On December 6, the General Office of the National Development and Reform Commission announced the list of the first batch of carbon peak pilot cities, identifying 25 cities and 10 parks as the first batch of carbon peak pilot cities and parks, and Guangzhou City, Shenzhen City, and Zhaoqing High-tech Industrial Development Zone in Guangdong Province were selected.
Carbon peaking means that carbon dioxide emissions have reached a historical inflection point from increasing to decreasing, that is, the economic growth of a country or region is no longer at the cost of increasing carbon emissions, so it is considered a landmark event in the process of green and low-carbon transformation of an economy. Since China made a major strategic decision to peak carbon dioxide emissions and achieve carbon neutrality for more than three years, the national and local governments have been promoting extensive and profound economic and social systemic changes by building and implementing the "1+N" policy system for carbon peaking and carbon neutrality, and accelerating the implementation of a series of powerful measures for green, low-carbon and circular development.
At this stage, promoting the construction of carbon peak pilot projects is not only an important starting point for us to earnestly fulfill our international commitments, but also a powerful measure to stimulate the initiative and creativity of all localities. Different regions have different energy structures, resource endowments and development stages, and they are also facing different difficulties and challenges in promoting carbon peaking. At present, although all parts of the country have formulated local carbon peak implementation plans, there is still a lot of work that needs to be further refined and explored at the city and park level. The construction of carbon peak pilots can effectively encourage bold exploration and active actions around green and low-carbon transformation, provide effective experience and practices for the whole country, and help achieve the "dual carbon" goal.
The three places selected by Guangdong this time are representative and typical. In March and October this year, Guangzhou and Shenzhen successively issued their own carbon peak implementation plans, actively planning the carbon peak path of megacities with their own characteristics. As the main position of Zhaoqing's implementation of the "dual carbon" strategy, Zhaoqing High-tech Zone is vigorously developing green energy industries such as new energy vehicles and new energy storage, promoting the construction of green parks at a high level, and accelerating the green and low-carbon transformation of development mode. In the context of the completion of the construction of the "dual carbon" policy system, further giving full play to their breakthrough and demonstration role in practice is conducive to driving other cities and parks to explore diversified green and low-carbon transformation paths.
It is worth noting that the focus of the pilot construction of carbon peaking is to support the pilot areas to achieve the "dual carbon" goal in the process of promoting high-quality development, rather than "discussing carbon on carbon", and simply measuring the effectiveness of work based on the peak time or peak level. From the perspective of the "National Carbon Peak Pilot Construction Plan" and other relevant deployments, the pilot construction needs to combine its own functional positioning, location characteristics, resource endowment and economic development level, etc., by promoting pilot tasks, implementing key projects, strengthening scientific and technological innovation, improving policy mechanisms, and carrying out national actions, etc., to break the bottlenecks and constraints faced by green and low-carbon development. The relationship between policy innovation and continuity, and timely prevention and resolution of risks and challenges that may arise in the pilot.
China's carbon peak action will complete the world's largest reduction in carbon emission intensity, with tight time and heavy tasks, but it has always emphasized that it is based on national conditions, seeking progress while maintaining stability, and gradually realizing it. It is expected that the pilot construction will be smoothly promoted, and positive progress will be made as soon as possible, so as to provide a number of new measures and experiences that can be operated, replicated and promoted for the national carbon peaking work.
