The four departments issued guidance on the green innovation and development of the refining industry

  On October 25, the National Development and Reform Commission, the National Energy Administration, the Ministry of Industry and Information Technology, and the Ministry of Ecology and Environment jointly issued the Guiding Opinions on Promoting the High-quality Development of Green Innovation in the Oil Refining Industry (hereinafter referred to as the Guiding Opinions). The "Guiding Opinions" put forward that by 2025, the domestic crude oil primary processing capacity will be controlled within 1 billion tons, the 10 million ton refining capacity will account for about 55%, the capacity structure and productivity layout will be gradually optimized, the strength of technical equipment will be further enhanced, and the efficiency of energy and resource utilization will be further improved.

  China's total refining capacity has reached 920 million tons / year, ranking first in the world, but there is still a certain gap between the operating rate and developed countries. The increase of China's main petrochemical products has become the main contributor to the petrochemical industry in the Asia-Pacific region and the world, accounting for more than 40% of the world chemical market share. China's bulk basic chemical production capacity ranks first in the world.

  Fu Xiangsheng, vice president of the China Petroleum and Chemical Industry Federation, believes that on the road from large to strong, the transformation of China's petrochemical industry still faces multiple challenges: one is the tightening of resource constraints, and China's external dependence on crude oil will be 71.2% in 2022, and increase to more than 72% in the first half of 2023; the other is that the innovation ability is not strong.

  The "Guiding Opinions" focuses on deploying 17 tasks in four aspects: in terms of promoting industrial optimization and upgrading, deploying five tasks of optimizing the layout of production capacity structure, strictly controlling new refining capacity, promoting refinery transformation and upgrading, accelerating the elimination of backward production capacity, and improving the management of the refining industry; in promoting the efficient use of energy resources, deploying four tasks of strengthening energy efficiency and water efficiency management, promoting system energy optimization, implementing process and equipment upgrading, and encouraging resource recycling; in accelerating green and low-carbon development, deploying and guiding the refining process to reduce carbon emissions, Promote carbon dioxide recycling and utilization, support hydrogen for hydrogen production and carbon reduction, and explore and strengthen carbon emission management; in terms of strengthening the leadership of scientific and technological innovation, deploy and optimize innovation systems and mechanisms, strengthen software development and application, develop new refining technologies, and accelerate the research and development of low-carbon technologies.

  The relevant person in charge of the Department of Energy Conservation and Science and Technology Equipment of the National Energy Administration said that the "Guiding Opinions" based on the actual situation of China's refining industry, systematically deployed relevant work, and will effectively guide the refining industry to promote the practice of green innovation and high-quality development.
