The Shaanxi Provincial Department of Ecology and Environment held a series of lectures on carbon peak and carbon neutrality

On the morning of May 29, the Provincial Department of Ecology and Environment held one of the lectures on carbon peak and carbon neutrality policy knowledge, "Climate Investment and Financing to Promote High-quality Economic Development". Professor Wang Can, Director of the Department of Environmental Planning and Management, School of Environment, Tsinghua University, and Director of the Pollution and Carbon Reduction Coordination Center of the Institute of Carbon Neutrality, Tsinghua University, was invited to give a special lecture. Hao Yanwei, member of the party group and deputy director of the department, presided over the meeting.

Professor Wang Can gave us an in-depth explanation of the importance of climate investment and financing, climate investment and financing related policies, the construction of climate investment and financing project library, the pilot experience of pilot areas and suggestions for the pilot work of climate investment and financing in our province, which has a good inspiration and guidance role for us to accurately understand and thoroughly implement the major strategic decisions of carbon peak and carbon neutrality.

Deputy Director Hao Yanwei stressed that two weeks ago, General Secretary Xi Jinping pointed out when listening to the work report of the Shaanxi Provincial Party Committee and the Provincial Government that it is necessary to promote green and low-carbon economic and social development, accelerate the adjustment of industrial structure, energy structure, transportation structure and land use structure, promote the green transformation of the energy industry, and actively and steadily promote carbon peak and carbon neutrality. In the next step, we need to continuously improve our understanding of climate change and do a good job in climate investment and financing. First, it is necessary to closely focus on the goals of carbon peak and carbon neutrality, rely on the foundation of green finance and green credit, actively promote the pilot work of climate investment and financing, and create a good development environment for climate investment and financing through policy coordination. The second is to increase support for the pilot work of climate investment and financing in Xixian New Area, form a scale effect, radiate and drive the healthy development of low-carbon industries in our province. Third, it is necessary to build a provincial-level climate investment and financing project library, create a number of climate investment and financing pilot projects, and attract more social capital to invest in the field of climate change. Fourth, we should continue to improve the climate investment and financing policy system and standard system, and give better play to the guiding role of the government and the role of market players, so as to provide important support for actively responding to climate change, fighting the tough battle against pollution in a coordinated manner, promoting the construction of ecological civilization and achieving high-quality development.

Leaders of the Department of Ecology and Environment, department-level cadres, chief engineers, chief nuclear safety engineers, cadres at or above the deputy department level of the department, and the main persons in charge of directly subordinate units participated in the training at the main venue. Other cadres of the Provincial Department of Ecology and Environment and all cadres of the Municipal (District) Ecological Environment Bureau participated in the training online, and a total of about 1,000 people participated in the training.
