Our district has completed the total emission reduction target of major pollutants in the "14th Five-Year Plan" ahead of schedule
On January 11, the reporter learned from the Department of Ecology and Environment of the Autonomous Region that the quality of the ecological environment in Ningxia improved steadily last year, the proportion of good days in prefecture-level cities remained above 80%, the proportion of heavily polluted days was controlled at 0.2%, and the concentration of PM_2.5 ranked among the top in the country.
Last year, our district made new breakthroughs in green and low-carbon transformation and pollution prevention and control. The Department of Ecology and Environment of the Autonomous Region has strengthened the service guarantee of environmental impact assessment of construction projects, completed the four-level linkage examination and approval and filing of 5,405 projects, and effectively helped promote a number of major projects such as the flood control project at the eastern foot of Helan Mountain. Through the continuous and in-depth fight of the four landmark battles of blue sky, clear water, pure land, solid waste and new pollutant treatment, our district has implemented 243 air pollution prevention and control projects, remediated 946 sewage outlets into the Yellow River, and the Yuhe River has been rated as an excellent case of beautiful rivers and lakes in the country, and has taken the lead in releasing a list of chemical substances for priority assessment at the provincial level, with the safe utilization rate of polluted cultivated land reaching 100% and the rural domestic sewage treatment rate reaching 35.65%, which is at the leading level among the five provinces and regions in Northwest China.
Our district has further optimized the allocation of environmental resources by further promoting the reform of pollutant discharge rights, carbon emission rights, and the reform of the compensation system for ecological and environmental damage. Mobilizing all aspects of the force to participate in ecological construction, our district has successfully incorporated the ecological environment-led economic development (EOD) project in the eastern area of Yinchuan City and the comprehensive ecological management and supporting industry development (EOD) project in the Jinshan area of Helan Mountain (eastern foothills) into the national ecological and environmental protection financial support project database, with a total investment of 5.231 billion yuan. New progress has also been made in the rectification of outstanding environmental problems in our district, including the second round of feedback from the central ecological and environmental protection inspectors in 2023, 27 of the 29 rectification tasks in 2023 have been completed, 1,240 complaints from the masses have been completed, and Zhongwei Meiliyuan Water Co., Ltd. has been delisted for supervision, and all the problem points in nature reserves have been rectified and repaired. By cracking down on environmental violations, 387 cases were filed and punished, with a fine of 47.06 million yuan.
This year, our district will focus on strengthening source control, multi-pollutant collaborative control and regional pollution collaborative governance, adhere to the equal emphasis on protection and governance, and actively promote the remediation of black and odorous water bodies at the county level, the construction of major projects for soil pollution source control, the comprehensive improvement of the rural environment, and the comprehensive treatment of solid waste, so as to continuously improve the quality of the ecological environment.
