Sichuan Province promotes the implementation plan of energy conservation and green and low-carbon development of phosphorus chemical industry

Phosphorus chemical industry is the basic industry of national economic development, an important guarantee for maintaining food security and energy security, and an important support for achieving the goal of carbon peak and carbon neutrality. In order to accelerate the efficient and green mining and utilization of phosphate rock resources in our province, improve the energy efficiency level and comprehensive utilization rate of resources in the phosphorus chemical industry, explore the construction of a new green and low-carbon development model, and support the implementation of energy-saving and green and low-carbon improvement projects in China's phosphorus chemical industry chain, this plan is formulated.

1. General requirements

(1) Guiding ideology. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, in-depth study and implementation of Xi Jinping Thought on Ecological Civilization, fully implement the spirit of the 20th National Congress of the Communist Party of China and the Third Plenary Session of the 12th Provincial Party Committee, earnestly practice the concept of green development, adhere to systematic thinking, highlight the joint efforts of the front, middle and end of the whole industrial chain, and comprehensively promote the construction of green phosphate mines and the optimization of the layout of the phosphorus chemical industry, the adjustment of product structure, and the transformation of production technology. Comprehensive utilization and quality improvement to further improve the overall energy conservation and green development level of the whole industrial chain.

(2) Main objectives. By 2027, all the energy-saving and green and low-carbon improvement projects of China's phosphorus chemical industry chain will be completed and the expected performance will be achieved; The level of protection and rational utilization of phosphate rock resources has been steadily improved, and the development mechanism of green mining has been basically formed. The energy utilization efficiency of the phosphorus chemical industry has been further improved, the average energy consumption has decreased by more than 5% compared with 2020, the proportion of production capacity above the energy efficiency benchmark level in the yellow phosphorus and ammonium phosphate industries has exceeded 30%, and the carbon dioxide emission intensity has further decreased. Solid steps have been taken in green transformation and upgrading, adding and promoting the application of more than 14 green and low-carbon and comprehensive resource utilization technologies, realizing more than one round of safety, environmental protection and energy-saving technological transformation in the whole industry, building more than 20 national and provincial green factories, and carrying out more than 900 professional and technical training on energy conservation and green and low-carbon in the phosphorus chemical industry; The level of comprehensive utilization has been greatly improved, and the harmless treatment and comprehensive utilization rate of newly produced phosphogypsum have reached 100%, gradually absorbing historical stockpiles.

Second, key tasks

(1) Strengthen the leadership of demonstration projects. Conscientiously organize and implement the energy-saving and green and low-carbon improvement project of China's phosphorus chemical industry chain, and urge the project undertaking units such as Deyang Chuanfa Long Python, Panzhihua Zhonglicheng, Leshan Chuanfa Tianrui, Fuma Phosphate, Huarui Mining, etc., to further refine the project implementation plan, clarify the main tasks, stage objectives, time schedule, responsible departments and responsible persons of the project construction, and ensure that the project achieves the expected performance. Strengthen the supervision and scheduling of the whole process of project implementation, actively provide technical support and guidance, carry out supervision and inspection on a regular basis, strictly organize project acceptance, and timely summarize and publicize the project experience and results.

(2) Ensure the safe and stable supply of minerals. Strengthen the implementation of the "Sichuan Provincial Mineral Resources Master Plan (2021-2025)", promote the construction of two phosphate rock energy resource bases in Mabian Liugushui-Laoheba and Leibo Xiaogou-Kahalo, and steadily develop the exploration, development and utilization of phosphate resources in Deyang, Leshan, Liangshan and other regions, and support the safe and stable supply of phosphorus resources. Strengthen the source control of phosphate rock resources, achieve reasonable planning and orderly mining, no longer build new open-pit phosphate mines, as well as phosphate mines with a mining scale of less than 500,000 tons/year and a resource scale of less than 10 million tons, and promote the formation of a phosphate development and protection pattern dominated by large and medium-sized mines.

(3) Carry out the construction of green mines. Continuously improve the comprehensive utilization level of medium and low-grade phosphate rock, and promote the green and high-quality development of phosphate rock. Encourage the use of advanced equipment such as light geophysical instruments and drilling equipment, and use shallow drilling instead of channeling, directional drilling and other advanced technologies to carry out phosphorus resource exploration. Phosphate mining enterprises should strictly follow the requirements of the mine geological environmental protection and land reclamation plan, implement "mining, restoration, and treatment", and earnestly fulfill the obligations of mine geological environmental protection and land reclamation.

(4) Promote the extension of the industrial chain and supplement the chain. Focusing on Leshan, Liangshan, Chengdu, Mianyang, Deyang, Suining, Yibin, Meishan, Dazhou and other phosphate rock resource enrichment and industrial agglomeration areas, we will strive to build a phosphorus chemical industry cluster and accelerate the construction of agricultural phosphorus chemical industry chains such as "phosphate rock-phosphoric acid-phosphate fertilizer, feed additives", "phosphate rock-yellow phosphorus-diglyphosate, glyphosate, glufosinate-ammonium" and so on. Extend the phosphorus chemical industry chain around the upstream and downstream industries of phosphorus chemical industry, and accelerate the cultivation of a new energy phosphorus chemical industry chain of "phosphate rock-phosphoric acid-iron phosphate, lithium iron phosphate-power battery". Vigorously promote the construction of upstream and downstream enterprises in the phosphorus chemical industry chain in the agglomeration area to further improve the industrial concentration.

(5) Promote industrial upgrading. Focus on the "reduction and efficiency increase" of chemical fertilizers and the "high efficiency, low toxicity and low residue" of pesticides, and vigorously develop new chemical fertilizers and new pesticides. Accelerate the upgrading of the phosphate fertilizer industry chain, improve product quality, and develop water-soluble fertilizers, special fertilizers, special fertilizers, organic-inorganic compound fertilizers and other functional fertilizers. Accelerate the breakthrough of high-efficiency, low-toxicity and low-residue pesticide core technologies, focus on the development of yellow phosphorus as raw materials glyphosate, glufosinate ammonium and other herbicides and intermediates products, and vigorously develop water, water emulsion, suspension, dispersible granules and other environmentally friendly pesticides. Accelerate the withdrawal of inefficient and backward production capacity, and strictly control the new production capacity of yellow phosphorus, ammonium phosphate and other industries.

(6) Improve the energy efficiency level of the industry. Organize energy-saving supervision institutions and energy-saving diagnosis service institutions to carry out more than one round of energy-saving monitoring and energy-saving diagnosis for phosphorus chemical enterprises, propose energy-saving transformation and energy efficiency improvement measures, and urge enterprises with excessive energy consumption to rectify within a time limit. Promote the implementation of a new round of full-coverage safety, environmental protection and energy-saving technological transformation in the phosphorus chemical industry, accelerate the promotion and application of new comprehensive mineral processing technology, mineral processing technology and technical equipment, high-efficiency flotation agents, new phosphate rock acidolysis process, semi-aqueous - dihydrate / semi-aqueous wet phosphoric acid process, ammonium phosphate single (double) tubular reactor production process, phosphorus-coal coupling co-generation technology, as well as energy system optimization, waste heat and pressure utilization and other green technology processes, further improve energy utilization efficiency and reduce pollutant emissions.

(7) Strengthen the comprehensive utilization of resources. We will continue to promote the research and development of phosphogypsum harmless and resource utilization, and develop high value-added products and production equipment for the comprehensive utilization of phosphogypsum resources. Support phosphogypsum comprehensive utilization enterprises, scientific research institutes, universities, etc. to study and formulate product quality standards and technical regulations for all levels and types of comprehensive utilization. Expand the way of comprehensive utilization, under the premise of ensuring environmental safety, promote the harmless filling of phosphogypsum according to local conditions, and explore and promote the utilization of phosphogypsum in the fields of ecological restoration, soil improvement, and roadbed materials. Strengthen the promotion of comprehensive utilization of phosphogypsum products for building materials, and continue to promote the application of high-strength gypsum powder, gypsum wallboard and other products.

(8) Promote green and low-carbon development. Accelerate the green and low-carbon transformation of the phosphorus chemical industry, implement the concept of green development throughout the life cycle, build a number of green factories, green supply chain management enterprises, green industrial parks and near-zero carbon emission parks, develop a number of green design products, and lead the overall green and low-carbon development of the industry. Support phosphorus chemical enterprises to formulate a special work plan for carbon emission reduction of "one enterprise and one policy" according to their own carbon emissions, and promote energy conservation and carbon reduction. Encourage phosphorus chemical enterprises to take the initiative to fulfill their social responsibilities, implement carbon emission reporting and information disclosure requirements, carry out carbon footprint certification of major products, regularly publish corporate carbon emission information, and take the initiative to accept social supervision.

3. Safeguard measures

(1) Strictly implement responsibility. Relevant cities (prefectures) should effectively strengthen organization and leadership, and coordinate and promote the work related to energy conservation and green development of the phosphorus chemical industry. It is necessary to decompose and implement key tasks, further clarify work measures, responsible departments, and responsible persons, and ensure that all measures are carried out in an orderly manner and implemented. Relevant phosphorus chemical enterprises should conscientiously implement their main responsibilities, formulate practical work plans, accelerate green transformation, and achieve high-quality development.

(2) Strengthen work linkage. Relevant cities (prefectures) should strengthen work coordination and cohesion, formulate detailed work measures and supporting policies based on their duties, hold joint meetings and meetings on a regular basis, strengthen the exchange and sharing of work information, and ensure that all key tasks are advanced synchronously and form a joint force. It is necessary to establish the ledger of phosphorus chemical enterprises in a timely manner, establish a daily scheduling mechanism for work, schedule the progress of relevant work on a regular basis, and timely discover and coordinate to solve difficulties and problems in the promotion of work.

(3) Strengthen policy support. Increase the intensity of special fund support, and include the eligible projects implemented by phosphorus chemical enterprises in the scope of relevant special fund support, and support relevant cities (prefectures) to make full use of existing funding channels to increase support. We will intensify the implementation of preferential tax policies for green development, organize and carry out precise docking between enterprise needs and preferential policies, and help eligible enterprises enjoy preferential policies. We will increase support for green credit, regularly recommend eligible enterprises and projects to financial institutions, and improve the accuracy and availability of financial services.

(4) Strengthen publicity and guidance. Relevant cities (prefectures) should timely summarize the experience and practices in promoting energy conservation and green and low-carbon development of the phosphorus chemical industry, form a number of advanced models that can be used for reference, replication and promotion, and vigorously promote successful experience and practices through experience exchange meetings, on-site promotion meetings and other forms. It is necessary to make full use of all kinds of media to deeply publicize the social and environmental benefits of energy conservation and green and low-carbon development of the phosphorus chemical industry, break the negative understanding of the public on the phosphorus chemical industry, and further improve the awareness of the whole society.
