substances, and regulations on the protection of Miyun Reservoir.

Among them, the draft of the National Park Law was drafted by the Ministry of Natural Resources and the National Forestry and Grassland Administration, the Regulations on Ecological Protection and Compensation were drafted by the National Development and Reform Commission, the Interim Regulations on the Management of Carbon Emission Trading were drafted by the Ministry of Ecology and Environment, the Regulations on Water Conservation, the Ministry of Housing and Urban-Rural Development and the National Development and Reform Commission were drafted, the Regulations on the Protection of Ancient and Famous Trees were drafted by the Ministry of Natural Resources, the Ministry of Housing and Urban-Rural Development, and the National Forestry and Grassland Administration, and the Interim Regulations on Express Delivery (Amendment) were drafted by the Ministry of Justice, the Ministry of Transport and the State Post Bureau.

It is worth noting that the long-awaited regulations on ecological and environmental monitoring will be formulated this year. As early as February 17, 2020, the ministerial meeting of the Ministry of Ecology and Environment deliberated and approved in principle the Regulations on Ecological Environment Monitoring (Draft). The ministerial meeting pointed out that the formulation of the "Regulations on Ecological Environment Monitoring" is not only an important measure to implement the requirements of the Party Central Committee and deepen the reform of ecological environment monitoring, but also an urgent need to promote the improvement of the top-level design of ecological environment monitoring. It is necessary to promote the development of monitoring work in accordance with the law, the administration of monitoring and management in accordance with the law, and the legality and effectiveness of monitoring data through the formulation of regulations. It is necessary to solidify the decisions and arrangements of the Party Central Committee and the State Council on the reform of ecological and environmental monitoring, and the good practices and experiences that have been effective in work practice. It is necessary to further clarify and standardize the responsibilities and obligations of relevant entities such as competent departments, monitoring agencies, monitoring personnel, and pollutant discharge units.

At this year's National Conference on Ecological and Environmental Protection, Huang Runqiu, Minister of Ecology and Environment, proposed in the key tasks of 2024 to improve ecological environmental regulations, policies and standards, and actively promote the formulation of ecological environmental monitoring regulations.
