On December 15, the reporter learned from the Department of Ecology and Environment of the Autonomous Region that from December 23, our region officially implemented the "Ningxia Hui Autonomous Region Key Emitting Units Greenhouse Gas Emission Report Verification Technical Service Agency Management Measures (Trial)", focusing on the professional conduct norms of third-party carbon emission verification institutions and verifiers, strictly implementing the interest avoidance mechanism, eliminating fraud and other behaviors, and making every effort to ensure the healthy and orderly operation of the carbon market.

It is understood that the annual verification of greenhouse gas emission reports of key emitting units is the key work to provide basic data for national carbon emission trading, as a technical service agency for carbon emission data verification can better help enterprises establish a greenhouse gas emission reporting system for key units, to achieve total carbon emission control, carbon asset management and carbon trading and other related work to provide data support, but also to improve the quality of carbon emission data important responsibility. The measures stipulate that the verification agency shall not undertake the verification and review work of the autonomous region in the same year at the same time when carrying out the verification work, shall not subcontract any link in the verification activities, shall not participate in any activities related to carbon asset management and carbon emission trading of the verified key emitting enterprises, shall not have an asset and management interest relationship with the company engaged in carbon asset management and carbon emission rights trading, and shall not have an asset and management interest relationship with the verified key emitting enterprises. There are 10 types of behaviors, such as using verifiers with conflicts of interest, overcounting or undercounting the carbon emissions or production data of key emitting entities being verified, and deliberately concealing verification findings that cause major changes in carbon emissions or carbon emission quotas.

In accordance with the requirements, the carbon emission verification agency shall establish an effective risk prevention mechanism, a confidentiality management system and a standardized file management and preservation system, improve the internal quality management system, sign a confidentiality agreement with the key emitting units to be verified, strictly keep confidential the verification data and relevant information and commercial secrets obtained in the verification process, and archive and preserve all records and other materials in the verification process for at least 10 years from the end of the verification period of the current year.

According to the person in charge of the relevant department of the Autonomous Region Department of Ecology and Environment, the measures require the competent department of ecology and environment of the Autonomous Region to establish a mechanism for evaluating the quality of the verification results of the verification agency, and any unauthorized use and release of the trade secrets of the verified key emitting enterprises, and major errors in the verification report, will be evaluated as unqualified and bear corresponding responsibilities in accordance with the law. When the failure rate of the quality of the verification results is higher than 20%, the verification agency shall re-organize technical personnel to carry out inspections on the key emitting enterprises that fail to meet the quality of the verification results until the quality of the verification results meets the corresponding technical requirements。 For other unqualified conduct, the competent department of ecology and environment shall investigate and handle it in accordance with relevant provisions, and if it is suspected of constituting a crime, it shall be transferred to the judicial organs for handling in accordance with law.
