At present, China's dual control of carbon emissions is still in its infancy, and the basic capabilities of measurement, standards and certification are still relatively weak, so it is urgent to strengthen the construction of carbon emission monitoring, product carbon footprint accounting, and carbon emission standard systems in key industries. At the same time, European and American countries have successively introduced policies such as carbon tariffs and carbon footprint access thresholds, and China urgently needs to establish and improve the product carbon footprint testing and certification system and promote the international convergence and mutual recognition of carbon footprint accounting and certification.

In order to further strengthen the basic capacity building of carbon emission dual control and consolidate the foundation for carbon peak and carbon neutrality, Wen Shugang, member of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), Secretary of the Party Leadership Group and Chairman of China Huaneng Group Co., Ltd., put forward the following suggestions:

The first is to accelerate the construction of a continuous monitoring system for carbon emissions. Organize industry-university-research joint research, accelerate the research and development of high-accuracy flue gas flow measurement technology, expand the coverage of carbon monitoring pilot industries, increase the number of participating enterprises, and improve the monitoring data quality control and evaluation system. Build a national online carbon emission monitoring and management platform, and apply digital technology to realize real-time monitoring, automatic verification and intelligent early warning of carbon emission data in key industries. Gradually incorporate continuous monitoring of carbon emissions into the carbon emission accounting system of the national carbon market, form data cross-validation with the accounting method, and improve the quality and reporting efficiency of carbon emission data in the national carbon market.

The second is to comprehensively strengthen the construction of the carbon emission standard system. Guided by government departments, organized by industry associations, and led by leading enterprises, the upstream and downstream forces of the industrial chain will be gathered to pay close attention to the development of thermal power carbon monitoring and product carbon footprint accounting standards. Industry associations take the lead in building carbon footprint data centers, sharing upstream and downstream data resources, and gradually establishing a background database of carbon footprints of key products. Accelerate the promotion of international standards for carbon emissions, encourage leading enterprises to give full play to their technological and industrial advantages, rely on the International Organization for Standardization, actively lead the formulation of international standards for carbon emissions, and promote the transformation of domestic standards into international standards.

The third is to accelerate the establishment and improvement of the product carbon footprint accounting and certification system. National, regional and provincial power grid emission factors are regularly released, and a dynamic update mechanism is formed. Standardize the market access management of carbon footprint accounting and certification institutions, support the inclusion of carbon footprint in green government procurement, enterprise green supply chain construction and product market access systems, encourage the adoption of domestic third-party accounting and certification results, and cultivate China's leading enterprises in carbon accounting and certification services. Establish a mutual recognition mechanism for the qualifications of carbon footprint accounting certification bodies with major trading partners to improve the international recognition of domestic certification bodies.
