Anhui Carbon Neutral Industry Association was established
The inaugural meeting of Anhui Carbon Neutral Industry Association and the first member congress were recently held in Hefei.
Zhu Xianfa, former deputy director of the Standing Committee of the Anhui Provincial People's Congress, Bao Xinhe, academician of the Chinese Academy of Sciences and president of the University of Science and Technology of China, Li Jiangang, academician of the Chinese Academy of Engineering and president of the Energy Research Institute of Hefei Comprehensive National Science Center, Guo Jizhong, secretary of the Party Committee and chairman of Anhui Electric Power Design Institute Co., Ltd. of China Energy Construction Group, Hu Zhengzheng, former deputy director and first-class inspector of Anhui Provincial Development and Reform Commission, Wang Zhenyu, deputy director of Anhui Provincial Development and Reform Commission and director of the Provincial Energy Bureau, member of the party group of Anhui Provincial Department of Civil Affairs, Zhang Zhenyue, Deputy Director, Jin Yibo, Deputy Chief Economist of Chery Holding Group Co., Ltd., Zhang Lingbao, former Deputy Inspector of Anhui Provincial Development and Reform Commission, Liu Jiangying, former Deputy Director of the Counselor's Office of the Anhui Provincial Government and President of the Anhui Provincial Government Counselor's Work Research Association, Xu Hesheng, former second-level inspector of the Anhui Provincial Development and Reform Commission and President of the Anhui Modern Service Industry Federation, Xu Jian, former second-level inspector of the Anhui Provincial Department of Ecology and Environment and President of the Anhui Zero Carbon Association, and representatives of member units of the Provincial Carbon Peak and Carbon Neutrality Leading Group Office, More than 300 representatives of the Municipal Development and Reform Commission, representatives of universities, scientific research institutes, industry associations and member units attended the meeting.
The conference listened to the work report of the preparatory group of the Anhui Carbon Neutrality Industry Association, and deliberated and voted on the "Articles of Association of Anhui Carbon Neutrality Industry Association" and "Anhui Carbon Neutrality Industry Association Membership Fee Standards and Management Measures".
The General Assembly elected the first council, standing council, board of supervisors and leading body of Anhui Carbon Neutral Industry Association. Hu Zhengzheng, former deputy director of Anhui Provincial Development and Reform Commission and first-class inspector, was elected as the first president of the association, Zhu Bin, deputy general manager and chief engineer of China Energy Construction Group Anhui Electric Power Design Institute Co., Ltd., was elected as the first executive chairman and secretary general of the association, Chery Automobile Co., Ltd., Anhui Conch Group Co., Ltd., Masteel (Group) Holding Co., Ltd., Anhui Jianghuai Automobile Co., Ltd., Huaibei Mining (Group) Co., Ltd., Anhui Transportation Planning and Design Research Institute Co., Ltd., Ten units of Anhui Provincial Architectural Design and Research Institute Co., Ltd., Anhui Bidding Group Co., Ltd., Anhui University of Technology and Sunshine Carbon Technology Co., Ltd. were elected as the first vice president units of the association, and nominated Wang Bin, Wang Kun and Cheng Peng, three deputy secretaries-general.
The association has hired Academician Bao Xinhe, Academician Li Jiangang, Chairman Yin Tongyue and Chairman Guo Jizhong as senior advisory members of the Association.
At the meeting, Hu Regenci made a speech as the first president, he said that the establishment of the Anhui Carbon Neutral Industry Association is a practical action for our province to use the platform of the industry association to explore and promote new models and technologies of carbon neutrality industry, serve the "one enterprise and one policy" energy conservation and carbon reduction, and help achieve the dual carbon goal. The association adheres to the guidance of Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, completely, accurately and comprehensively implements the new development concept, and publicizes and implements the major strategic decisions of the Party Central Committee and the State Council on carbon peaking and carbon neutrality. It is necessary to focus on the strategic goal of carbon peaking and carbon neutrality, serve the government's decision-making and the needs of members, build a platform for exchange and cooperation, give full play to the role of bridges, strengthen self-construction, and continuously improve work capabilities and levels.

Zhu Xianfa, former deputy director of the Standing Committee of the Anhui Provincial People's Congress, delivered a speech at the conference, pointing out that the establishment of the Anhui Carbon Neutral Industry Association is timely and has special significance for our province to practice the strategic goal of carbon peaking and carbon neutrality. He emphasized that the industry association should focus on serving the development of local industries, actively carry out investigation and research, actively promote the preliminary work of the project, actively promote open cooperation, and actively organize activities and exchanges, so as to make suggestions for the dual carbon work of our province and provide all-round services for the development of the industry. It is hoped that the association can unite and strive to become a benchmark in the province and a first-class social organization in China.
Wang Zhenyu, deputy director of the Anhui Provincial Development and Reform Commission and director of the Provincial Energy Bureau, said in his speech that the establishment of the Anhui Carbon Neutral Industry Association is an important measure to promote the province's carbon peak and carbon neutrality. He stressed that the association should be a good leader in industry self-discipline, a good waiter for member units, and a think tank for government departments; the Provincial Development and Reform Commission, as the leading and coordinating department of the association, will establish a mechanism to coordinate and solve difficult problems, jointly carry out research and research on topics, jointly release industry information, and provide good services for striving for central investment, demonstration and pilot projects, and popularizing advanced technology.
Guo Jizhong, as a representative of the initiator of the association, said that China Energy Construction Anhui Electric Power Design Institute will practice the mission and responsibility of the central enterprises in Anhui, give full play to the leading role of the initiators of the association, and work with member units to build a "think tank", "think tank" and "source" that the government and enterprises can not do without, use and rely on.
Bao Xinhe, academician of the Chinese Academy of Sciences, president of the University of Science and Technology of China, and senior advisory member of the association, gave a keynote lecture entitled "The Development Trend of Energy Science and Technology Towards the "Double Carbon" Goal" at the conference.
At the meeting, the release and awarding ceremony of the "Top Ten Low-carbon Application Scenarios in Anhui Province" in 2023 was also held. Fan Zhiyuan, Director of the Resource Conservation and Environmental Protection Division of the Anhui Provincial Development and Reform Commission, presided over the release event, and Wang Zhenyu, Deputy Director of the Anhui Provincial Development and Reform Commission and Director of the Provincial Energy Bureau, awarded the plaque to the scene construction unit.
The conference practiced the concept of green and low-carbon development, and all carbon emissions were calculated and offset, carbon neutrality was completed and certified by a third-party organization.
With the support of the Anhui Provincial Development and Reform Commission and the approval of the Anhui Provincial Department of Civil Affairs, the Anhui Carbon Neutrality Industry Association aims to build a comprehensive service platform around government-enterprise cooperation, investment promotion, achievement transformation, resource sharing, and foreign exchanges in the field of carbon peak and carbon neutrality, so as to promote the transformation and application of more green and low-carbon technologies in Anhui, explore new models of green and low-carbon transformation and development of regional industries, and serve the promotion of carbon reduction and high-quality industrial development.
