Guangdong's ambient air quality continues to rank first among the six major economic provinces

The Department of Ecology and Environment of Guangdong Province recently released the "2023 Communiqué on the Status of the Ecological Environment of Guangdong Province" (hereinafter referred to as the "Communiqué"). According to the Communiqué, the concentrations of six major pollutants in Guangdong's atmosphere have fully met the standards for nine consecutive years, with an AQI compliance rate of 94.8%, ranking second in the country in terms of improvement2.5The concentration was 21 micrograms/cubic meter, a significant decrease of 27.6% compared with the same period of the 13th Five-Year Plan (real), and the ambient air quality continued to maintain the first place among the six major economic provinces. The air quality of the six cities of Huizhou, Shenzhen, Zhuhai, Zhongshan, Zhaoqing and Dongguan ranks among the top 20 among 168 key cities in China. The main pollutant in the province is O3(75.1% of the primary pollutant), followed by PM10(12.3%) and PM2.5(8.7%).

In terms of water environment, the excellent water quality rate of surface water sections in Guangdong Province was 92.6%, an increase of 5.3 percentage points compared with the beginning of the 14th Five-Year Plan period, and the proportion of inferior V. sections was completely cleared, the proportion of areas with excellent water quality in coastal waters reached 92.3%, the best level in 20 years, and the proportion of areas with excellent water quality in the Pearl River Estuary reached 77.8%, reaching the target of the 14th Five-Year Plan for the first time. Guangdong has also overfulfilled the task of investigating sewage outlets into the river, and the total amount of central water pollution prevention and control awards and subsidies ranks first in the country.

The "Announcement" mentioned that in 2023, Guangdong Province will comprehensively strengthen the treatment of new pollutants, set up a provincial-level new pollutant treatment team covering 12 government departments, and hire Academician Wu Fengchang and Academician Yu Gang as members of the first provincial expert committee. Completed the first round of statistical survey on environmental information of chemical substances, covering 4,014 types of chemical substances in 122 types of small industries. In 2023, the number of enterprises in the province will be 15,800, ranking first in the country. The country's first new pollutant analysis and testing platform was built.

In 2023, Guangdong Province will deepen carbon emission trading, organize 200 emission control enterprises to carry out carbon emission information reporting verification and compliance work, with a compliance rate of 100%, and the Guangdong carbon market will successfully complete the tenth compliance period. As of December 31, 2023, the cumulative trading volume of carbon emission allowances in Guangdong Province was 224 million tons, with a cumulative turnover of 6.368 billion yuan, ranking first in the national regional carbon market. Actively promote the working mechanism of carbon inclusiveness, launch the first mangrove carbon inclusive methodology in the country, and expand the coverage of carbon inclusive certified emission reduction declaration areas to the whole province. By the end of 2023, a total of 2,474,600 tons of carbon inclusive certified emission reduction filings have been issued, increasing revenue by more than 5,347 yuan.
