In July 2022, Chongqing High-tech Zone issued the "Five-Year Action Plan for the Prevention and Control of Mobile Source Pollution in Chongqing High-tech Zone, Western Science City (2022-2026)", comprehensively promoting the prevention and control of mobile source pollution, and then issued the "Implementation Plan for the Promotion and Use of New Energy Intelligent Building Muck Trucks and New Intelligent Building Muck Trucks in Chongqing High-tech Zone, Western Science City" and "Notice on Five Measures to Accelerate the Promotion and Application of New Energy Muck Trucks and Mixer Trucks" and a series of documents, the first trial to carry out the new energy muck vehicle promotion demonstration project.
In 2022, the high-tech zone will take the lead in introducing 5 new energy muck trucks for trial operation in Chongqing, and in 2023, the high-tech zone will continue to introduce 30 new energy muck vehicles into use, which is the first district and county in Chongqing to comprehensively promote new energy muck vehicles and realize the landing operation, and plans to continue to expand the scale to 100 new energy muck vehicles in 2024......
Cost account: A car "eats less" 100,000 yuan of fuel every year
Moving pollution sources is a difficult pain point in air pollution prevention and control. In recent years, Chongqing High-tech Zone has faced large-scale development and urban construction, increasing freight volume and high-load road traffic flow, which has brought great challenges to the continuous improvement of atmospheric environmental quality.
Taking a diesel heavy-duty truck muck truck as an example, a traditional fuel muck truck emits nitrogen oxides and particulate matter equivalent to 50 to 80 family cars.
In order to fight the battle of pollution prevention and control, in July 2022, the high-tech zone took the lead in carrying out a demonstration project for the pure electric alternative operation of urban construction engineering vehicles. To popularize pure electric new energy muck vehicles, market acceptance is the key.
Luo Xueya, deputy director of the Ecological Environment Bureau of Chongqing High-tech Zone, told reporters that in order to help enterprises reduce costs, last year, the high-tech zone attracted investment in a professional battery replacement service company, and general enterprises only need to spend more than 400,000 yuan to buy non-powered bodies, and then from the battery swap company's "battery bank", the battery can be leased out to achieve operation.

"The price of new energy muck vehicle batteries accounts for half of the total price, and in the mode of vehicle and electricity separation, the down payment and margin of our car are between 8-100,000 yuan, and the operating cost is similar to that of fuel vehicles, which greatly reduces the pressure. In fact, traditional muck trucks shuttle through the streets and alleys of the city, which is not only noisy and dusty, but also easy to roll over and cause traffic safety accidents.
In contrast, the new energy muck truck has the advantages of zero emission, zero pollution, low noise, etc., even if it is operated in the middle of the night, it will not affect the rest of residents, and the safety is also higher.
Jiang Bo, a driver of muck trucks with nearly 20 years of driving experience, told reporters that he began to contact new energy muck trucks last year. "Relaxed and comfortable" is the summary of his experience. This is reflected in the fact that the new car does not need to step on the brakes and change the clutch, and it is as easy to operate as a car, and it is also reflected in the fact that the electric car is less noisy and will not leak diesel, making it safer to drive.

Luo Xueya said that these vehicles have also achieved a comprehensive upgrade of "green equipment + intelligent management", providing visual whole-process intelligent management for transportation enterprises, environmental protection departments, transportation departments and other units.
The "Digital Integrated Management Platform for Urban Building Resources" being developed by the High-tech Zone will also realize one-stop handling of muck and slag truck-related matters, integrate traffic safety boundary functions, increase the process management functions of prohibited areas and road speed limits, and avoid potential safety hazards brought by muck transportation to urban traffic.

Short battery life and few battery swap stations have always been the pain points in the promotion of new energy muck vehicles. Over the past year, the high-tech zone has actively planned battery swap stations on the main line of muck transportation and around the consumption site.
The "new energy charging + smart parking demonstration station" of Nongma Interchange, which was completed in July this year, is the first seven-in-one demonstration station of "light + storage + charging + replacement + release + inspection + smart parking" in Chongqing, with an installed capacity of 22,000kW in the whole station, 89 chargers and 1 heavy truck swap station, which can meet the needs of 180 vehicles charging at the same time and 8 heavy trucks changing batteries in turn.
Today, the high-tech zone has built two new energy muck vehicle swap stations, 46 charging stations of various types, more than 500 charging piles, and the management committee and 10 town streets and other government parking lots have all completed the construction of charging piles.
"Fighting the battle to defend the blue sky and reducing mobile pollution sources is inseparable from the vigorous promotion of new energy vehicles. According to the 2022 China Mobile Environmental Management Annual Report, mobile source pollution has become an important source of air pollution in large and medium-sized cities in China. Luo Xueya said that as a "city of science and innovation highland", the local government will take the prevention and control of mobile source pollution as the starting point, further deepen the battle of pollution prevention and control, and jointly promote high-quality development and continuous improvement of atmospheric environmental quality.
By 2026, Chongqing High-tech Zone plans to use policy guidance and government-led investment to drive no less than 240 million yuan of social funds to comprehensively improve the utilization rate of new energy vehicles and intelligent management level, realize the proportion of new energy muck trucks and mixer trucks to reach more than 60%, the proportion of new energy leased official vehicles by government agencies, institutions and state-owned enterprises to reach 100%, and replace 100% of new energy vehicles for urban delivery, express delivery and logistics transportation vehicles.
