Shandong: The new high-end tire project will no longer implement the substitution policy of production capacity, energy consumption and carbon emissions
On August 17, the Shandong Provincial Development and Reform Commission, the Shandong Provincial Department of Industry and Information Technology and other nine departments jointly issued a notice to no longer implement the substitution policy of production capacity, energy consumption and carbon emissions for new high-end tires and casting projects. At the same time, the "Shandong Province High-end Tire Casting Project Development Guidance Catalogue (2023 Edition)" was released.
The notice requires that high-end projects be supported to accelerate their development, new high-end tires and casting projects will be launched, and no longer implement alternative policies for production capacity, energy consumption and carbon emissions. Relevant departments should strengthen the guidance of the window, strictly control the project gates, and resolutely stop the low-end tires and casting projects that do not belong to the scope of the "Catalogue" from being blindly launched, so as to prevent low-level duplicate construction. At the same time, from the dimensions of investment volume, production capacity scale, product category, process equipment, energy efficiency level, environmental protection level, digital level and other dimensions, the standards for high-end tires and casting projects are clarified, and the "Catalog" of high-end projects is released. Those that are not within the scope of the catalog shall not be constructed.
In terms of promoting the transformation and upgrading of mid-end projects, the notice requires that the existing tire projects accelerate the promotion of energy efficiency, environmental protection, quality, and digital transformation and improvement. The focus is to promote energy efficiency transformation and improvement, and formulate and implement energy efficiency transformation and improvement plans according to the energy efficiency benchmark level and benchmark level set by the province.
The notice clearly accelerates the elimination and exit of low-end projects. For projects that do not meet the requirements of safety, environmental protection, technology, etc., projects whose capacity utilization level has been lower than 20% for two consecutive years since 2021, illegal projects that cannot be rectified, and projects that are below the energy efficiency benchmark level and have not yet formulated a transformation and upgrading plan or cannot be transformed and upgraded, and projects that have no energy efficiency data and cannot be calculated, each city shall sort out and formulate a list of withdrawn projects to ensure that the overall scale of production capacity is controlled within a reasonable range.
Shandong Province encourages relying on leading enterprises to promote the merger and reorganization of tire enterprises, guide the concentration of production capacity and factor resources to advantageous enterprises and core areas, and promote the deep interconnection and collaborative response of the industrial chain and supply chain.
The Industrial Department of the Shandong Provincial Development and Reform Commission specifically pointed out in the policy interpretation of the "Notice on Matters Related to Optimizing the Management of Tire Casting Projects" that the new high-end tires still need to be replaced by pollutant emissions in accordance with the requirements of the relevant documents of the Ministry of Ecology and Environment; To use clean energy, no energy sources such as coal should be used. Tires and foundries are still managed according to the "two highs" industry, and new projects need to perform window guidance procedures, and projects that are not within the scope of the catalog are not allowed to be built even if they fulfill the "five reductions or equivalent substitutions".
