Recently, the Ecological Environment Bureau of Huangshan City, Anhui Province has made in-depth plans for the key work in 2024 with the "five emphasis" to keep integrity and innovation.

Pay attention to top-level design. In accordance with the goal of building a beautiful China at the 20th National Congress of the Communist Party of China and the National Conference on Ecological and Environmental Protection, we will implement the decision-making and deployment of the construction of Beautiful China and Beautiful Anhui, compile and issue the "Beautiful Huangshan Construction Planning Outline (2023-2035)", solidly promote the construction of an ecologically strong city with beautiful mountains and rivers, and make every effort to build Huangshan into a model of ecological civilization construction with green economy, beautiful environment, beautiful ecology, harmonious homeland and beautiful culture.

Focus on precision, efficiency and stability. On the basis of maintaining the leading quality of the ecological environment in the country, we will continue to improve the stability with more accurate and efficient pollution prevention and control measures. In terms of blue sky, air pollution control will be carried out in a more refined and coordinated manner. We will further promote the on-site tracking research of "one city, one policy" for the atmosphere, and strive to make a major breakthrough in the mechanism of ozone formation. Carry out coordinated treatment of VOCs and nitrogen oxides, and strive to reduce PM_2.5Concentration. At the same time, we will further improve the long-term mechanism for rectifying the problems at the "doorstep" of the masses. In terms of clear water, we will systematically promote the governance of water resources, water environment and water ecology with the river basin as a unit, formulate a system management plan for the Zhanchuan River, a tributary of the Xin'an River, and explore experience for the extension of water environment governance to the tributaries. Carry out rural domestic sewage treatment according to local conditions, plan and implement nitrogen and phosphorus interception projects, strengthen the prevention and control of agricultural non-point source pollution, and make every effort to eliminate black and odorous water bodies in rural areas. In terms of pure land, we will take the creation of a "zero-waste city" as the starting point, strengthen the prevention and control of soil pollution sources, strengthen the protection of groundwater environment, and do a good job in the reduction, recycling, and harmless treatment of solid and hazardous waste, so as to effectively protect the "pure land" of Huangshan.

Pay attention to joint protection and joint governance. Vigorously implement the three-year action of ecological protection and improvement in the Xin'an River Basin, and solidly promote eight special actions such as the traceability and rectification of sewage outlets into the river, so as to ensure that the section of Xin'an River Street Mouth is stable and up to standard. We will thoroughly implement the Plan for the Joint Protection of the Water Ecological Environment in the Xin'an River Basin, continue to carry out joint monitoring, joint law enforcement, and emergency response, improve and innovate the joint prevention and control mechanism for cross-border pollution in Huangjiang and Hangzhou, and improve the level of joint protection and governance in Huangjiang and Hangzhou. Further explore the cooperation mechanism of ecological co-protection. It is planned to compile the Huangshan-Huaiyushan (Anhui part) biodiversity conservation plan, which is well connected with the Zhejiang plan, and actively explore the establishment of a cooperation mechanism for the joint conservation of biodiversity in the Yangtze River Delta region.

Focus on playing a good first move. Promote the construction of EOD projects, accelerate the construction of 7 EOD projects that have been put into storage, fully support the planning and declaration of EOD projects in the high-tech zone, continue to do a good job in the review and guidance of new EOD projects, and ensure that the construction of EOD projects in Huangshan City has achieved tangible results. To promote biodiversity conservation, take the district and county as the unit, take the lead in launching the global biodiversity background survey in the province, and release the latest survey results in a timely manner, so as to provide a scientific basis for biodiversity conservation, management and decision-making in Huangshan City, and lay a solid foundation for the next step to promote the transformation of biodiversity resource value. Plan and implement major ecological protection and restoration projects such as biodiversity conservation, accelerate the construction of the Yangtze River Delta regional biodiversity experience exhibition center, and effectively improve the level of ecological protection and utilization. Deepen the trading of emission rights, standardize and orderly implement the trading of water and air emission rights in the city, fully assist the Anhui Provincial Ecological Products Exchange to build the province's emission rights trading market, and accelerate the construction of a regional green ecological product trading center in the Yangtze River Delta. Actively and steadily promote the "dual carbon", start the tracking and evaluation of the effectiveness of pollution reduction and carbon reduction in development zones at or above the provincial level and the research on the collaborative control path of pollution reduction and carbon reduction, actively promote the construction of a carbon inclusive system, explore and carry out zero-carbon pilot projects such as zero-carbon institutions, zero-carbon communities, zero-carbon scenic spots, and zero-carbon events, and carry out in-depth basic research on carbon emissions such as carbon sink accounting.

Strengthen the supervision of waste gas in chemical parks, accelerate the investigation and rectification of environmental problems in chemical parks in Huizhou District and Shexian County, implement the source treatment and systematic management of waste gas problems in chemical parks with stricter standards, build an intelligent and grid-based online monitoring network, and realize the integrated supervision of parks and enterprises. Strengthen the supervision of river outlets, based on the traceability and rectification of river outlets, plan and implement standardized construction projects for river outlets, establish an online monitoring system covering all outlets, and achieve dynamic and intelligent supervision. Strengthen the supervision of environmental emergencies, comprehensively investigate and sort out the environmental risks and hidden dangers related to drinking water sources and key pollution sources, improve and improve the risk source database, continue to carry out cross-regional emergency drills for environmental emergencies, and improve the ability to respond to environmental emergencies. Strengthen the rectification and supervision of outstanding ecological and environmental problems, establish a city-wide "1+1+N" database of outstanding ecological and environmental problems, dynamically update information on various problems, form a management system for outstanding ecological and environmental problems throughout the life cycle, and further consolidate the effectiveness of rectification of problems that are real, real, and thorough.
