The linkage between the top and bottom leads the new practice of green and low-carbon construction

From August 21st to 25th, I was fortunate to walk into Jinan with 11 other outstanding young representatives from my unit, the Environmental Development Center, the Climate Strategy Center and other system units of the Ministry of Ecology and Environment.

1. From passive adaptation to active response, helping to transform old and new kinetic energy

The research team walked all the way, watched, listened, and thought all the way, and saw the biggest change, felt the deepest shock, and talked about the most "I didn't expect". The Party School of Shandong Provincial Party Committee adopts a number of world-advanced green and energy-saving ecological technologies such as passive ultra-low energy buildings, sponge cities, and ecological restoration, and plans and constructs according to German Industry 4.0 standards, and integrates the world's most cutting-edge design concepts and building technologies with the integrated industrial ecological development model of "production, education, research, exhibition, supply and marketing". The "Heidelberg" low-carbon community and Linuo Smart Park actively seek a new path of comprehensive ecological and livable management in the new era, create a new smart sponge urban-rural system, greatly reduce the dependence on coal, natural gas and other energy sources, and lead a new revolution in beautiful rural housing, so that "no air conditioning and heating are required, the room has fresh air all year round, no humidity, no mold, and the room temperature is maintained between 20~26 degrees Celsius in all seasons, saving more than 90% of energy", providing a successful model for future urban development and construction.

Second, the emission sources are tracked and monitored, and low-carbon actions can be seen everywhere

Satellite remote sensing, ground-based remote sensing, unmanned aerial vehicles, mobile navigation, carbon flux, carbon isotope and manual monitoring and other monitoring technologies as the auxiliary support of the "sky and ground" integrated monitoring network, constantly improve the carbon monitoring framework system, and strive to find out the "home" of urban carbon emissions, so that urban carbon emissions can be traced, evidence-based, and form a technical reserve that can be promoted, applied and demonstrated. Degradable paper to make medals, recyclable materials woven into trash cans...... The Jinan Municipal Bureau of Ecology and Environment continues to transform brainstorming into application, so that low-carbon behaviors can be seen everywhere, innovate to achieve personal "carbon neutrality", and truly achieve the city's youth and always be clear. It can be said that the construction of low-carbon cities reflects the ability and responsibility of cadres at all levels to dare to do things, be able to do things, and get things done; reflect the kindness and virtue of the masses to give up their small families, take care of everyone, and seek great righteousness; and bring the opportunities and potentials of urban appreciation, industrial upgrading, and rising popularity.

"A door and window open a world, an industry drives a city". Jinan's low-carbon demonstration action is actively providing a replicable and scalable Jinan model for the whole country. The spirit of continuous innovation, the pursuit of excellence, the national and global vision and standards, and the concept of openness to carry out various tasks are the inevitable path to adapt to new requirements and achieve new development in the new historical period, and it is also a bridge for low-carbon industry cooperation between China and the world.
