According to the data, from January to September 2023, the average concentration of fine particulate matter (PM2.5), the average concentration of inhalable particulate matter (PM10) was 58 micrograms/cubic meter, and the average concentration of ozone (O3) was 143 micrograms/cubic meter, all of which reached the annual secondary standard, the average concentration of sulfur dioxide (SO2) was 12 micrograms/cubic meter, and the average concentration of nitrogen dioxide (NO2) was 20 micrograms. The average concentration of carbon monoxide (CO) per cubic meter was 1 mg/cubic meter, which reached the annual first-class standard, and the proportion of good days was 83.6% due to the frequent occurrence of sand and dust weather. The proportion of excellent water quality in 74 surface water state-controlled sections was 94.6%, and the proportion of inferior Class V water bodies was 2.7%. The quality of the soil environment in the province remained stable, the quality of the acoustic environment remained stable, the quality of the nuclear and radiation environment was stable and controllable, and the ecological environment continued to improve.

Ensure that the monitoring data is true and reliable, and provide information technology support

In terms of strengthening planning and deployment and strengthening the work foundation, Gansu has formulated and issued the "2023 Provincial Ecological Environment Monitoring Work Plan" and the "2023 Provincial Ecological Environment Monitoring Quality Management Work Plan", and solidly carried out the mid-term evaluation of the "14th Five-Year Plan for Ecological Environment Monitoring in Gansu Province", comprehensively summarized the completion of medium-term goals and tasks, accelerated the construction of key projects in typical regions such as the Yellow River, the Yangtze River Basin, and the Qilian Mountains, and gave full play to the supporting role of monitoring. The Measures for the Assessment of the Capacity Building of County-level Ecological and Environmental Monitoring Stations in Gansu Province have been compiled, and a comprehensive assessment of the capacity building of county-level monitoring stations has been carried out to promote the continuous improvement of the monitoring capacity of county-level monitoring stations. The "Implementation Plan for the Monitoring and Evaluation of Agricultural Non-point Source Pollution in Gansu Province (2023-2025)" was compiled and issued to carry out the monitoring and evaluation of agricultural non-point source pollution on a pilot basis, laying the foundation and providing guidance for the comprehensive implementation of the monitoring and evaluation of agricultural non-point source pollution in the province during the 15th Five-Year Plan.

In terms of coordinating monitoring forces and ensuring regulatory needs, we will focus on the in-depth implementation of major strategies such as the ecological protection and high-quality development of the Yellow River Basin and the ecological protection and governance of the Qilian Mountains, and coordinate the ecological and environmental monitoring forces of provinces and cities to comprehensively ensure and solve outstanding ecological and environmental problems. Guide the monitoring centers of Lanzhou, Baiyin, Dingxi, and Lanzhou New Districts to formulate monitoring and guarantee plans for the problems involved in warning films in the Yellow River Basin, and vigorously promote the rectification and implementation of the problems reflected in warning films. In the areas involved in the Jiuquan, Zhangye, Jinchang and Wuwei Qilian Mountain Nature Reserves, water, gas, soil and noise monitoring points have been scientifically added, and the monitoring points of nature reserves have been supplemented and improved, so as to systematically support the normalized supervision of ecological protection. Regularly convene air and water environmental quality meetings with relevant units to analyze and judge the current situation and changing trends, and take effective measures to promote continuous improvement of environmental quality. Cooperate with the prevention and control of air pollution in relevant cities and prefectures to carry out navigation monitoring, and use daily navigation + night inspection to investigate related problems. Guide the completion of the province's large and medium-sized farmland irrigation areas, urban and rural black and odorous water quality monitoring, and effectively ensure soil quality.

In terms of deepening quality management and ensuring the reliability of data, Gansu adheres to the two-way force of "fidelity" and "anti-counterfeiting", severely punishes the falsification of monitoring data with a "zero tolerance" attitude, and makes every effort to ensure that the monitoring data is "true, accurate, complete, fast and new". Organize supervision and inspection of the operation and maintenance quality, basic guarantee and human interference of the automatic environmental quality monitoring station to ensure that the monitoring data is true and reliable. An expert group composed of technical personnel from the province has carried out special supervision and inspection on the data quality of 86 socialized monitoring institutions and the self-monitoring of 81 pollutant discharge units, and carried out comprehensive monitoring and evaluation by means of on-site inspection, access to information, discussion and exchange, etc., and will severely punish institutions with more data quality problems in accordance with laws and regulations, and force institutions to standardize monitoring business and create a fair and orderly monitoring market atmosphere. Deepen the application of the ecological environment monitoring data quality management system in Gansu Province, and initially form a supervision model of "online pulse diagnosis, offline verification and supervision".

Improve and improve the monitoring network, and continue to promote system governance

The construction of Tianshui, Pingliang, Longnan cross-border sections, Liujiaxia Reservoir, Jiudianxia Reservoir key drinking water quality automatic early warning stations, continue the construction of Qingyang and Longnan two city and county-level drinking water quality automatic stations, and effectively ensure the water quality safety of key rivers, cross-border water bodies and key drinking water sources. Supplement and improve the province's groundwater environmental monitoring network, and optimize and adjust the groundwater points in some cities and prefectures. Promote the preparatory work for the optimization and adjustment of the environmental quality points of the state-controlled and provincial-controlled ambient air and surface water during the 15th Five-Year Plan, and realize the networking and sharing of provincial-controlled ambient air and surface water monitoring data with the Ministry of Ecology and Environment.

Gansu has also continued to strengthen the refined support role of tasks such as climate change, the overall management of the "three waters", and the treatment of new pollutants, and improved the efficiency of monitoring and evaluation. Establish and improve the carbon monitoring and evaluation system, allocate carbon monitoring related instruments and equipment, fill in the basic capacity of carbon monitoring, organize the construction of carbon monitoring networks, and carry out pilot monitoring capacity building of automatic early warning stations and background stations for carbon monitoring in Lanzhou and Tianshui.

In addition, we will deepen the pilot project of water ecological monitoring, cooperate with the Ministry of Ecology and Environment to carry out the pilot work of water ecological monitoring in the Yangtze River Basin, organize the monitoring of aquatic organisms in 6 sections of the Zhangye section of the Heihe River and 8 sections of the Yellow River Basin, and carry out investigation and monitoring of the natural shoreline, water connectivity, water conservation area, aquatic habitat and other indicators of the Zhangye section of the Heihe River, and simultaneously carry out relevant monitoring, evaluation, analysis and research. Deepen the pilot of smart monitoring, actively connect with the Ministry of Ecology and Environment, include the Gansu Provincial Environmental Monitoring Center Station into 13 provincial pilot units, and include the two projects of "Emergency Monitoring System for Environmental Emergencies" and "Three-dimensional Comprehensive Analysis Platform for Sand and Dust" into the national pilot project for the innovative application of smart monitoring of the ecological environment.

Strengthen monitoring capacity building and standardize the public release of information

Coordinate and promote the construction of monitoring capacity in the province, adhere to the hardware shortcomings with one hand and the quality of personnel with the other, improve the monitoring capacity with both prongs, and continuously strengthen the support, guidance and service role of monitoring. The 2023 provincial monitoring and technical personnel competition will be held to promote training, training, and learning, and the ability of monitoring technicians in the province, especially emergency response and pollution sources, will be comprehensively strengthened. We will continue to strengthen remote sensing monitoring capabilities, sign agreements with relevant scientific research institutes to carry out exchanges and cooperation, and comprehensively improve the level of remote sensing monitoring applications. Carry out the first round of proficiency testing assessment of ecological environment monitoring laboratories in 2023 and the certification assessment of technical personnel in 2023, and add law enforcement personnel in the province to the scope of certification assessment, so as to provide technical support for environmental law enforcement. Coordinate with relevant provincial departments to strengthen emergency monitoring vehicle support and strengthen emergency monitoring hardware support. Actively strive for the national water ecological monitoring capacity building project in the Yellow River Basin, and improve the water ecology, ecological quality, pollution sources and emergency monitoring capacity of the main stream of the Yellow River.

Strictly implement the information disclosure system, disclose the air quality of 14 cities (prefectures) in the province every month and the environmental quality ranking and changes of surface water in 14 cities (prefectures) in the province every month in Gansu Daily, promote the strengthening of environmental quality supervision and governance, and achieve continuous improvement of environmental quality. In the next step, Gansu will accelerate the implementation of the key tasks of ecological environment monitoring in the province during the 14th Five-Year Plan, focusing on strengthening the analysis and research on carbon emissions, water ecology, ecological quality, and new pollutants, and continue to play a supporting role in monitoring. At the same time, the construction of the ecological ground monitoring station of Qilian Mountain National Park has been completed, the construction of the ecological ground monitoring station of Longnan Giant Panda National Park has been continuously promoted, the construction of automatic monitoring points for acoustic environment quality in functional areas and the installation of meteorological monitoring units have been supplemented, automatic monitoring of air quality in towns and towns has been started and data networking and sharing has been carried out, the construction of automatic water quality monitoring stations for sewage outlets into the river has been organized, and the layout of state-controlled surface water and ambient air points has been organized and completed in the "15th Five-Year Plan", and the planning and optimization of provincial control sites have been carried out.

On the other hand, strengthen the construction of emergency monitoring capacity and team, and strive to form an emergency monitoring network with unified command and strong regional support in the province. Improve the emergency monitoring system of "peacetime and wartime", coordinate emergency monitoring drills, enhance the actual combat ability of emergency monitoring teams, and further improve the level of emergency monitoring of ecological and environmental emergencies. Continue to carry out special inspections on the quality of ecological and environmental monitoring (inspection) data, strengthen the supervision and management of socialized monitoring institutions, and increase the self-monitoring, assistance and guidance of key pollutant discharge units. Promote the deepening of the application of the "Gansu Provincial Socialized Monitoring Institution Management System" and strengthen the management of the whole process of monitoring.
