At the first plenary session of the 13th session of the Yunnan Provincial Political Consultative Conference, you put forward the "Proposal on Increasing the Intensity of Carbon Emission Reduction Technology Innovation and Policy Support for the Metallurgical Industry in Our Province to Promote the Carbon Neutrality Process in the Province" to the Provincial Department of Industry and Information Technology, in conjunction with the Provincial Development and Reform Commission, the Provincial Department of Ecology and Environment, the Provincial Department of Science and Technology, and the Provincial Energy Bureau.

1. The proposal is highly pertinent and instructive, and is of great significance to promote the metallurgical industry to achieve carbon peak and carbon neutrality

The proposal puts forward good opinions and suggestions from the aspects of monitoring carbon emission data, coordinating clean energy allocation, building a low-carbon think tank, and stabilizing technical support, which is aimed at the key point of low-carbon development of the metallurgical industry in our province, and has important reference value and guiding significance for promoting the green and low-carbon transformation and high-quality development of the metallurgical industry in our province, and promoting carbon peak and carbon neutrality.

The metallurgical industry is a key industry in energy consumption and carbon emissions in our province, and plays a vital role in the process of achieving the "3060" goal. After years of energy conservation and emission reduction work, through policy guidance, technological transformation, structural adjustment, the metallurgical industry main products unit energy consumption has dropped significantly, some major technical and economic indicators close to or reached the world's advanced level, greatly improving the competitiveness of the metallurgical industry in our province. In particular, the green aluminum and green silicon industries, relying on the abundant hydropower, wind power, photovoltaic and green clean energy in our province, have outstanding green and low-carbon advantages. However, compared with developed provinces, the metallurgical industry in our province still existsCapacity planning is not in line with energy allocationThe proportion of energy consumption and carbon emissions is relatively large, the talent pool for carbon emission reduction is insufficient, the lack of revolutionary breakthroughs in carbon reduction technology, and the level of energy control and carbon emission monitoring among enterprises is uneven.

Therefore, the proposal has a clear understanding of the current situation of the metallurgical industry in our province, and the analysis of the existing problems is accurate. Behind the pulse of Yunnan's metallurgical industry's dual carbon work, it reflects the earnest mood of the Yunnan Provincial Party Committee of Jiusan Society for the development of the metallurgical industry in our province and the work of carbon peak and carbon neutrality.

2. Opinions and suggestions related to the progress of relevant work

(1) Carry out research on industrial carbon emission reduction.One isDuring the "13th Five-Year Plan" period of our province, the carbon emissions in the industrial field are analyzed by year, region, industry and variety, and the carbon emission background is clarified, and the province's industrial development status, industrial energy consumption, consumption structure, energy consumption intensity, carbon intensity reduction target, etc., are calculated to measure the peak of industrial carbon emissions, and put forward a timetable and roadmap for industrial carbon peaking, so as to provide data support for strengthening the constraints of industrial carbon emissions.The second isCarry out the "Analysis of Energy Conservation and Carbon Reduction Potential of Key Industries in Yunnan Province". Analyze and evaluate the energy-saving and carbon-reduction potential of enterprises in 19 key areas such as oil refining, coking, calcium carbide, yellow phosphorus, synthetic ammonia, cement, steel, aluminum, etc., classify and sort out the list of enterprises that have reached the benchmark value, are between the benchmark value and the benchmark value, and are below the benchmark value, calculate the energy saving of enterprises, and put forward technical measures and plans for energy conservation and carbon reduction, so as to provide reference for understanding and mastering the current situation and potential of energy conservation and carbon reduction in key industries, and promoting energy conservation and carbon reduction.

(2) Formulate policy documents.One isThe "Implementation Plan for Carbon Peaking in the Industrial Sector of Yunnan Province" has been drafted, and five rounds of soliciting opinions have been completed. The plan clearly puts forward the direction and main tasks of carbon peaking actions in key industries such as iron and steel and non-ferrous metals.The second isIn 2022, the Yunnan Provincial Development and Reform Commission and the Yunnan Provincial Department of Industry and Information Technology jointly issued the "Three-Year Action for the Development of the Photovoltaic Industry in Yunnan Province (2022-2024)" and the "Policies and Measures to Support the Development of the Photovoltaic Industry". Consolidate and enhance the advantages of leading links, vigorously promote the extension of the chain and the strengthening of the chain, strive to build an ecosystem of the whole photovoltaic industry chain, and promote the photovoltaic industry in Yunnan to move towards the high-end of the value chain. Encourage leading energy efficiency enterprises to build zero-carbon factories, optimize the allocation of resource elements, and meet the demand for green electricity through market-oriented demonstration factories or parks in the zero-carbon silicon photovoltaic industry. For enterprises participating in green power trading, green electricity consumption certificates will be provided to create a zero-carbon brand.The third isIn 2022, the Yunnan Provincial Development and Reform Commission and the Yunnan Provincial Department of Industry and Information Technology issued the "Three-Year Action for the Development of Green Aluminum Industry in Yunnan Province (2022-2024)" and "Policies and Measures to Support the Development of Green Aluminum Industry". Implement transformation and upgrading in batches, and strive to fully reach the energy efficiency benchmark level of electrolytic aluminum projects in the province.

(3) Participate in the construction of the national carbon emission trading market.On the basis of the successful completion of the first compliance cycle (2019-2020) of the national carbon market, we will continue to promote the reporting and verification of greenhouse gas emissions of key carbon emission enterprises in the province in 2021, further improve the carbon emission management level of enterprises in eight key carbon emission industries such as thermal power, iron and steel, and building materials, and guide enterprises in the province to actively participate in national carbon trading to promote the smooth operation of the carbon market.

(4) Strengthen the quality management of carbon emission data.Strengthen supervision and inspection, and improve the quality of carbon emission data.One isThe "Notice on Strengthening the Supervision of Carbon Emission Data Quality and Warning of Strict Prevention of Fraudulent Behavior" (Yunhuantong [2022] No. 56) was issued, which notified the state (municipal) ecological environment bureaus, key emitting enterprises and relevant verification agencies of typical case warnings, and put forward requirements such as strengthening data quality supervision.The second isStrengthen daily supervision and law enforcement, and in accordance with the spirit of the notice of the Provincial Leading Group Office for Carbon Peak and Carbon Neutrality, pay close attention to the quality of carbon emission data of key emission control enterprises in our province, and resolutely prevent the problem of carbon data fraud.The third isAccording to the carbon accounting and carbon verification methods and standards that have been clearly stipulated in the guidelines for accounting and reporting of greenhouse gas emissions related to the metallurgical industry issued by the National Development and Reform Commission, the relevant national standards and technical requirements are strictly implemented, and carbon verification and review work is actively carried out every year, and the carbon emission verification work strives to be scientific, complete and standardized.

(5) Promote clean energy to replace fossil energy.Conscientiously implement the strategy of the Provincial Party Committee and the Provincial Government to build a strong province in green energy, and accelerate the transformation of green energy resource advantages into economic, industrial and carbon emission reduction development advantages.One isAccelerate the development and construction of new energy based on photovoltaics, plan the construction of 50 million kilowatts of new energy projects in the 14th Five-Year Plan, increase efforts to promote the start of 15 million kilowatts of new energy projects in 2023, and ensure the completion of more than 15 million kilowatts in accordance with the annual grid-connected dispatch of 17 million kilowatts. Promote the renovation of old wind turbines and the development of distributed photovoltaic rooftops in the county in a scientific and orderly manner.The second isContinue to promote hydropower development, accelerate the construction of Tuoba and Xulong hydropower stations, and ensure that Tuoba Hydropower Station will be put into operation at the end of the 14th Five-Year Plan; Promote the preliminary work of Gushui and Benzilan hydropower stations, and strive to obtain national approval in 2023 and 2024.The third isPromote the deep integration of green energy and green advanced manufacturing, support the development of industrial clusters, and extend the industrial chain.

(6) Ensuring energy security.Energy work to ensure energy security and economic and social development as the bottom line, adhere to the gradual withdrawal of traditional energy must be based on the safe and reliable replacement of new energy, from the province's energy system mainly depends on the balance of thermal power this reality, fully consider the power required for industrial development, but also need to take into account, scientific planning to promote thermal power, coal projects.One isThe 4.8 million kilowatt new coal-fired power project has been accelerated, the Honghe Power Plant expansion project has been approved for construction, and the preliminary work of the remaining projects is being accelerated.The second isEfforts should be made to ensure the supply of thermal coal, coordinate and optimize the operation mode of thermal power units, and improve the ability to ensure the supply of thermal power during the dry season and peak in the flood season.The third isAccelerate the transformation and upgrading of coal, implement a new round of three-year action for high-quality development of coal, promote supply-side structural reform, release advanced production capacity in a safe and orderly manner, promote the level of thermal coal security, and promote the increase and steady generation of thermal power.

(7) Coordinate the matching of hydropower aluminum-silicon production capacity with clean energy supply。One isEfforts will be made to increase the total supply of electricity. Accelerate the construction of power sources, optimize the dispatch of reservoirs, encourage thermal power enterprises to increase coal power generation, promote the construction of multi-energy complementary bases, and optimize power operation and scheduling. Actively coordinate the full amount of "point-to-point" and "grid-to-network" for cloud power transmission to Guangdong, and coordinate the full implementation of the retained power of the power station in the lower reaches of the Jinsha River during the dry period.The second isSpeed up the construction of supporting power facilities for key industries and key enterprises. Actively strive for the 500 thousand volt power transmission and transformation project reported by our province to be included in the national planning on a rolling basis, and make every effort to promote the completion and operation of a number of 500 thousand volt power transmission and transformation projects such as Tongdu substation expansion, Hecheng substation, and Liujing substation.The third isStrengthen demand-side management. In accordance with the principle of "development and use", strengthen the linkage of provinces, states and departments to orderly reduce the electricity consumption of inefficient and high-energy-consuming industries, use limited power resources to ensure the development of high-efficiency and high-value-added industries, and force energy-consuming industries to reduce energy consumption, promote technological transformation and upgrading, extend the chain and supplement the chain and cluster development. Strengthen demand-side response and establish a new mechanism for demand-side coordination to participate in power balance.

(8) Science and technology support carbon peak and carbon neutrality.One isActively plan green and low-carbon technology support. According to the "Implementation Plan for Science and Technology to Support Carbon Peak and Carbon Neutrality (2022-2030)" and "Implementation Plan for Carbon Peak in Yunnan Province" issued by nine departments including the Ministry of Science and Technology, the "Implementation Plan for Science and Technology to Support Carbon Peak and Carbon Neutrality in Yunnan Province (2022-2030) (Draft for Review)" has been researched and formulated.The second isLaunched a major project of science and technology to support carbon peak and carbon neutrality. Focusing on the key core technology needs of key industries and key areas for energy conservation, carbon reduction and efficiency improvement, as well as the green and low-carbon transformation and upgrading of traditional industries, the "2023 Guidelines for the Application of Science and Technology Plans in the Field of Carbon Peak and Carbon Neutrality" was issued, focusing on cultivating and strengthening the province's green, low-carbon and circular development economic system, focusing on breaking through a number of key core technologies, greatly improving our province's green and low-carbon independent innovation capabilities, enhancing the ability to tackle key core collaborative technologies for energy conservation, pollution reduction and carbon reduction, and promoting the green and low-carbon transformation and upgrading of key industries.The third isCultivate green and low-carbon high-tech enterprises, and carry out major scientific and technological projects. Since 2022, a total of 248 national high-tech enterprises with green and low-carbon technologies have been cultivated, covering new energy and energy conservation, resources and environmental protection, new materials, advanced equipment manufacturing and automation, electronic information and other fields. In terms of green and low-carbon, energy conservation and emission reduction scientific and technological innovation, 23 major science and technology projects have been established and supported, and a total of 190 million yuan of provincial financial science and technology funds have been supported. The support areas cover key industries such as new materials, green energy, digital economy, and equipment manufacturing, and provide strong scientific and technological support for promoting the R&D and promotion of new technologies and products such as energy conservation and consumption reduction, and environmental protection.Four areFocusing on key industries such as biomedicine, new materials, advanced equipment manufacturing, electronic information, energy conservation and environmental protection, we will organize and implement key technological innovation projects in 2023 with the focus on improving the ability of industrial infrastructure and industrial chain collaborative innovation; Focusing on new materials, advanced equipment manufacturing, electronic information, food and consumer goods manufacturing, biomedicine, etc., we will organize and identify provincial-level enterprise technology centers to continuously improve the innovation ability of enterprises.

(9) Promote the traceability of green electricity consumption.To help the development of the manufacturing industry in our province through the carbon value of green energy, the Kunming Electric Power Trading Center carried out the traceability of green electricity consumption in April 2021, and accurately traced the use of green electricity for electricity market-oriented users through blockchain technology to help enterprises enhance their market competitiveness. By the end of 2022, a total of 441 green electricity traceability certificates have been issued for electricity enterprises in the province, with a total of 161.18 billion kWh of traceable electricity, including 141.993 billion kWh of clean energy and 93.2182 million tons of carbon dioxide emission reduction in green electricity.

(10) Carry out "double carbon" training.In response to the opportunities and challenges brought about by the "double carbon" goal, the Yunnan Provincial Department of Industry and Information Technology organized about 300 people in charge of relevant work of the state and municipal departments of industry and information technology, as well as relevant persons in charge and business personnel of the province's silicon photovoltaic industry enterprises, to carry out carbon footprint training in the silicon photovoltaic industry, and invited domestic authoritative certification bodies to publicize and train the knowledge of carbon footprint certification standards, methods and cases, so as to promote the green and low-carbon development of the silicon photovoltaic industry in our province.

3. Consideration of the next step

(1) The Provincial Department of Industry and Information Technology plans to issue and implement the "Implementation Plan for Carbon Peaking in the Industrial Sector of Yunnan Province" in 2023, focusing on promoting energy conservation and carbon reduction in industries with high energy consumption and large carbon emissions, such as steel, building materials, non-ferrous metals, and chemicals, promoting a number of new technologies for energy conservation and carbon reduction, implementing a number of energy-saving and carbon-reduction transformation projects, fully mobilizing the enthusiasm of industrial enterprises for carbon emission reduction, adjusting the energy consumption structure of industrial enterprises, and providing effective support for the province's carbon peaking. At the same time, we will work with relevant departments to implement it, promote the technological innovation of carbon emission reduction in the metallurgical industry in our province, and promote the carbon peak and carbon neutrality of the industry in an orderly manner.

(2) The Provincial Department of Ecology and Environment will continue to do a good job in the verification and review of carbon emission data, coordinate the transfer and transformation of scientific and technological achievements in the metallurgical industry, promote the ultra-low emission project of pollution reduction and carbon reduction, and guide enterprises to adopt advanced and applicable green and low-carbon new technologies, new equipment and new processes, and gradually realize the high-quality green development of the industry.

(3) The Provincial Energy Bureau will coordinate the industrial layout and the development of the energy industry in view of the mismatch between the industrial layout and the timing of energy development, so that the industrial development and energy development will be further matched in time, space and scale, and go in the same direction, resonate at the same frequency, adapt to each other, and make two-way efforts to resolve the main contradiction between the demand for electricity and the lack of electricity supply.                  

(4) The Provincial Department of Science and Technology will thoroughly implement the major strategic deployment of the Party Central Committee and the State Council on carbon peak and carbon neutrality, fully implement the deployment arrangements of the Provincial Party Committee and the Provincial People's Government on carbon peak and carbon neutrality, and give full play to the key supporting role of scientific and technological innovation in achieving the goal of carbon peak and carbon neutrality in Yunnan Province, according to the Ministry of Science and Technology's "Action Plan for Science and Technology to Support Carbon Peak and Carbon Neutrality (2022-2030)", and jointly with relevant departments to issue the "Implementation Plan for Science and Technology to Support Carbon Peak and Carbon Neutrality in Yunnan Province" ( 2022-2030).

(5) The Provincial Department of Science and Technology will organize and plan major projects for science and technology to support carbon peak and carbon neutrality. Focusing on the key core technology needs of energy conservation, carbon reduction and efficiency improvement in key industries and key areas, as well as the green and low-carbon transformation and upgrading of traditional industries, the "2024 Guidelines for the Application of Science and Technology Plans in the Field of Carbon Peak and Carbon Neutrality" was released, and major scientific and technological projects for carbon peak and carbon neutrality were actively planned. Through scientific and technological research and application demonstration, we will strive to break through a number of key core technologies, greatly improve our province's green and low-carbon independent innovation capabilities, enhance the key core collaborative technology research capabilities of energy conservation, pollution reduction and carbon reduction, and promote the green and low-carbon upgrading of key industries.

(6) The Provincial Development and Reform Commission will guide and promote the traceability of green electricity consumption as a provincial standard, and provide strong support for export-oriented industries such as aluminum and silicon to actively respond to carbon tariffs. At the same time, strengthen the "double carbon" training and promote the construction of talent team. This year, the province will organize and carry out a number of "double carbon" seminars to further expand the "double carbon" work training and stimulate the innovation and creativity of the "double carbon" team and personnel in our province.
