Industry is the foundation of a country and a strong country, and industrialization is the foundation of modernization. The report of the 20th National Congress of the Communist Party of China proposed that by 2035, new industrialization will be basically realized, emphasizing that the focus of economic development should be on the real economy, promote new industrialization, and accelerate the construction of a manufacturing power, a quality power, a space power, a transportation power, a network power, and a digital China.
The new industrialization is to promote industrialization on the basis of low carbon, which needs to fundamentally change the traditional industrial path, and should take scientific and technological innovation first, efficient use of resources as the key, and sustainable development as the basis, so as to achieve high scientific and technological content, good economic benefits, low resource consumption, less environmental pollution, and give full play to the advantages of human resources, and realize the consideration and unity of these aspects. Therefore, promoting new industrialization is an important way to help achieve the goal of carbon neutrality.
Improve quality and efficiency and reduce carbon emissions. With the implementation of the concept of high-quality development as the core, the new industrialization puts more emphasis on quality and efficiency, and promotes the manufacturing industry to accelerate its progress to the middle and high end of the value chain, so as to achieve the effects of improving quality and efficiency, energy conservation and carbon reduction. The main goal of traditional industrialization is to promote growth and industrial structure transformation, while new industrialization gives more prominence to the quality of growth and transformation, promotes systematic and holistic changes in production factors, resources and environment and production methods, and creates a new industrialization development pattern that prioritizes quality and efficiency, independent innovation, digital and real integration, green and low-carbon, and coordinated development. Therefore, to promote the construction of new industrialization in the new era, we must adhere to the high-quality development with innovation as the first driving force, coordination as the endogenous characteristic, green as the universal form, openness as the only way, and sharing as the fundamental purpose, and reflect the requirements of high-quality development in the economic, social, cultural, ecological and other fields. At the same time, it is necessary to correctly grasp the relationship between ecological environmental protection, climate change response and economic development, and guide the green and low-carbon development of industry.
Scientific and technological innovation to reduce carbon emissions. New industrialization takes the promotion of scientific and technological innovation as the fundamental driving force, attaches more importance to R&D investment, and promotes the R&D and application of digital economy and green and low-carbon technologies. It is necessary to focus on ecological optimization, cultivate innovative subjects, pay close attention to transformation efficiency, strengthen platform traction, and optimize talent management to provide impetus for new industrialization. We will continue to strengthen the dominant position of enterprises in scientific and technological innovation, promote the agglomeration of innovation elements to enterprises, encourage enterprises to carry out key core technology research, promote the deep integration of innovation chain and industrial chain, and enhance the power and vitality of promoting new industrialization. With intelligent manufacturing and green manufacturing as the main direction, cultivate a number of energy-saving, carbon-reduction and new energy technology product research and development entities, carry out the research and development, demonstration and industrial application of low-carbon, zero-carbon and carbon-negative and energy storage new materials, new technologies and new equipment technologies, and accelerate the innovation and digital transformation of low-carbon processes in the industrial field.
Green transformation and carbon reduction. The new industrialization takes green and low-carbon development as the fundamental direction, and puts more emphasis on "green" forward. Traditional industrialization mainly focuses on how to solve the problem of environmental pollution caused by industry, and pays less attention to reducing carbon emissions, while new industrialization emphasizes green and low-carbon development. At present, China has built more than 3,600 national green factories, and the average solid waste disposal utilization rate of green industrial parks exceeds 95%. In the future, it is still necessary to promote the deep integration of digitalization and greening, modern service industry and green manufacturing, green consumption demand and green product supply, actively develop low-carbon technologies, low-carbon processes and low-carbon products, forge new industrial competitive advantages, and make green and low-carbon the ecological background of new industrialization.
Digital empowerment and carbon reduction. The new industrialization takes the development of digital intelligence as an important starting point, puts more emphasis on the deepening of digital transformation, and promotes the all-round and in-depth empowerment of artificial intelligence to new industrialization. Digital technology has become an important force to promote the improvement of efficiency, quality and core competitiveness in the industrial field. Promoting the deepening and upgrading of industrial digital transformation has become an inevitable choice to promote new industrialization, adhere to the industrialization driven by informatization, promote informatization with industrialization, anchor the main direction of intelligent manufacturing, and promote digital transformation to intelligent upgrading. At the same time, the digital economy can achieve "control the increment" and "reduce the stock" of carbon emissions by reducing unnecessary economic activities, optimizing energy use, incentivizing low-carbon behaviors, and guiding the flow of funds. Therefore, it is necessary to use the new generation of information technology such as big data, cloud computing, and artificial intelligence to empower the development of new industrialization, and cultivate and expand a number of new industries, new formats, and new models with good economic benefits, strong carbon reduction capabilities, and great growth potential.
