Rich ore refinement to treat manganese forward

Driving into the manganese slag warehouse in Songtao County, Tongren City, the sign of "lucid waters and lush mountains are invaluable assets" stands particularly conspicuous in the grass after regreening. In order to activate the "sleeping resources", Tongren City has strengthened the governance of the ecological environment and installed a "green drive" for the good use of manganese resources.

The manganese resource reserves in Songtao County are about 732 million tons, ranking among the top in Asia, and it is the core area of the national manganese ore resource strategic security supply. Tongren City has established a leading group for manganese pollution control and high-quality development of manganese industry, implemented the "four policies" for manganese-related mines, enterprises, warehouses and stations, promoted the construction of green mines and the remediation of manganese mining enterprises, and carried out ledger management and dynamic sales.

"It is the goal of our efforts to control manganese pollution, make good use of manganese resources, and realize the coordinated promotion of ecological environmental protection and economic and social development." At present, Tongren City has closed down and withdrawn from two manganese mines, shut down and withdrawn 8 electrolytic manganese enterprises, implemented batch treatment and classified control of 19 manganese slag depots, built and upgraded 9 leachate and sewage treatment stations, and greatly improved the treatment capacity of manganese and ammonia nitrogen. At present, the water quality of the lower dry stream of the Songtao River and the state-controlled exit section of the border city is stable and up to standard, and the water quality meets or exceeds the surface water class III standard, which continues to improve steadily.

On the basis of the widespread use of "gaseous film" and "blowing off method" technologies in the industry, Tongren City actively explores five innovative governance methods such as "curtain method" and "biochemical method", adheres to the "rich ore fine opening", promotes the high-quality development of the manganese industry, and makes every effort to build a demonstration base for the green transformation and high-quality development of the manganese industry.

Uphold low-carbon development and contribute to green power

In the process of conscientiously practicing green and low-carbon development, the ecological environment system of Zunyi City has always adhered to the "dual carbon" strategy, and actively promoted the coordinated management of pollutant pollution reduction and carbon reduction in key industries in the city. The Zunyi Municipal Bureau of Ecology and Environment actively explores new paths on how to achieve pollutant pollution reduction and carbon reduction, actively connects with service enterprises, intervenes in advance, and helps low-carbon enterprises to land production. It has helped enterprises coordinate and solve related problems, and promoted a number of enterprises to achieve synergies in pollution reduction and carbon reduction.

Up to now, a number of carbon reduction demonstration projects have been completed, such as the production of fuel ethanol by industrial tail gas biological fermentation in Suiyang County, Zunyi City, the waste heat and solar power generation of Zunyi Conch Panjiang Cement Co., Ltd., and the biogas power generation of Canglong Baijiu Wastewater Treatment Plant in Renhuai City. Among them, the key project of using waste gas to ethylene glycol in Suiyang County is the first industrial exhaust gas biological fermentation fuel ethanol project in southwest China, which reduces carbon emissions by 30% at one time in the production process, and the use of ethanol can reduce carbon emissions and automobile pollutant emissions, which is expected to reduce carbon dioxide emissions by more than 200,000 tons per year, which has played a leading role in building a green, low-carbon and circular development economic system and the construction of Guizhou National Ecological Civilization Pilot Zone.

This year, the Ministry of Ecology and Environment organized a comprehensive assessment of the national low-carbon city pilot construction in Zunyi since 2013, and the results were excellent. Zunyi City has contributed to the green and low-carbon development of Guizhou Province.

"Positive and negative lists" promote development, cross-check and strictly supervise

Since the beginning of this year, Qiannan Prefecture has strengthened the overall planning of strict ecological and environmental supervision and law enforcement and service optimization guidance, and established three major mechanisms: positive list supervision, information-based supervision and cross-inspection.

One plus one minus, the positive list has "positive energy". Through in-depth investigation and research, Qiannan Prefecture has established a database of key pollution source lists, including enterprises with low environmental risks, good credit, and pollutant discharge in accordance with the law into the positive list, implementing differentiated and personalized management, and reducing the burden on enterprises. For the enterprises included in the positive list, remote monitoring, online inspections and other data-based methods are mainly adopted to accurately supervise, reduce the frequency of on-site inspections, and achieve "nothing to disturb". Currently, a total of 94 companies are included in the positive list for environmental enforcement.

In order to improve the ability of remote supervision, the ecological environment department of Qiannan Prefecture has set up a number of points in key enterprises, installed online monitoring and video surveillance equipment and connected to the state-level monitoring platform to ensure timely early warning and supervision and handling of abnormal situations such as abnormal operation of environmental protection equipment and excessive emissions, and urge enterprises to implement the main responsibility of pollution control in accordance with laws and regulations. At present, 178 sets of online (video) monitoring and monitoring facilities have been built, and 476 environmental problems have been promoted by enterprises to be rectified in a timely manner through information-based supervision.

For enterprises included in the non-positive list, the rectification of problems will be promoted by increasing the frequency of on-site inspection and law enforcement, which will have a strong deterrent effect on the illegal behavior of enterprises.

At the same time, Qiannan Prefecture actively promotes the cross-inspection mechanism in different places, strengthens the law enforcement linkage between the state, county (city, district) and departments, and at present, a total of two cross-law enforcement at the city (state) level, two rounds (times) of cross-law enforcement and inspection actions in the county (city, district) and 456 enterprises (times) are supervised. For the problems found in the investigation, guide the enterprise to establish "one enterprise, one policy" and "one problem and one list" to do a good job of rectification.
