Guizhou Province building materials industry carbon peak implementation plan

The building materials industry is an important basic industry for national economic and social development, and it is also a key industry for energy consumption and carbon emissions in the industrial field. In order to thoroughly implement the "Opinions of the Central Committee of the Communist Party of China and the State Council on Completely, Accurately and Comprehensively Implementing the New Development Concept and Doing a Good Job in Carbon Peak and Carbon Neutrality" and the "Action Plan for Carbon Peaking Before 2030" and the Provincial Party Committee and the Provincial Government on the decision-making and deployment of carbon peaking and carbon neutrality, according to the "Implementation Plan for Carbon Peaking in the Building Materials Industry" and "Implementation Plan for Carbon Peaking in Guizhou Province" and "Implementation Plan for Carbon Peaking in the Industrial Sector of Guizhou Province" issued by the Ministry of Industry and Information Technology and other four departments, combined with the actual situation of our province and related planning, it is stablePromote the carbon peak work of the building materials industry in our province in a proper and orderly manner, and formulate this implementation plan.

1. General requirements

(1) Guiding ideology.

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China, adhere to the general tone of seeking progress while maintaining stability, based on the new stage of development, completely, accurately and comprehensively implement the new development concept, build a new development pattern, focus on the "four new" and "four modernizations", focus on the strategic positioning of "four districts and one highland", and incorporate carbon peak and carbon neutrality into the overall layout of the high-quality development of the province's building materials industry. With improving the level of comprehensive utilization of resources as the key, expanding the supply of green and low-carbon products as the guide, and low-carbon technology innovation as the driving force, we will coordinate and promote the development of the industry and the synergy of pollution reduction and carbon reduction, so as to comprehensively improve the green and low-carbon development level of the building materials industry.

(2) Working principles.

-- Persist in overall planning.Strengthen top-level design, strengthen public services, strengthen the coordination of the upstream and downstream industrial chains of the building materials industry, ensure effective supply, promote the synergy of pollution reduction and carbon reduction, and promote the work of carbon peak in a steady and orderly manner.

——Adhere to two-wheel drive.The government and the market will work together to improve the green and low-carbon development policy system of the building materials industry, improve the incentive and restraint mechanism, and fully mobilize the enthusiasm of market players for energy conservation and carbon reduction.

——Adhere to innovation and leadership.Strengthen scientific and technological innovation, promote the transformation of scientific and technological achievements, accelerate the research and development and industrialization of energy-saving and low-carbon technologies and equipment, and lay a solid foundation and enhance the impetus for the green and low-carbon transformation of the building materials industry.

-- Persist in highlighting key points.Pay attention to classified policies, focus on cement, lime and other industries with the highest proportion of emissions, give full play to the advantages of resource recycling, increase efforts to implement raw fuel substitution, and achieve a major breakthrough in carbon emission reduction.

(3) Overall objectives.

During the "14th Five-Year Plan" period, the province's building materials industry structure has made positive progress, the efficiency of energy and resource utilization has been greatly improved, the unit energy consumption and carbon emission intensity of key products such as cement and glass have been declining, the proportion of production capacity above the industry energy efficiency benchmark level has reached more than 30%, the comprehensive energy consumption level of cement clinker unit product has been reduced by more than 3%, the construction of green factories for building materials and the research and development, demonstration and promotion of low-carbon, zero-carbon and carbon-negative technology and equipment products have achieved remarkable results, and the foundation for the industry's carbon peak has been consolidated. During the "15th Five-Year Plan" period, the industrial structure layout of the province's building materials industry was further optimized, the scale of green and low-carbon building materials was further expanded, the level of raw fuel substitution was greatly improved, and the industrial system of green and low-carbon circular development was basically established.

Second, key tasks

(1) Strengthen total volume control.

1. Guide the exit of inefficient production capacity.Strictly implement the "Catalogue for the Guidance of Industrial Structure Adjustment", strengthen normalized law enforcement and the implementation of mandatory standards, and continue to eliminate backward production capacity in accordance with laws and regulations through comprehensive means. Give full play to the role of energy consumption, environmental protection, quality and other indicators, and guide the orderly exit of inefficient production capacity with high energy consumption and large emissions. Encourage leading building materials enterprises to carry out resource integration and mergers and acquisitions, and optimize the allocation of production resources and the spatial layout of the industry. Encourage third-party institutions and backbone enterprises to jointly set up a building materials industry capacity adjustment fund or platform, and further explore a market-oriented and law-based production capacity exit mechanism. 2. Prevent the addition of excess capacity.Strictly implement the capacity replacement policy of the cement and flat glass industries, resolutely curb the illegal new production capacity, and ensure that the total production capacity is maintained within a reasonable range. Strong measures should be taken to implement inventory management, classified disposal, and dynamic monitoring of high-energy-consuming, high-emission, and low-level projects. Strictly control the new (renovation and expansion) construction projects of cement clinker and flat glass, and the investment authorities at all levels shall not record and approve the projects that fail to confirm and announce the capacity replacement plan in accordance with the procedures. 3. Improve cement off-peak production.Classified guidance, differential control, precise implementation of policies to arrange off-peak production, promote the orderly development of cement off-peak production in the province, and promote the cement industry to reduce carbon emissions. (2) Promote the substitution of raw materials.

4. Gradually reduce the amount of carbonate.Strengthen the coupling between industries, accelerate the substitution of non-carbonate raw materials in the cement industry, and increase the proportion of calcium containing resources such as calcium carbide slag, phosphogypsum, fluorine gypsum, manganese slag, red mud, and steel slag to replace limestone under the premise of ensuring the quality of cement products, so as to comprehensively reduce carbon dioxide emissions in the cement production process. Accelerate the promotion and application of new low-carbon cement varieties such as high-belit cement, sulfur (iron) aluminate cement, and phosphorus-magnesium cementitious materials. Research and development of sulfur-containing calcium silicate minerals, clay calcined cement and other materials to reduce the amount of limestone. 5. Accelerate the improvement of the level of solid waste utilization.Support the use of cement kilns for harmless disposal of waste. Encourage the production and utilization of ultrafine powder with industrial solid wastes that are harmless to product performance, such as blast furnace slag and fly ash, and improve the quality of mixed products. Encourage wall material enterprises to expand the scope and utilization of solid waste such as coal gangue, fly ash, and industrial by-product gypsum. Implement preferential tax policies for comprehensive utilization of resources, expand the scope and scale of solid waste utilization of building materials enterprises, improve the level of comprehensive utilization of resources, and promote the synergy of pollution reduction and carbon reduction in the industrial field of our province. 6. Promote the reduction and use of building materials products.Precise use of building materials, reduce the use of high-carbon building materials. Improve the quality and application level of cement products, and promote the reduction and use of cement. Develop low-energy preparation and construction technologies, and increase the promotion and application of high-performance concrete. Accelerate the development of high-content solid waste cementitious materials, high-content solid waste green concrete and other production and application technology research and development and promotion, vigorously develop gypsum-based cementitious materials and non-structural alternative cementitious materials, increase the development, utilization and promotion of non-sintered building materials and deep-processing products, and reduce carbon dioxide emissions in the production process. (3) Conversion of energy-using structure.

7. Adjust and optimize the energy consumption structure.Vigorously promote the low-carbon fuel power, change the energy consumption structure of the building materials industry that is overly dependent on coal, orderly promote clean and low-carbon emission fuels such as natural gas and coalbed methane to replace coal as the main fuel or auxiliary fuel for the production of building materials, and use multi-form fuel co-firing technology and equipment to improve the energy efficiency of the firing process. Improve the upstream industrial chain such as large-scale recycling of agricultural and forestry waste, form a new business format of derivative fuel manufacturing with sufficient and stable supply, and increase the coal-fired substitution rate of cement and other industries. Comprehensively consider the power supply conditions, promote low-carbon energy or new energy in glass, ceramics and other industries, carry out high-temperature heat pumps, high-power electric thermal energy storage boilers and other electric energy substitution, and expand the proportion of electrified terminal energy-using equipment. Promote zero-carbon production and energy consumption, encourage enterprises and parks in areas with abundant green power resources to use renewable energy nearby, support qualified enterprises and industrial parks (development zones) to carry out the construction of "new energy + energy storage" self-provided power supply facilities such as distributed photovoltaic and distributed wind power, and promote the utilization of waste heat and pressure, and the efficient and complementary utilization of multiple energy. 8. Accelerate technological transformation and upgrading of energy conservation and carbon reduction.In accordance with the requirements of "overall promotion, one enterprise and one policy", we will orderly promote the technological transformation of energy conservation and carbon reduction of existing projects in key industries. All localities supervise and guide enterprises to formulate overall implementation plans for energy-saving and carbon-reduction technological transformation and specific work plans for enterprises, and clarify the promotion steps, transformation periods, technical routes, work nodes, and expected goals. Encourage state-owned enterprises and backbone enterprises to play a leading role and drive energy conservation and carbon reduction in the building materials industry with typical demonstrations. Box 1 Guidelines for the transformation of energy-saving and carbon-reduction technologies in key industries

Cement.Promote the application of low-resistance and high-efficiency pre-decomposition system, two-speed kiln/three-speed kiln, oxy-fuel combustion, fourth-generation grate cooler, modular energy-saving composite kiln lining, kiln expert intelligent control system, raw fuel substitution, cement kiln co-disposal waste and other technical equipment to transform the cement firing system. Promote the transformation of grinding preparation systems with energy-saving equipment such as grading high-efficiency grinding and vertical mill/roller press high-efficiency grinding. Promote the technological transformation of high-efficiency and energy-saving fans/motors, automation, informatization, and intelligent systems in cement plants.

Flat glass.Promote float glass multi-line, oxy-fuel combustion, pure oxygen combustion technology and equipment, optimize the structure and combustion control technology of glass furnace, tin bath, annealing kiln, and apply advanced technologies such as full insulation of glass melting kiln to improve thermal efficiency, energy saving and consumption reduction. Optimize the raw material formula, adopt low melting temperature material formula, batching blocking, granulation and preheating technology to control the gas rate of batch, reduce the carbonate composition of glass raw materials, reduce melting temperature, and reduce carbon dioxide emissions. Promote the intelligent upgrading of the whole process of glass production, promote the intelligent control of automatic batching, melting kiln, tin bath and annealing kiln, digital simulation of melting and forming, cold end optimization control, online defect detection, automatic stacking and paper laying, automatic cutting and slicing, intelligent warehousing and other digital and intelligent technologies, as well as intelligent and flexible glass processing and manufacturing processes and complete sets of equipment, reduce the comprehensive material consumption and energy consumption of glass, improve the yield rate, product quality and stability, and achieve energy conservation and carbon reduction.

Ceramics.Building ceramics promote dry milling, double-layer large-scale wide-body kilns, continuous ball mills, new energy-saving burners, thin building ceramics (including ceramic sheets) manufacturing, raw material standardization management and preparation, ceramic bricks (plates) low-temperature fast firing process, low-temperature waste heat efficient utilization and other energy-saving and low-carbon technology and equipment. Sanitary ceramics promote pressure grouting forming, intelligent glaze spraying technology and equipment, high-strength gypsum molds, high-strength microporous plastic mold materials and production technology, high-efficiency and energy-saving firing and microwave drying, less air drying, kiln waste heat comprehensive utilization and other key technologies for sanitary ceramics manufacturing.

Lime.In accordance with laws and regulations, the lime kilns that are backward or do not meet the standards of energy conservation and environmental protection are eliminated, and the technical equipment such as rotary kilns, double-shaft kilns, sleeve kilns, and beam kilns with preheaters and coolers are preferred, and energy-saving technologies such as kiln body refractory materials and kiln lining structures are promoted, and kiln system waste heat recovery and utilization are promoted.

9. Improve the level of energy efficiency.Guide enterprises to establish and improve energy management systems, build energy management and control centers, carry out energy metering reviews, and achieve refined energy management. Strengthen the energy-saving management of key energy-using units, strictly implement the mandatory energy consumption quota standards, strengthen the energy-saving supervision of existing production lines and the energy-saving review of new projects, establish a benchmark for energy efficiency "leaders", and promote the energy efficiency of enterprises to meet the standards. In cement, glass, ceramics and other industries, carry out energy-saving diagnosis, strengthen quota measurement, tap energy conservation and carbon reduction space, and further improve the level of energy efficiency. Strengthen the energy demand-side management with electricity as the core, and guide enterprises to improve energy efficiency and demand response capabilities. (4) Accelerate technological innovation.

10. Promote low-carbon technology innovation.Promote breakthroughs in green and low-carbon technologies, strengthen the cultivation of building materials technology innovation subjects, promote the construction of a low-carbon, zero-carbon and carbon-negative technology innovation system with enterprises as the main body, industry-university-research collaboration, and upstream and downstream collaboration, encourage enterprises to increase investment in innovation, and make innovative breakthroughs in key basic materials such as new energy-saving and new energy, high-efficiency energy storage, carbon capture, utilization and storage, and harmless utilization of complex and difficult-to-use solid waste, and form a number of original scientific and technological achievements. Intensify the promotion of green and low-carbon technologies, and promote the promotion and application of advanced and applicable green and low-carbon new technologies, new processes, new equipment, and new materials in the building materials industry. Focusing on cement, lime, flat glass, ceramics, etc., encourage enterprises to focus on low-carbon raw material substitution, low-carbon building materials manufacturing, renewable resource quality and grading utilization technology, high-efficiency energy-saving and environmental protection equipment technology, promote production process innovation and equipment transformation, and reduce greenhouse gas emissions in the production process. Encourage central enterprises and large enterprise groups to play a leading role, increase investment in green and low-carbon technology innovation and application, and form a number of replicable and generalizable technical experience and industry solutions. 11. Promote energy conservation and carbon reduction in the industry through digital transformation.Accelerate the deep integration of the building materials industry and the new generation of information technology, improve the comprehensive utilization efficiency of energy resources through data collection and analysis, kiln optimization control, etc., and promote the clean and low-carbon production process of the whole chain. The cement industry focuses on promoting the application of system solutions such as automatic mining and dressing, furnace optimization control, equipment diagnosis and operation and maintenance, remote intelligent monitoring of production, intelligent quality control, and safety and environmental protection management. The glass industry focuses on promoting the application of thermal intelligent control, online defect detection, automatic stacking and paper laying, automatic cutting and slicing, intelligent coding and warehousing and other system solutions. The ceramic industry focuses on promoting the application of system solutions such as press control management, intelligent high-pressure grouting, billet drying control, unmanned material loading and unloading, kiln optimization control, and intelligent warehousing and logistics. The wall material industry focuses on promoting the application of system solutions such as precise preparation of raw materials, green body forming and cutting, drying (autoclaving) curing, kiln optimization control, automatic quality detection, and pollution emission control. Actively participate in the construction of carbon emission monitoring systems, incorporate energy consumption statistics and monitoring into the construction of carbon emission monitoring service platforms, promote the cloud platform of key energy-using equipment such as furnaces and dryers, and improve the level of digital management, networked collaboration, and intelligent management and control of carbon emissions. 12. Build an efficient and clean production system.Strengthen the green management of the whole life cycle of building materials enterprises, vigorously promote green design, build green factories, coordinate the control of pollutant emissions and carbon dioxide emissions, and build a green manufacturing system. Promote the formulation of the "one line, one policy" cleaner production transformation and upgrading plan, comprehensively carry out cleaner production audit, evaluation and certification, and promote a number of key enterprises to reach the international leading level of cleaner production. In key industries such as cement, lime, glass, and ceramics, we will accelerate the implementation of in-depth pollutant treatment and ultra-low emission transformation, and promote synergy in pollution reduction and carbon reduction. Encourage and guide enterprises in the building materials industry to benchmark the relevant green factory evaluation standards, carry out green manufacturing evaluation, create green factories, improve the level of green development, and build a number of "super energy efficiency" and "zero carbon" factories. Promote green transportation, create a green supply chain, give priority to the use of railways or waterways for medium and long-distance transportation, encourage the use of pipe corridors, new energy vehicles or vehicles that meet the national VI emission standards for medium and long-distance transportation, and accelerate the construction of belt, rail and roller transportation systems for in-plant logistics and reduce the amount of secondary logistics and automobile transportation in the factory. 13. Build a green building materials product system.The carbon emission indicators of cement, glass, ceramics, lime, wall materials, wood and bamboo and other products will be included in the green building materials standard system, accelerate the certification of green building materials products, expand the supply of green building materials products, and improve the quality of green building materials products. Vigorously increase the proportion of deep processing of building materials products and the added value of products, and accelerate the transformation to lightweight, intensive, product-based and high-end. Accelerate the development of biomass building materials. Box 2 Guidelines for the development of green and low-carbon building materials products

Cement.Promote lightweight, high-strength special cement-based materials. Production and application of low-carbonate cement and low-clinker ratio cement, low-carbon cement varieties such as Belite-sulfoaluminate new low-calcium cement clinker system, phosphorus-magnesium cementitious materials, and the development and application of special cement products suitable for water conservancy and hydropower projects, ecological environment treatment projects, airport road projects and emergency repair and reinforcement and other construction fields.

Flat glass.Promote energy-saving and emission-reducing glass materials such as vacuum glass, aerogel glass, and film insulating glass. The development of low-emissivity coated glass (Low-E), ultra-clear glass, high-permeability coated insulating glass, vacuum glass, multi-color coated glass, high-strength tempered glass, high-performance composite fireproof glass, curtain wall glass, back glass, automobile windshield glass and other deep-processed glass products, as well as modern agricultural greenhouses with structural and functional integration glass, the third generation of BIPV photovoltaic building integration module design and manufacturing.

Ceramics.The production of low-energy thin ceramic bricks, ceramic sheets, the development and production of antibacterial health bricks, graphene heating tiles, anti-slip, anti-static floor tiles and additive manufacturing (3D printing) powder consumables and other functional high value-added products, the use of industrial waste and low-grade raw materials to produce foam ceramics, ceramic permeable bricks, foamed ceramic partition panels and other waste products, as well as to meet the requirements of prefabricated decoration insulation and decorative composite ceramic products, dry construction of wall and ground decoration system.

14. Accelerate the production and application of green building materials.Implement the relevant requirements of the state to carry out the unified identification and evaluation of green building materials products, accelerate the certification of green building materials products in our province, and carry out government procurement to support the creation of pilot cities for green building materials to promote the improvement of building quality and green building materials to the countryside. Support building materials enterprises in our province to carry out green transformation and transformation of product structure, produce green, low-carbon and high-quality products, and actively apply for green building materials product certification. Research and formulate policies and measures for the promotion and application of green building materials products in our province, and clearly give priority to products that have obtained green building materials certification marks in the procurement catalogue of building materials products invested in government investment projects, and increase the proportion of green building materials procurement for government investment projects. Encourage construction units to select qualified suppliers or purchase building materials products, the green building materials certification label of the product into the selection requirements, and continue to expand the scope of green building materials. 3. Safeguard measures

(1) Strengthen overall planning and coordination.All relevant departments should strengthen coordination and cooperation, refine work measures, focus on the implementation of various tasks, and comprehensively promote the work of carbon peak in the building materials industry. All cities (prefectures) should attach great importance to clarifying the goals of the region, decompose specific tasks, consolidate work responsibilities, strengthen supervision during and after the event, and put forward implementation measures in combination with the actual situation of the region.
