Recently, the National Development and Reform Commission and other ten departments jointly issued the "Implementation Plan for Green and Low-Carbon Advanced Technology Demonstration Projects" (hereinafter referred to as the "Plan"). The plan proposes to lay out a number of projects with leading technology, outstanding emission reduction effects, synergistic pollution and carbon reduction, and obvious demonstration effects, and clarifies the key directions, safeguard measures, and organization and implementation methods of green and low-carbon advanced technology demonstration projects.
To promote carbon peak and carbon neutrality, scientific and technological innovation and technology application are the key supports. The promotion and application of green and low-carbon technologies should go through three stages: technology research and development, demonstration and guidance, and large-scale promotion, with public funds paying more attention to front-end technology research and development, and social capital paying more attention to the application of mature technologies, while the intermediate link from "out of the laboratory" to "going to marketization" is still relatively weak.
At present, the application of advanced and applicable green and low-carbon technologies faces problems such as high technical costs, large capital investment, and imperfect support policies, and it is urgent to strengthen support and guidance. The implementation of green and low-carbon advanced technology demonstration projects, and the layout of a number of demonstration projects with leading technical level, outstanding emission reduction effects, obvious demonstration effects, and synergistic pollution reduction and carbon reduction, are not only conducive to the application and promotion of advanced and applicable technologies, but also conducive to improving the business model and policy environment that support the development of green and low-carbon new industries and new business forms, and are key measures to promote the formation of competitive advantages in green and low-carbon industries.
The Plan divides green and low-carbon advanced technologies into three categories according to source carbon reduction, process carbon reduction, and terminal carbon sequestration.
The first is carbon reduction at the source. China's energy activities account for more than 80% of the overall carbon emissions, based on the basic national conditions of coal-based, starting from the requirements of accelerating the green and low-carbon transformation of the energy structure, the "Plan" puts forward four key directions: advanced demonstration of non-fossil energy, clean and efficient development and utilization of fossil energy, advanced power grid and energy storage demonstration, and green hydrogen carbon reduction demonstration.
The second is the process of carbon reduction. Industrial production, building operation, transportation, etc. are the main links in energy consumption and carbon emissions, the "plan" in the three fields of industry, construction, transportation at the same time, but also put forward the pollution reduction and carbon reduction synergy and low-carbon (near zero carbon) park two key directions.
The third is terminal carbon sequestration. Carbon dioxide capture, utilization and storage (CCUS), as a technology that can achieve deep carbon dioxide emission reduction and resource utilization, is one of the "bottom-up" technologies to support the goal of carbon neutrality. The Plan proposes three key directions: whole-process large-scale CCUS demonstration, advanced and efficient carbon dioxide capture demonstration, carbon dioxide resource utilization and carbon sequestration demonstration.
The Plan proposes three support measures. First, financial support. For demonstration projects that belong to fixed asset investment projects, we will make overall use of the existing investment channels in the central budget to actively support eligible demonstration projects, and include eligible demonstration project infrastructure construction projects in the scope of local government special bond support. At the same time, all regions are encouraged to strengthen support for the construction of demonstration projects through budgetary investment and other financial funding channels. The second is financial support. Strengthen financial and tax policy support, actively play the role of green financial products such as carbon emission reduction support tools and climate investment and financing, guide financial institutions to provide financial support for eligible projects, and implement insurance compensation mechanisms such as the country's first (set) major technical equipment. The third is the guarantee of other elements. Strengthen the guarantee of energy-using factors, take the effect of carbon emission reduction as a key consideration factor in the review of energy conservation, strengthen the guarantee of land use factors, and encourage local governments to explore flexible land supply methods such as flexible term transfer, long-term lease, first lease and then concession, and combination of lease and concession to ensure land demand.
The plan proposes the division of labor between key directions and safeguard measures, and clarifies the work requirements for project organization declaration, project selection and promotion, project management, and experience promotion.
