The joint force of air pollution prevention and control is not strong enough, and the situation of individual departments fighting alone has not been effectively reversed, resulting in a weak emergency response to pollution. The implementation of "one post and two responsibilities" for ecological and environmental protection is not in place, such as the prevention and control of pollution from mining and ecological restoration, and the lack of strict control of water ecological environment. There is still a gap between the handling of environmental petitions and the expectations of the masses, and the repeated reports of the inspectors and previous inspectors account for 13%, and the dissatisfaction rate of the masses with the random inspection and return visits is as high as 47%.

Second, the shortcomings of ecological and environmental infrastructure are still prominent.

The problem of township sewage treatment plants has not been effectively solved, the problem of imperfect pipe network construction is widespread, the sewage collection rate is low, some township sewage treatment plants have been running at low concentration and low load for a long time, and the phenomenon of direct discharge of domestic sewage occurs from time to time. The sewage treatment capacity of some counties (districts) and industrial parks is seriously insufficient, and the average daily sewage treatment capacity of the Pubei County Sewage Treatment Plant in 2022 exceeded 18% of the design treatment capacity; The sewage treatment capacity of the Real Madrid Industrial Park and the new urban area of Qinbei District is seriously insufficient; The sewage of Quanshui Town Industrial Park and Beibu Gulf Forest Industrial Park in Pubei County is treated by the township sewage treatment plant, and the sewage treatment plant is currently overloaded. The follow-up rectification of the problem of harmless disposal of domestic waste is weak, the collection and transportation rate of domestic waste in Lingshan County is low, the effect of harmless disposal is greatly reduced, and a large number of open burning garbage is still in most towns and towns; The construction of the first phase of the domestic waste incineration power generation project in Pubei County is progressing slowly.

The environmental quality of Maowei seawater has not improved significantly, and the water quality of Maowei Hai state-controlled assessment points is still from the fourth category to the fourth category, which is still far from the remediation goal. In 2022, Qinzhou City investigated 59 of the 116 sewage outlets with water discharge in the built-up areas of the city, and the effluent quality was inferior to Class V. The problem of marine garbage pollution has not been effectively solved, and there are still marine garbage on both sides of Sandun Highway and on the side of Sanniang Bay Scenic Area. Lingshan County aquaculture manure disposal and utilization control is not effective, the livestock and poultry breeding development plan is not compiled, and the environmental carrying capacity and livestock and poultry breeding pollution prevention and control requirements are not scientifically considered, and the breeding manure poses a threat to the surrounding water ecological environment.

Fourth, there are still weak links in the ecological security barrier.

The forest chief system has not been implemented in detail. The quality of the compilation of task lists for individual township level forest chiefs is not high, and some county-level or township-level forest chiefs are not clear about the areas of responsibility or task lists. The problem of encroachment on nature reserves has occurred from time to time, the problem of illegal breeding in the Maoweihai Mangrove Autonomous Region-level Nature Reserve has been repeatedly cleared and cleared, the use of forest land in the Nawu Mountain Fire Prevention Road Project in Qinzhou, Guangxi Province has exceeded the approved scope, and Guangxi Shunjie Real Estate Development Co., Ltd. has destroyed the original vegetation of the forest park in the Linhu Autonomous Region Forest Park in Qinzhou, Guangxi without authorization. The investigation and rectification of environmental risks and hidden dangers is not thorough enough, the construction progress of the fly ash landfill area supporting the incineration power generation project in Lingshan County is seriously lagging behind, and the Qinzhou Petrochemical Industrial Park has not built a public accident emergency pool, and there is an environmental risk of accident leakage or direct discharge of fire-fighting wastewater.

The inspector requested that Qinzhou City should thoroughly study and implement Xi Jinping Thought on Ecological Civilization and the spirit of the National Conference on Ecological and Environmental Protection, comprehensively promote the construction of a beautiful China, and accelerate the modernization of harmonious coexistence between man and nature. It is necessary to continue to improve the ability of ecological and environmental governance, fight the battle of pollution prevention and control in depth, accelerate the completion of environmental infrastructure shortcomings, and vigorously promote the comprehensive management of key river basins and sea areas. Strictly control the blind launch of the "two high" projects, further promote structural optimization and adjustment, and jointly promote carbon reduction, pollution reduction, green expansion and growth.

The inspector stressed that the Qinzhou Municipal Party Committee and the Municipal People's Government should study and formulate a rectification plan according to the inspector's report, and submit it to the Party committee and government of the autonomous region within 45 working days after the report is feedback.
