Comprehensive green transformation requires progress while maintaining stability

Recently, the "Opinions of the Central Committee of the Communist Party of China and the State Council on Accelerating the Comprehensive Green Transformation of Economic and Social Development" was issued, proposing the key tasks of promoting green transformation in all aspects, fields and regions.

Chinese-style modernization is a modernization in which man and nature coexist harmoniously. Practice at home and abroad has proved that extensive development methods with high consumption, high emissions and high pollution are unsustainable. From 2013 to 2023, my country supported an average annual economic growth of 6.1% with an average annual energy consumption growth rate of 3.3%, and its energy consumption intensity dropped by 26.1%. In the first half of this year, my country's economic green transformation achievements were still outstanding: the installed capacity of renewable energy exceeded 50%; the penetration rate of the new energy vehicle market reached 35.2%; the average proportion of days with good air quality in cities at prefecture level and above nationwide was 82.8%; Build the world's largest and most complete new energy industry chain, providing the world with 70% of photovoltaic modules and 60% of wind power equipment...

At the same time, we must also see that my country's national conditions of coal energy structure, heavy industrial structure, and tight environmental constraints have not changed. The proportion of fossil energy and traditional industries is still high. The foundation for stable and improved ecological and environmental quality is not yet solid., there is a long way to go to accelerate the comprehensive green transformation of economic and social development.

To promote green transformation, we must coordinate development and emission reduction to achieve greater development in green transformation. Emission reduction is not about reducing productivity, nor is it about not emitting emissions, but about taking the path of ecological priority, green and low-carbon development. Once upon a time, due to high energy consumption, the cement industry was once labeled as "backward production capacity". However, industry companies insist on innovation and develop new processes to "eat" garbage and "spit" cement. It can be seen that green and low-carbon transformation is not only a goal of economic and social development, but also a new driving force for economic and social development. It will breed new opportunities, bring new demands and new space. At present, industries such as new energy, new materials, and electric vehicles are booming, and green productivity generated by green and low-carbon technological innovation is ready to go; emerging consumption models represented by green consumption, sharing economy, and eco-tourism are constantly developing and expanding consumption. New business formats and new models.

To promote green transformation, we must coordinate the long-term and short-term, and grasp the rhythm and intensity of transformation. Green and low-carbon transformation cannot be completed overnight. We must not only base ourselves on the present, solve specific problems step by step, and accumulate small victories into great victories; we must also look forward to the long term, overcome the idea of eager for quick success, quick success, and grasp the pace and intensity of transformation.

Taking energy transformation as an example, my country's energy endowment is dominated by coal. Coupled with the characteristics of intermittent, random, and volatility of new energy, coal is still the "ballast stone" of energy supply. This requires us to base ourselves on national conditions and insist on establishing first and then breaking down."We cannot throw away the guy who is eating in our hands first." On the one hand, we will do a good job in clean and efficient use of coal to ensure that it plays a fundamental role in ensuring basic protection and supporting and regulating the development of new energy; on the other hand, we will accelerate the planning and construction of a new energy system to ensure energy security.

To promote green transformation, we must coordinate the government and the market and establish and improve incentive and restraint mechanisms. The main body of green transformation is enterprises, and many projects have the characteristics of long investment cycles, low benefits, and uncertain risks. Therefore, government departments need to formulate long-term and stable transformation plans, implement fiscal, taxation, finance, investment, price policies and standard systems that support green and low-carbon development, and help markets and industries form stable expectations.

The comprehensive integration of economic and social development into a green and low-carbon track requires interdisciplinary, cross-domain and cross-regional solutions. This requires us to coordinate the three relationships between development and emission reduction, long-term and short-term, and government and the market, and persist in seeking progress while maintaining stability.
