Commentary: Cultivate and expand the new quality productive forces for the construction of a beautiful China

General Secretary Xi Jinping pointed out at the Central Economic Work Conference that it is necessary to promote industrial innovation with scientific and technological innovation, especially to use disruptive technologies and cutting-edge technologies to generate new industries, new models and new momentum, and develop new quality productive forces.

The so-called new quality productivity is a contemporary advanced productive force born by technological revolutionary breakthroughs, innovative allocation of production factors, and deep industrial transformation and upgrading, which takes the qualitative change of laborers, labor materials, labor objects and their optimal combination as the basic connotation, with the improvement of total factor productivity as the core symbol, and scientific and technological innovation as an important starting point, getting rid of the traditional growth path and meeting the requirements of high-quality development.

The harmonious coexistence of man and nature is the essential requirement of Chinese modernization, and the key to Chinese modernization lies in scientific and technological modernization. The formation of new quality productivity is not only an inevitable requirement for seizing the opportunity of a new round of scientific and technological revolution and industrial transformation, but also the only way to comprehensively promote the construction of a beautiful China and accelerate the modernization of harmonious coexistence between man and nature. At present, China's economic and social development has entered a stage of high-quality development to accelerate greening and low-carbonization, but the construction of ecological civilization is still in a critical period of superimposed pressure and heavy burden, and the structural, root cause and trend pressure of ecological environmental protection has not been fundamentally alleviated. We must plan and promote the ecological and environmental protection work on the new journey with a higher position, a wider vision and greater efforts, put the construction of a beautiful China in a prominent position in the construction of a strong country and national rejuvenation, cultivate and expand the new quality productivity of the construction of a beautiful China, and write a new chapter in the construction of ecological civilization in the new era.

In the strategic layout of governance, priority should be given to the construction of a beautiful China, ensuring sufficient investment intensity, and giving priority to the development of scientific and technological forces that support the construction of a beautiful China. Give full play to the leading force of scientific and technological innovation, vigorously enhance the ability of scientific and technological innovation to support high-level protection of the ecological environment and high-quality economic and social development, and unswervingly follow the development path of ecological civilization that is innovation-driven, technology-led, green and low-carbon. Accelerate the green and low-carbon transformation of the development mode, develop and expand the green and environmental protection industry, form a climate-friendly industrial structure, production mode and consumption mode with high scientific and technological content, low resource consumption, low environmental pollution, and actively seize the commanding heights of the development of new quality productivity. Encourage enterprises to accelerate the transformation of digital intelligence, green and low-carbon, widely apply new production tools such as big data, blockchain and artificial intelligence, and accelerate the quality and upgrading of the environmental protection industry. We will build a new type of workforce, cultivate strategic talents who can create new quality productivity in the process of building a beautiful China, and apply talents who can master new quality production materials, and continuously improve the green competitiveness of the industry.

We will unswervingly follow the path of ecological priority and green development. Enhance the coordination of industrial policies, effectively mobilize the enthusiasm of all parties, stimulate the vitality of production factors such as labor, knowledge, technology, management, data and capital, and promote the green development of industries from various aspects such as policy, technology and market. Replace traditional factors of production such as natural resources and energy with new factors of production such as knowledge, technology, management, and data, strive to improve total factor productivity, and guide the smooth flow and efficient allocation of various advanced and high-quality factors of production to the development of new quality productivity. We will expand high-level opening-up and increase imports of advanced ecological and environmental governance, low-carbon technologies and infrastructure, as well as productive services such as R&D and design, and environmental services. Actively build a cross-border cooperation platform for ecological and environmental cooperation, carry out environmental technology exchanges and cooperation, link global innovation resources and elements, and help the global economy recover in the green and low-carbon era in the post-epidemic era. Vigorously develop green finance, make full use of market-oriented and fiscal and tax means such as carbon emission trading and environmental protection tax, accelerate the promotion and application of advanced green technologies, and improve the green level of the entire industrial chain and supply chain.

Smooth the virtuous cycle of education, science and technology, and talents, better reflect the orientation of knowledge, technology, and human capital, and promote the deep integration of industrial chain, capital chain, and policy chain. We will build a green and low-carbon development highland, actively and steadily promote carbon peak and carbon neutrality, and build a low-carbon energy system, production system and consumption system. Promote the breakthrough and transformation of forward-looking, innovative and disruptive environmental protection technologies such as new energy technology, energy-saving technology, carbon capture and carbon sequestration technology, and cultivate new momentum for green economic development in the green transformation.
