According to the Administrative Measures for Voluntary Greenhouse Gas Emission Reduction Trading (for Trial Implementation), the Ministry of Ecology and Environment (MEE) has formulated and released four methodologies for voluntary greenhouse gas emission reduction projects, including afforestation carbon sinks, grid-connected solar thermal power generation, grid-connected offshore wind power generation, and mangrove planting.
The methodology of voluntary greenhouse gas emission reduction projects is the main basis for guiding the design, implementation, validation, emission reduction accounting and verification of voluntary greenhouse gas emission reduction projects in specific fields. According to the Administrative Measures for Voluntary Greenhouse Gas Emission Reduction Trading (for Trial Implementation), all types of social entities shall independently and voluntarily develop greenhouse gas emission reduction projects in accordance with the methodology issued by the Ministry of Ecology and Environment.
In order to fully mobilize the enthusiasm of the whole society to jointly do a good job in voluntary greenhouse gas emission reduction, the Ministry of Ecology and Environment publicly solicited methodological suggestions for greenhouse gas voluntary emission reduction projects, and organized multiple rounds of evaluation for more than 300 methodological suggestions submitted by various parties in the fields of energy industry, forestry, waste treatment and disposal, and screened out the first batch of 4 methodological suggestions in accordance with the principles of high social expectations, clear emission reduction mechanism, guaranteed data quality, both social and ecological benefits, and effective supervision. And organize the modification and improvement one by one.
The four methodologies released this time clarify the applicable conditions, emission reduction accounting methods, monitoring methods, and verification points for afforestation carbon sequestration, grid-connected solar thermal power generation, grid-connected offshore wind power generation, and mangrove planting projects to be developed into voluntary greenhouse gas emission reduction projects. Among them, the afforestation carbon sequestration methodology is applicable to afforestation of arbor, bamboo and shrub wasteland. The grid-connected CSP methodology is applicable to independent grid-connected CSP projects and the grid-connected CSP part of the "CSP+" integrated project. The grid-connected offshore wind power methodology is applicable to grid-connected offshore wind power projects that are more than 30 km offshore or have a water depth greater than 30 meters. The mangrove planting methodology is applicable to mangrove planting projects in areas suitable for mangrove growth, such as tidal flats without vegetation and retired breeding ponds. On the basis of referring to the general rules of the international voluntary greenhouse gas emission reduction mechanism, the four methodologies comprehensively consider the relevant industrial policy requirements and the development trend of green and low-carbon technologies in China, which are not only in line with international standards, but also strengthen the quality of monitoring data according to China's specific conditions, and further clarify the key links of verification and verification, which have Chinese characteristics and are in line with management practice, and are conducive to the generation of internationally recognized high-quality carbon credits.
In the next step, the Ministry of Ecology and Environment will strengthen the standardization and guidance of the preparation of methodological recommendations by various units, smooth the channels for reflecting methodological suggestions, carry out the evaluation and selection of methodologies on a regular basis, and gradually expand the support areas of the voluntary emission reduction trading market in accordance with the principle of "mature one, release one". At the same time, it will also organize training, in-depth interpretation of the law, cultivate professionals in the design, verification, emission reduction verification and accounting of greenhouse gas voluntary emission reduction projects, mobilize a wider range of social forces to participate in greenhouse gas emission reduction actions, and help achieve the goal of carbon peak and carbon neutrality.
