Implementation Plan for Carbon Sequestration in Agriculture and Rural Areas of Beijing
This plan is formulated in order to implement the "Implementation Plan for Carbon Reduction and Sequestration in Agriculture and Rural Areas" issued by the Ministry of Agriculture and Rural Affairs and the National Development and Reform Commission and the "Implementation Plan for Carbon Peaking in Beijing" issued by the Beijing Municipal Government, promote the city's agricultural and rural carbon emission reduction and sequestration work, promote the green and high-quality development of agriculture and rural areas, and accelerate the realization of the city's "double carbon" strategic goal.
1. General requirements
(1) Guiding ideology
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China, thoroughly implement Xi Jinping Thought on Ecological Civilization, based on the actual development of agriculture and rural areas in the city, on the premise of ensuring food security and the supply of major agricultural products, and taking the implementation of major actions to reduce emissions and sequester carbon as the starting point, reduce the intensity of greenhouse gas emissions, improve the carbon sequestration capacity of farmland soil, promote the use of renewable energy, promote the green and high-quality development of agriculture and rural areas, and contribute to the smooth implementation of the city's "double carbon" strategy. It provides strong support for comprehensively promoting rural revitalization and promoting the construction of ecological civilization.
(2) Basic principles
1. Adhere to the overall promotion of agriculture and rural areas. Agricultural and rural carbon emission reduction and sequestration should consider and plan the sustainable development of agriculture and rural energy conservation and emission reduction as a whole, and jointly promote the green and low-carbon development of agriculture and rural areas.
2. Adhere to the coordinated promotion of production ecology. Ensure the stable supply of grain, vegetables, livestock and poultry and other agricultural products, and do not simply reduce the scale of production to achieve emission reduction targets. Continuously improve agricultural production efficiency, increase the proportion of green and organic agricultural products, and achieve synergy between ensuring supply and reducing emissions and increasing efficiency.
3. Persist in classifying and advancing according to local conditions. According to the different characteristics of location, functional positioning, resources, industries, etc., differentiated agricultural and rural emission reduction strategies should be formulated according to local conditions to achieve the optimal effect of emission reduction and carbon sequestration.
4. Adhere to the coordinated promotion of the market and the government. To meet the market demand for green and organic agricultural products, actively formulate support policies for agricultural and rural emission reduction priorities, and form an effective incentive and restraint mechanism.
(3) Overall objectives
By 2025, the technical system for green agricultural development will be gradually established, the policy support and guarantee system will be gradually improved, the emission intensity of agricultural products per unit of planting and breeding will be stable and decreasing, the carbon sequestration capacity of farmland soil will continue to increase, the energy efficiency of agricultural and rural production and living will continue to improve, the supply of green products will increase significantly, the average quality grade of cultivated land will increase steadily, the utilization rate of chemical fertilizers for major crops will reach 43%, and the comprehensive utilization rate of straw and livestock and poultry manure will reach 98.5% and 95% respectively.
By 2030, a clean, low-carbon, energy-saving, high-efficiency, and green development agricultural development model will be basically established, the policy system for green and low-carbon development of agriculture will be basically sound, the emission intensity of energy per unit of agricultural products and agricultural and rural production and living energy will be further reduced, the carbon sequestration capacity of farmland soil will be significantly improved, and the green transformation of agriculture and rural areas will be basically realized, and the demonstration and leading role will be further enhanced.
Second, key tasks
(1) Emission reduction and carbon reduction in the planting industry
Promote the reduction and efficiency of chemical fertilizers and pesticides, and improve the efficiency of nitrogen fertilizer. Develop high-efficiency and water-saving agriculture, and strengthen the resource utilization of straw, tail vegetables, and fruit tree branches. Carry out monitoring of the environment, greenhouse gas emissions, and farmland carbon sequestration points. Develop "three products and one standard" for agricultural production, and start a green and organic brand of agriculture.
(2) Emission reduction and carbon reduction in aquaculture
Promote breed improvement, implement feed regulation and emission reduction, improve feed remuneration, and reduce intestinal methane emissions from ruminants. Promote the resource utilization of livestock and poultry manure, promote the healthy breeding mode of aquatic products, and promote the development of planting and breeding circular agriculture. Promote the reduction and utilization of veterinary drugs. Establish monitoring points for emission reduction in aquaculture. Expand the scale of production of green organic livestock, poultry and aquatic products.
(3) Farmland carbon sequestration and expansion
Strengthen the construction of high-standard farmland, promote the concentration of fields and soil improvement. Vigorously promote measures such as straw returning to the field and organic fertilizer application, establish an ecologically efficient agricultural farming system, and improve the content of soil organic matter in farmland.
(4) Energy conservation and emission reduction of agricultural machinery
Intensify the scrapping and renewal of agricultural machinery, further optimize the structure of agricultural machinery and equipment, promote high-performance, low-carbon and energy-saving agricultural machinery and equipment, and improve the efficiency of agricultural machinery operations. Accelerate the upgrading and application of green and duplex agricultural machinery and equipment, and promote the intelligent development of agricultural machinery.
(5) Rural energy consumption and waste treatment and emission reduction
Strengthen the development and utilization of new energy in rural areas, and carry out the demonstration and application of green energy-using technologies such as solar energy and geothermal energy. Carry out the renovation of rural housing safety and energy-saving, and promote the construction of green and low-carbon rural housing. Improve the rural domestic waste collection, transportation and disposal system, and strengthen the organic connection between the rural toilet revolution and domestic sewage treatment.
3. Major actions
(1) Actions to reduce the amount of agricultural inputs and increase efficiency
Promote the reduction and efficiency of chemical fertilizers, promote the application of new fertilizers such as special fertilizers and microbial fertilizers, promote efficient fertilization technologies such as formula fertilization and seed fertilizer co-sowing, promote the substitution of advanced fertilization machinery, reduce the intensity of chemical fertilizer use, promote the reduction and efficiency of nitrogen fertilizers, and reduce nitrous oxide emissions. Promote the reduction and efficiency of pesticides, strengthen the construction of professional plant protection service organizations, establish a technical system of green and efficient integration throughout the process, promote the application of green prevention and control technologies, promote the use of new and efficient plant protection machinery, reduce the intensity of pesticide use, and reduce greenhouse gas emissions. Promote the reduction of veterinary drugs, strengthen the supervision of the use of veterinary drugs, strictly prohibit the use of drugs beyond the scope and dose, promote new products of low-toxicity and non-residue veterinary drugs, and guide farms to correctly choose alternative products. Promote high-efficiency water-saving agriculture, popularize water-saving and drought-resistant varieties, develop dryland and rain-fed agriculture according to local conditions, promote a series of water-saving technologies such as water and fertilizer integration, intelligent irrigation, and precision micro-irrigation and fertilization of vegetable fields, and promote water-saving projects.
(2) Aquaculture low-carbon emission reduction actions
The implementation of aquaculture feed regulation and emission reduction, the promotion of appropriate diet fine to crude ratio, the use of total mixed diet regulation technology, the appropriate addition of methane inhibitors, energy feed and protein feed, inhibition of rumen fermentation, the promotion of livestock and poultry aquatic feed nutrition regulation, nutrition precision supply technology, the promotion of high-yield and low-emission livestock and poultry varieties. Promote the resource utilization of livestock and poultry manure, transform the water, manure storage and sewage collection facilities of farms, improve the storage and transportation system, and promote manure compost fermentation technologies such as closed fermentation and film compost fermentation. Promote the green and healthy aquaculture model of aquatic products, strengthen the treatment and technical support of aquaculture tailwater, and standardize the setting of aquaculture tailwater outlets. The development of planting and breeding circular agriculture, the overall coordination of the surrounding environmental carrying capacity and waste absorption conditions, the construction of manure returning to the field and the use of planting and breeding base, the formation of planting and breeding, the combination of agriculture and animal husbandry of the modern circular agriculture model.
(3) Green energy-saving action for agricultural machinery
Support the iterative upgrading of energy conservation and emission reduction of agricultural machinery. Eliminate old agricultural machinery with high energy consumption, heavy pollution and low safety, and promote the application of advanced, applicable, energy-saving and carbon-sequestrating, safe and reliable agricultural machinery. Optimize the structure of agricultural machinery and equipment, and promote the popularization and application of diesel agricultural machinery and other energy-saving agricultural machinery with the "National IV" emission standard. Promote the application of green agricultural machinery technology, carry out green machinery test demonstration, and promote the intelligence of agricultural machinery. Promote the application of intelligent equipment such as autonomous driving, fine leveling of farmland, precision sowing, variable fertilization, precise spraying, intelligent monitoring of facilities and precise harvesting operations. Support farmers and agricultural machinery socialization service organizations to purchase new intelligent agricultural machinery equipment, and at the same time intelligently upgrade traditional agricultural machinery and equipment with transformation conditions.
(4) Farmland carbon sink improvement actions
Strengthen the construction of high-standard farmland, improve the flatness of farmland, improve the soil, renovate field roads, improve farmland shelterbelts, support farmland power transmission and distribution facilities, and build and renovate water transmission and distribution pipes, drainage ditches, pumping stations and canal system buildings. Promote the application of organic fertilizer in farmland, promote the substitution of organic fertilizer in grain and vegetable production, and enhance the stability of soil aggregates and the storage capacity of organic carbon. Establish an ecologically efficient agricultural farming system, promote technologies such as less no-tillage, straw returning, green manure planting, and subsoiling and land preparation, so as to improve the content of soil organic matter.
(5) Comprehensive utilization of straw
We will continue to carry out the creation of key areas for the comprehensive utilization of crop straw, establish a sound straw collection, storage and transportation system, build a straw collection, storage and supply network with full coverage at the municipal level, and improve the comprehensive utilization of straw. Promote technologies such as straw bio-organic fertilizer and straw green (yellow) storage, and promote the high-quality and efficient use of crop straw. Promote the fertilizer utilization of waste such as tail vegetables, fruit tree branches, and fungus residues.
(6) Renewable energy substitution actions
Accelerate the use of clean energy in rural areas, promote the application of coal-to-clean energy heating technology, and basically complete the transformation of clean energy for winter heating in rural areas in the remaining mountainous villages that meet the conditions during the 14th Five-Year Plan period. Carry out the demonstration and application of technologies such as ground source heat pump heating, photovoltaic microgrid application, and solar thermal energy storage and warming. Demonstration and promotion of the "photovoltaic + agriculture" model, in the qualified plantation park, the solar photovoltaic power generation system, solar thermal system and new nano imitation ecological light transfer film technology are comprehensively applied to the traditional greenhouse, and the photovoltaic power station is built on the roof of the farm. Photovoltaic power generation and ground source heat pump heating can be considered as a whole for new high-efficiency facility agriculture.
(7) Supporting actions for scientific and technological innovation
Focus on the efficient utilization of agricultural waste resources, new fertilizers, agricultural deep water conservation, green prevention and control of pests and diseases, three-dimensional ecological compound planting and breeding, biological pesticide development, variety cultivation, intelligent control equipment for facility agriculture, energy-saving farmhouse renovation and other green and low-carbon key technologies. Promote technology integration and innovation, mature core technologies, and assemble and integrate a number of different varieties and different regions of carbon emission reduction and sequestration technology solutions. Accelerate the application of new generation information technologies such as artificial intelligence, Beidou, 5G, and big data in the agricultural field. With modern facility agriculture as the starting point, strengthen the support of science and technology and equipment, promote the combination of agricultural machinery and agronomy, the integration of mechanization and informatization, and the supporting of facilities and equipment and cultivation technology, so as to promote the synergy of improved seeds, good methods and good opportunities. Strengthen the transformation and application of low-carbon scientific and technological achievements in agriculture, and build a chain extension service model of "experts + agricultural technicians + demonstration bases + demonstration subjects + radiation-driven households".
(8) Actions for the construction of monitoring systems
Promote the establishment of emission reduction and carbon sequestration monitoring systems in the fields of planting, aquaculture, and renewable energy, optimize the layout of monitoring points, and carry out positioning and monitoring of methane, nitrous oxide emissions, and farmland carbon sequestration. Regularly carry out the monitoring of the value of urban modern agricultural ecological services in Beijing and the soil environment monitoring of agricultural product producing areas, and establish long-term fixed observation stations for agricultural green development. Use remote sensing measurement, big data, blockchain and other technical means to improve the statistical monitoring system of agricultural and rural carbon emission reduction and sequestration, establish a dynamic monitoring system for carbon emissions in key areas, realize the digital and intelligent management of agricultural and rural carbon emissions in the city, and ensure that the data can be measured, reported and verified.
(9) Action to ensure the quality and safety of agricultural products
Improve the construction of the agricultural standard system and continue to promote standardized production. Strengthen the routine monitoring of the quality and safety of agricultural products, implement all-round risk monitoring and supervision and spot checks, and increase the quantitative testing of agricultural products. Establish a traceability system for the quality and safety of agricultural products, accelerate the pilot promotion and application of traceability of enterprises, cooperatives and retail households, complete the docking and information interconnection with the national traceability platform, and promote the flow of self-produced agricultural products to be traceable and traceable. Establish a market price regulation mechanism for green products, comprehensively promote the certificate system for edible agricultural products, strengthen the certification and management of green and organic agricultural products, and build a green agricultural brand. Carry out special law enforcement actions such as the quality and safety of agricultural products and the bright sword of fishery administration.
(10) Rural construction actions
Promote the renovation and upgrading of old household toilets in an orderly manner, promote the transformation of rural public toilets that do not meet the standards according to local conditions, and comprehensively upgrade rural tourism toilets. Promote the source classification and reduction of rural domestic waste, and comprehensively improve the level of rural domestic waste management. Cultivate and create demonstration villages for domestic waste classification, and carry out investigation and rectification of informal garbage dumping points. Continue to promote the treatment of rural domestic sewage. Guide the villagers to carry out courtyard and village greening and beautification. Accelerate the construction of a livable and low-carbon farmhouse and farmhouse energy-saving design standard system, promote new low-carbon and energy-saving building insulation materials and energy-efficient building equipment, promote the construction of green farmhouses, prefabricated farmhouses and ultra-low energy consumption farmhouses, and vigorously improve the energy-saving and livable level of farmhouses.
Fourth, organization and implementation
(1) Strengthen organizational leadership
Establish the Beijing Municipal Leading Group for Agricultural and Rural Carbon Emission Reduction and Sequestration, which is responsible for unified leadership, overall deployment and systematic promotion of relevant work, research and review of important matters, formulation of major policies and plans, coordination and resolution of major problems, regular scheduling of various departments and key areas, and supervision and inspection of implementation. Each district has set up corresponding institutions to implement specific work.
(2) Strengthen policy creation
Increase financial subsidies for the promotion and application of organic fertilizers, green prevention and control products, cultivated land fertility protection, comprehensive utilization of straw, low-carbon agricultural machinery, rural clean energy construction, etc., establish and improve the ecological protection compensation mechanism for cultivated land and other key areas, establish a market price adjustment mechanism, improve the implementation of the paid use system of agricultural resources, continue to consolidate the achievements of the comprehensive reform of agricultural water prices, establish a standardized carbon emission statistical accounting system, and promote the inclusion of agriculture in the carbon emission trading market.
(3) Strengthen publicity and guidance
Summarize and promote typical experience and practices, form a replicable and promotable agricultural low-carbon development model, and publicize and promote it throughout the city. Give play to the role of party and government organs, enterprises, people's organizations, and social organizations, and carry out propaganda activities. Carry out online publicity through new government media, WeChat public accounts, etc.
(4) Strengthen pilot demonstrations
Establish green and low-carbon agricultural pilot projects, explore the construction of zero-carbon demonstration villages and zero-carbon demonstration parks, carry out demonstrations of new technologies and models for emission reduction and carbon sequestration, promote the engineering and industrialization of agricultural green and low-carbon technological achievements, and create pilot demonstration models for green and low-carbon development in agriculture and rural areas. Promote the creation of national agricultural green development pilot zones and ecological farms, provide operable, replicable and generalizable typical experience for agricultural emission reduction and carbon sequestration, and play a leading role in demonstration and radiation.
(5) Strengthen talent support
Establish a talent training base for agricultural green and low-carbon cutting-edge technology innovation, guide enterprises, universities and institutes, new R&D institutions and other innovative entities to take the lead in forming low-carbon agricultural social groups, and give full play to the supporting role of the innovation team of Beijing's modern agricultural industry technology system. Strengthen the promotion of agricultural technology at the grassroots level, and strengthen the demonstration and promotion of major key technologies such as energy conservation and emission reduction, green production increase, ecological and environmental protection, and quality and safety. Implement the standard improvement action of farmer cooperatives and the family farm cultivation plan, and encourage agricultural operators to carry out green production demonstrations of agricultural energy conservation and emission reduction. Improve the training mechanism for green talents, and innovate the talent training model for the promotion of green technology.
