By 2025, Beijing aims to achieve 10% of the heating area with new energy

On November 3, the reporter learned from the Beijing Municipal Development and Reform Commission that recently, the Beijing Municipal Development and Reform Commission, the Beijing Municipal Planning and Natural Resources Commission and other ten departments have studied and formulated the "Implementation Opinions on Comprehensively Promoting the High-quality Development of New Energy Heating" (hereinafter referred to as the "Implementation Opinions"), proposing work measures and support policies to promote the high-quality development of new energy heating.

It is reported that the "Implementation Opinions" include seven parts: overall requirements, promoting multi-scenario applications, achieving diversified and orderly development, promoting industrial development and growth, comprehensively improving management levels, improving policy support, and safeguard measures.

The relevant person in charge of the Beijing Municipal Development and Reform Commission said that there are four main considerations in the formulation of the policy, that is, to implement a main line, grasp two keys, focus on three key points, and do a good job in four guarantees, so as to promote the high-quality development of new energy heating in the city. Among them, "one main line" is to implement a main line of green development. "Two keys", that is, to grasp the scale of development and the quality of development. Promote the multi-scenario application of new energy heating to achieve the diversified and orderly development of new energy heating. "By 2025, we will strive to account for 10% of the city's heating area, and by 2030, we will strive to account for 15% of the city's heating area. ”

In addition, the "three key points" work direction is to focus on improving the management mechanism, optimizing the development mode, and promoting industrial development. In terms of management mechanism, the process of handling medium and deep geothermal mineral rights was optimized, and the approval mechanism for medium and deep underground heat exchange projects was clarified. In terms of development mode, we will encourage the overall development and utilization of geothermal resources according to blocks, support the coupling application of new energy and conventional heating facilities, and build a new heating system that is interconnected and mutually beneficial. In terms of industrial development, we will expand the application scenarios of traditional new energy heating technologies, encourage the research and development of new technologies, the transformation and iterative upgrading of achievements, and strengthen the construction of new energy heating market mechanisms.

It is reported that since the launch of the new energy heating support policy in Beijing in 2019, Beijing's new energy heating has entered a period of rapid development, with continuous enrichment of application forms, gradual improvement of management mechanisms, and steady improvement of heating scale. By the end of 2022, the total area of new energy heating in Beijing has reached 106 million square meters, which can replace about 800 million cubic meters of gas and reduce carbon dioxide emissions by 1.7 million tons per year.
